Chapter Six The Politics of Federalism Ben Davies In 1967 Sir Robert Menzies published Central Power in the Australian Commonwealth. In this book he adopted the labels coined by Lord Bryce to describe the two forces which operate in a federation—the centripetal and the centrifugal. For those uneducated in physics, such as myself, centripetal means those forces which draw power towards the centre, or the Commonwealth, whilst centrifugal forces are those which draw power outwards towards the States. Menzies remarked that these forces are constantly competing against each other, and that the balance between them is never static.1 Not surprisingly, his view in 1967 was that the centripetal forces had well and truly predominated during the previous 66 years of Federation. Of course, he would not need long to reach the same conclusion were he to consider the same question now, 40 years later. Essentially there are three levels on which these two forces exert themselves. The first and most fundamental is the legal level, which describes the constitutional structures which determine the federal balance. On questions of federalism this Society has since its inception quite rightly concentrated most on this level of federalism, as it is at this level that the most profound changes have occurred. It is also the most influential level, as it sets the boundaries within which the other two levels can operate. The second level is what I would call the financial level, and this level concerns itself with the question of the relative financial powers of the States and Commonwealth. In particular, this level is characterised by the ever-increasing financial dominance of the Commonwealth relative to the States, and the “vertical fiscal imbalance” with which the States have had to contend for most of their existence since Federation. -

Brumby Named As Chair of International Education Body
Wednesday, 17 February 2021 BRUMBY NAMED AS CHAIR OF INTERNATIONAL EDUCATION BODY Minister for Trade Martin Pakula today announced the appointment of former Victorian Premier John Brumby as the new Chair of the state’s International Education Advisory Council. Mr Brumby brings extensive education sector experience to the role as Chancellor of La Trobe University and Chair of the Advisory Board for the University of Melbourne School of Government. He will lead the Council in providing independent advice on issues relating to Victoria’s renowned international education sector. Minister Pakula thanked the outgoing Chair, Jane den Hollander AO, for her service to the Victorian international education sector and the community. The International Education Advisory Council comprises industry representatives and provides advice to the Government to help Victoria maintain its standing as a destination of choice for international students. The Andrews Labor Government is working closely with education providers and the Australian Government to welcome international students back to Victoria when it is safe to do so. The current Budget provides $33.4 million to lay the foundation for a strong recovery for the sector. When restrictions were introduced to slow the spread of coronavirus, the Labor Government responded quickly to support students and the sector. Support has been provided through the $45 million International Student Emergency Relief Fund, the $50 million Emergency Hardship Support Program, the $350 million Victorian Higher Education State Investment Fund and a $260 million TAFE funding package. New International Education Advisory Council members will be announced on the Study Melbourne website (studymelbourne.vic.gov.au) as they are appointed. -

Victorian Premier Brumby Announces Plans to Build World’s Largest Life Sciences Supercomputer Facility during Visit to SDSC $100 Million Supercomputer Will Aid Breakthrough in Disease Discovery in Australia and Beyond June 17, 2008 Jan Zverina Australia's Victorian Premier John Brumby today announced a $100 million (AUD) initiative to build the world's largest life sciences supercomputer facility to assist in discovering cures and therapies for such life-threatening diseases such as cancer, brain disorders and 'flu pandemics. In making the announcement at the San Diego Supercomputer Center at UC San Diego, Premier Brumby said the Victorian government is investing $50 million in the supercomputer facility, complementing University of Melbourne and other funding of an additional $50 million to establish the Victorian Life Sciences Computation initiative at the University's Parkville Precinct. The University of Melbourne will release initial expressions of interest for the peak computing facility later this year, with major installations planned for 2009 and 2011. "I am delighted to make this important announcement here at the University of California, San Diego," Brumby said, adding that the Victorian government is looking forward to collaborating with the San Diego Supercomputer Center and other UC San Diego research units in advancing disease research through high-performance computing. ""If you want the very best in cancer diagnosis, and want the very best in cancer treatment, you need a supercomputer," said Brumby, adding that the Australian government has seen an "explosion" in the level of brain diseases such as Alzheimer's, and that the country must be able to better anticipate and treat 'flu pandemics. -

