The staff in the Paris and New York cultural centres had also generously shared their expertise as the representatives of Taiwan’s cultural diplomacy. Several artists and cultural professionals also provided their perspectives on cultural diplomacy and relations, including Director Ping Heng of the National Theatre and Concert Hall, Derjk Wu, Baboo Liao Jiun-Cheng, Cecily D. Cook, and several interviewees who wish to remain anonymous. From their first-hand experiences, I gained deeper understanding and admire their passion for cultural relations. During the course of my PhD research, I would particularly like to thank my friends for their kind assistance. Chi-tsung Wu facilitated me to find interviewees, while Yi-Chen Lai and Joseph Tsai provided me with the accommodations in New York and Paris respectively. My friends in London and Taipei have been there to encourage me and helped with data collection. If she is ever curious about Taiwan’s cultural diplomacy and cultural policy, her mum’s doctoral research might have contributed a bit. 3 Abstract This thesis examines the implementation of cultural diplomacy through the perspective of cultural policy in Taiwan (Republic of China). It elaborates how the policy-making and practice have progressed in response to the changes of Taiwan’s domestic cultural politics and foreign affairs, including its relations with China (People’s Republic of China). As an empirical study, the research focuses on Taiwan’s cultural policy in the timeframe of 1990-2014 and more specifically on the promotion of the performing arts. The research identifies three crucial elements of Taiwan’s cultural diplomacy. It complements traditional diplomacy, acts as an outlet in the process of cultural identity formation, and showcases cultural and creative industries. Each element is prioritised at different phases of policy practice. However, a long-term and continuous strategy is absent. The research reveals that Taiwan’s cultural diplomacy emphasises more on its self-presentation than creating mutuality. The unsettled issues of cultural identity have its profound influence on cultural diplomacy. Meanwhile, the projection of soft power is not necessarily reinforced by the market-driven policy orientation and the quantifiable policy objectives. The research also illustrates the interaction among the government, artists, and other actors from the private sector. The key finding indicates that the government is constrained by bureaucracy and its own contested political status. Civil society at the individual level participates in cultural diplomacy with a sense of enthusiasm, while corporations in general are less motivated. The research provides empirical evidence on communicating soft power through cultural diplomacy without much hard power. The concept highlights the roles of managerial autonomy and political-economic structures previously overlooked by urban managerialism. The process of decentralization evolves mainly over two stages - self-management and private management. By organizing self-managed alliances, street vendors appropriated public and private property by dealing with the municipality and local community in legal and extralegal situations in ways that supported their operations. The municipality compromised vendors' self- September management by demanding that they be licensed and registered and by building a new market. The stage of / private management begins when the municipality officially permits vending in a district by requiring vendors to 3 rent storefront arcades from a community alliance made of local property owners that allocate vending units. In the name of reallocating pre-existing extralegal street vendors, the project privileges property owners‟ profits over street vendors‟ needs for space. Field research has found that most unlicensed vendors continue occupying streets even after they are provided with legitimate vending units; five retailers in the business improvement district have rejected the arcade allocation plan by mobilizing their own social network. Shoppers continue trading with vendors outside of the district.

    Joni Low With Roots Skyward: Mystical and Spiritual Worlds in Contemporary Taiwanese Art he afternoon I visited the University of British Columbia (UBC) Museum of Anthropology’s exhibition (In)visible: The Spiritual TWorld of Taiwan through Contemporary Art (November 20, 2015–April 3, 2016), I serendipitously ran into Beau Dick, a renowned Kwakwaka’wakw chief and current artist-in-residence at UBC, whose exhibition was concurrently displayed at the nearby Morris and Helen Belkin Art Gallery, also at UBC.1 In an unexpected yet meaningful encounter, Beau and a fellow artist, Vanessa Grondin, joined me on my walk through (In)visible. His presence completely transformed my experience of the exhibition, allowing me to draw parallels between the spiritual explorations of Indigenous Taiwanese artists and our Pacific Northwest coast First Nations artists and their deep connections to the land and traditional practices of both. It prompted me to think more deeply about the politics of representation and display and about the openness to spiritual questions in both contemporary art and anthropological frameworks in exhibition contexts. Findings conclude that HSR-based towns, on average, may experience growing population and employment, but HSR-based counties are likely to experience relatively less growth of employment in the tertiary sector. HSR stations located in urban or suburban settings may have a more significant spatial impact.
