In keeping with its charter for the "encouragement, reporting and critical discussion of research," the Industrial Relations Re- search Association's Executive Board felt that the Association's special research volumes in1970and1971should be devoted to an appraisal of the research since our last review.Outstanding experts in the field were asked to make in-depth analysesof the character and contributions of the research output in their areas of expertise. In addition to the chapters included in this volume, four chapters were presented in Volume I, published last year: Labor Force and Labor Markets by Herbert S. Parnes, Wagesand Benefits by E. Robert Livernash, Organizational Behaviorand Personnel Relations by George Strauss, and Union Growth,Gov- ernment and Structure by Woodrow L. Ginsburg.Together, the two volumes cover the major areas normallyincluded in the In- dustrial Relations field. Stern 129 INDUSTRIAL RELATIONS IN WESTERN EUROPE AND CANADA John Crispo 187 Public Policy and Labor-Management Relations BY BENJAMIN AARON AND PAUL SEM MEYER University of California, Los Angeles A review of research in the area of public policy and labor- management relations presents certain difficulties peculiar to the subject.Most of the published material is by lawyers and law professors, whose writings tend to assume the form of description and detailed analysis of selected statutory provisions and judicial or administrative decisions, rather than the developmentof general theories based on empirical studies.Moreover, in the case of legal scholarship in this country, tradition favors the publica- Con of law review articles and orcasional essays, rather than books. There are over 100 law jou.nals or reviews, published by law schools throughout the country on a monthly or quarterly basis, in which articles on the subject of this essay may have appeared. The same likelihood existsin. respect of an almost equally large number of bar association publications and a few industrial relations and arbitration journals.Finally, some of the most significant writings have taken the form of papers pre- sented at conferences and symposia devoted to labor relations law and industrialrelations, or of reports by congressional com- mittees or private commissions. The sheer magnitude of the published material has forced us to place a number of purely arbitrary limitations on the scope of our own review. Thus, we have concentrated on the relatively

Joe Pechman came to Brookings in 1960 after serving on the staff of the Council of Economic Advisers, the Committee for Economic Development, and the Office of Price Administration. More specifically, we argue that the scientific strategies of business schools played an essential—if largely invisible and poorly understood—role in major transformations in the organization and substantive direc- tion of social-scientific knowledge, and specifically economic knowledge, in twenti- eth century America. We use the Wharton School as an illustration of the earliest trends and dilemmas (ca. 1900–1930), when business schools found themselves caught between their business connections and their striving for moral legitimacy in higher education. Next, we look at the creation of the Carnegie Tech Graduate School of Industrial Administration after World War II. This episode illustrates the increas- ingly successful claims of social scientists, backed by philanthropic foundations, on business education and the growing appeal of “scientific” approaches to decision- making and management. Finally, we argue that the rise of the Graduate School of Business at the University of Chicago from the 1960s onwards (and its closely related cousin at the University of Rochester) marks the decisive ascendancy of economics, and particularly financial economics, in business education over the other behavioral M.

They say that as one grows older, one tends to become more forgetful of recent events and to remember earlier ones with greater clarity. I find this to be true to a degree; I certainly forget recent happenings more than I used to, and I recall scenes of my early childhood more vividly than before. I confess, however, that the period 1942- 1945 is for me partially shrouded in the mists of time. This comes as something of a surprise, because the four years I spent with the Board were the most exciting and rewarding of my life, and I thought I would never forget any important detail of that experi- ence.
