While Council formally supports the objectives of the NEL project, I advise that the support of Maroondah Council has been conditional on appropriate traffic considerations being made with regard to the impact of the project on the Eastlink tunnels, the Ringwood Bypass and by extension the Ringwood Metropolitan Activity Centre. Council previously commissioned a review by O’Brien Traffic that considered the project in the context of the tunnels and impacts on Ringwood, and it was determined that without ancillary works to take traffic pressure off the Eastlink tunnels and the Ringwood Bypass, the project would potentially fail and have a major detrimental impact on the viability of the Ringwood Metropolitan Activity Centre. The O’Brien Traffic report attached to this submission details the basis for those concerns. Council’s concerns were previously forwarded to NELA and Council officers have met with NELA officers on these matters, however, to date Council has not received an appropriate response that addresses these concerns, including within the ESS. In support of this submission, the following documents have also been uploaded: o A submission letter signed by Council’s Mayor Rob Steane documenting the history of Council’s dealings regarding NEL, and outlining Council’s concerns current with the project; o Council Report September 2018; o O’Brien Traffic Review dated 12 September 2017; o Council letter to NELA (26 February 2018) and NELA response (14 March 2018); o Correspondence from Council on Bypass concerns (including technical reports); and o Minutes from MCC / NELA meetings 6 April 2018 and 30 April 2018. -

Message from the Mayor Our vision is for a vibrant, safe and culturally diverse community that fosters participation, connectedness, harmony, social inclusion, health and wellbeing. Our parks and reserves are the 'green lungs' for the City and are areas for our enjoyment. When we visit our parks and reserves we feel a sense of wellbeing. We need to plan for them so they can be enjoyed today and be there tomorrow for our children. A well-designed, planned and managed urban green space provides significant aesthetic, social, psychological and environmental benefits for their users. The Koonung Creek Linear Park is enjoyed by many of those who live in Bulleen, Doncaster, Doncaster East and Donvale and our neighbouring municipalities as well. When we improve the access to our natural setting we are improving the quality of life in our neighbourhoods. We are fortunate to have this wonderful “green” environment accessible by so many of our residents to enjoy a walk, cycle and time in a natural setting. There are many benefits for people who visit green, open spaces including: an opportunity to increase physical activity; lower stress levels; experience changes of scenery; and, a place to wind down. I would like to thank the community for their contribution to the consultation process as it has greatly assisted us to identify the issues and opportunities which have shaped the development of the recommendations. Chapter Six The Politics of Federalism Ben Davies In 1967 Sir Robert Menzies published Central Power in the Australian Commonwealth. In this book he adopted the labels coined by Lord Bryce to describe the two forces which operate in a federation—the centripetal and the centrifugal. For those uneducated in physics, such as myself, centripetal means those forces which draw power towards the centre, or the Commonwealth, whilst centrifugal forces are those which draw power outwards towards the States. Menzies remarked that these forces are constantly competing against each other, and that the balance between them is never static.1 Not surprisingly, his view in 1967 was that the centripetal forces had well and truly predominated during the previous 66 years of Federation. Of course, he would not need long to reach the same conclusion were he to consider the same question now, 40 years later. Essentially there are three levels on which these two forces exert themselves. The first and most fundamental is the legal level, which describes the constitutional structures which determine the federal balance. On questions of federalism this Society has since its inception quite rightly concentrated most on this level of federalism, as it is at this level that the most profound changes have occurred. It is also the most influential level, as it sets the boundaries within which the other two levels can operate. The second level is what I would call the financial level, and this level concerns itself with the question of the relative financial powers of the States and Commonwealth. In particular, this level is characterised by the ever-increasing financial dominance of the Commonwealth relative to the States, and the “vertical fiscal imbalance” with which the States have had to contend for most of their existence since Federation. -

Eastlink to Open on 29 June - Five Months Early
12 May 2008 EASTLINK TO OPEN ON 29 JUNE - FIVE MONTHS EARLY ConnectEast, the owner and operator of EastLink, yesterday confirmed to the Victorian Government that it will deliver the $2.5 billion motorway on 29 June 2008 – on-budget and five months ahead of time. To celebrate the completion of this landmark Public Private Partnership project and to encourage motorist familiarisation, ConnectEast announced the first four weeks of operation will be toll-free. ConnectEast also revealed plans to host a community open day on Sunday 15 June to give people a once-in-a-lifetime chance to walk, run or cycle on the road before it opens to traffic. Managing Director, John Gardiner, said the opening of EastLink (and the untolled Ringwood Bypass) well ahead of the 30 November contract date demonstrated the capacity of the private sector to accelerate the delivery of massive projects. “Over the life of this construction ConnectEast has averaged $59 million expenditure per month, including five consecutive months when expenditure exceeded $100 million,” Mr Gardiner said. “This demonstrates the capacity of the private sector, with the support of government, to harness all the necessary resources to make big infrastructure projects a reality in the shortest possible time. “EastLink is already generating an economic and population boom in Melbourne’s outer east and south-east, with businesses and residents re-locating to make the most of the motorway. “EastLink will mean safer driving plus time and fuel savings every day for many thousands of Victorians. The road will revolutionise the lives of people living and working in Melbourne’s eastern and south-eastern suburbs by providing a high- quality uninterrupted north-south transport corridor from Mitcham to Frankston. -

Surface Water Flooding – Presentation to NEL Panel Hearing, 8 th August 2019 – Michael Cawood Cut back version due to time constraints as delivered at the Hearing Slide #1 Mr Chairman, Members. Introduce self and principal area of expertise as per evidence. Earlier this year, I reported to Carey Baptist Grammar School on flood related matters and the North East Link Project. That report was subsequently incorporated into Carey’s submission to this Panel Hearing. I will be talking to that report. Slide #2 Carey’s Bulleen Sports Complex is located on the Yarra River and Koonung Creek floodplain at the top end of what is generally known as the Chandler basin. Use and development since the site was purchased in 1959 has been mindful of the flood risk. The proposed Project’s southern portal and associated infrastructure are also located within the Chandler basin a short distance upstream and a little further away from the Yarra River and from Koonung Creek than the Campus. To recap from Carey’s submission, there are a number of key flood related issues for the Bullen Campus. Key issue 1 is changes to the characteristics of Yarra River floods, particularly for those events that occur more frequently and are smaller than (i.e. are not as deep as) the 1% Annual Exceedance Probability Yarra River event; Key issue 2 is changes to the character of Koonung Creek and the resulting changes to flood characteristics in the reach between Bulleen Road and the Creek’s confluence with the Yarra River; Key issue 3 relates to relocation of the Campus access road to the north of its current location.
