EUROPEAN YEAR OF SAFETY, HYGIENE AND HEALTH PROTECTION AT WORK List of projects COMMISSION OF THE EUROPEAN COMMUNITIES Note to readers This report on activities in the European Year of Safety, Hygiene and Health Protection at Work has been prepared for the general public. It is in three volumes: Volume 1 : 'Europe for health and safety at work' outlines the activities of the Commission of the European Communities and the 12 Community Member States during the European Year; Volume 2: 'List of projects'carried out as part of the European Year. This non-exhaustive list was drawn up on 31 July 1993; Volume 3: 'Key projects': a description of particularly important national projects which could be copied by other Member States. In addition to this report, a formal report on the execution of the Year has also been prepared, as required by the Council Decision, for the European Parliament, the Council of Ministers, the Economic and Social Committee and the Advisory Committee on Safety, Hygiene and Health Protection at Work, and was forwarded to them. List of non-funded projects 155 Introduction n accordance with the Council Decision ' on the European Year of Safety, Hygiene and Health Protection at Work, the European Year began on 1 March 1 992 and officially ended at the closing confer• ence on 26 February 1993. A number of organizations and bodies have been involved in organiz• ing and monitoring the Year. The Advisory Committee on Safety, Hygiene and Health Protection at Work2 In accordance with its mandate, this tripartite Committee has been in• volved in drawing up the project as well as the organizational structure of the Year. A smaller group within the Committee has been involved with all work to implement the Year. The Advisory Steering Committee (ASC) This Committee, established on 11 October 1991 in accordance with Article 5 of the Council Decision, has been consulted regularly about the selection of schemes covered by Part II, items A and B, of the Annex to the Decision. Comprising a representative of each Member State and chaired by a representative of the Commission, the Committee met 1 8 times and was regularly informed by the Commission of pro• gress made. The National Liaison Committees (NLCs) In accordance with Article 2.2 of the Council Decision, a National Liai• son Committee (NLC) was formed in each Member State. Composed on a tripartite basis (workers, employers, ministries), it was responsible for the coordination, assessment and selection of projects suitable for Community funding and then for the implementation of schemes at national level. Commission staff Coordination of the European Year was carried out by Unit V/F/5 of the Health and Safety Directorate within the Directorate-General for Employment, Industrial Relations and Social Affairs, its task being to monitorthe application of the entire Council Decision and, more par• ticularly: 1 OJ L 214/77, 2.8.1991. 1 OJ L 185, 9.7.1974. List of projects (i) coordination with the NLCs and the Member States; (ii) the organization and implementation of projects planned in accordance with Part II A of the Annex to the Council Decision (¡ii) administration, general and budgetary management, including the monitoring and checking of applicationsfor co-funding under Part II Β of the Annex to the Council Decision; (iv) the organization and chairing of meetings of the ASC; (ν) cooperation with other Commission departments. In order to ensure a coherent overall programme, the Commission organized itsworktotakeaccountofthecomplementarityand mutual multiplier effects offered by the schemes called for under the Council Decision.