In commemoration of this major occasion, we decided to commission a history of the 150 years of the Office and appointed Dr Peter Yule, to carry out this task. The product of the work of Peter Yule is a highly informative account of the Office over the 150 year period. Peter has skilfully analysed the personalities and key events that have characterised the functioning of the Office and indeed much of the Victorian public sector over the years. His book will be fascinating reading to anyone interested in the development of public accountability in this State and of the forces of change that have progressively impacted on the powers and responsibilities of Auditors-General. Peter Yule was ably assisted by Geoff Burrows (Associate Professor in Accounting, University of Melbourne) who, together with Graham Hamilton (former Deputy Auditor- General), provided quality external advice during the course of the project. -

Between 1979 and 1982 the Blues won three premierships, and were rated one of the greatest teams of all time. Yet their remarkable feats have long been overlooked when discussion arises as to the best teams in AFL history. Not anymore. In Larrikins & Legends, characters such as Peter ‘Percy’ Jones, Wayne ‘The Dominator’ Johnston, Peter ‘The Buzz’ Bosustow, Warren ‘Wow’ Jones, and the king of them all, Alex ‘Jezza’ Jesaulenko, are brought to life like never before. They mingled with Prime Ministers, were entertained by American-style dancing girls, broke bones, survived political upheaval, and drank plenty of amber liquid. But above all, they were mates, on and off the field, and remain so to this day. They were certainly a ragtag bunch of men and they partied hard. But boy, could they play footy. In fact, over a four-year period, the team fielded by Carlton would win three premierships— winning 76 of 98 matches for a winning percentage of 78 per cent—a feat which should surely rank alongside the achievements of modern- day powerhouses, the Brisbane Lions (2001-2004), Geelong (2007-2011) and Hawthorn (2012-2015). Remarkably, despite such outstanding successes, the Boys in Blue, as coach David Parkin noted with his usual enthusiasm, are seldom mentioned when debate rages over who is the greatest football team in VFL/AFL history. Why is this side, which includes such stars as Mike Fitzpatrick, Rod Ashman, Peter Bosustow, Jim Buckley, Bruce Doull, Wayne Harmes, Ken Hunter, Wayne Johnston, Percy Jones, Mark Maclure, David McKay, Ken Sheldon, Geoff Southby and, of course, Alex Jesaulenko, not included in the debate? Analysis of Victorian Councils Post Amalgamation September 2019 spence-consulting.com Spence Consulting 2 Analysis of Victorian Councils Post Amalgamation Analysis by Gavin Mahoney, September 2019 It’s been over 20 years since the historic Victorian Council amalgamations that saw the sacking of 1600 elected Councillors, the elimination of 210 Councils and the creation of 78 new Councils through an amalgamation process with each new entity being governed by State appointed Commissioners. The Borough of Queenscliffe went through the process unchanged and the Rural City of Benalla and the Shire of Mansfield after initially being amalgamated into the Shire of Delatite came into existence in 2002. A new City of Sunbury was proposed to be created from part of the City of Hume after the 2016 Council elections, but this was abandoned by the Victorian Government in October 2015. The amalgamation process and in particular the sacking of a democratically elected Council was referred to by some as revolutionary whilst regarded as a massacre by others. On the sacking of the Melbourne City Council, Cr Tim Costello, Mayor of St Kilda in 1993 said “ I personally think it’s a drastic and savage thing to sack a democratically elected Council. Before any such move is undertaken, there should be questions asked of what the real point of sacking them is”. Whilst Cr Liana Thompson Mayor of Port Melbourne at the time logically observed that “As an immutable principle, local government should be democratic like other forms of government and, therefore the State Government should not be able to dismiss any local Council without a ratepayers’ referendum. -
