Doctoral Dissertations. 466. https://opencommons.uconn.edu/dissertations/466 Rough and Ready Relief: American Identity, Humanitarian Experience, and the Commission for Relief in Belgium, 1914-1917 Thomas David Westerman, Ph.D. University of Connecticut, 2014 This dissertation examines a group of American men who adopted and adapted notions of American power for humanitarian ends in German-occupied Belgium with the Commission for Relief in Belgium (CRB) during World War I. The CRB, led by Herbert Hoover, controlled the importation of relief goods and provided supervision of the Belgian-led relief distribution. The young, college-educated American men who volunteered for this relief work between 1914 and 1917 constructed an effective and efficient humanitarian space for themselves by drawing not only on the power of their neutral American citizenship, but on their collectively understood American-ness as able, active, yet responsible young men serving abroad, thereby developing an alternative tool—the use of humanitarian aid—for the use and projection of American power in the early twentieth century. Drawing on their letters, diaries, recollections as well as their official reports on their work and the situation in Belgium, this dissertation argues that the early twentieth century formation of what we today understand to be non-state, international humanitarianism was partially established by Americans exercising explicit and implicit national power during the years of American neutrality in World War I. -

AN UPHILL BATTLE Campaigning for the Militarization of Belgium, 1870-1914 - Nel de Mûelenaere - Belgium plays a minor role, if it is mentioned at all, in the annals of the previously unparalleled European militarization that led to the First World War. This article presents a more nuanced image of Belgium as a non-militarized state during these decades, by focusing on the attempts of the militaristic political lobby to expand Belgium’s military infrastructure. Between 1870 and 1914, Belgium was indeed the scene of an intense militaristic movement that, despite its high level of activism, quickly fell into oblivion. At the start of their campaigns, in which the main goal was the adoption of personal military service, the militaristic lobbyists were primarily military or ex-military functionaries. The main motivation for their campaign was improving the sense of military purpose that acted as a preparation for war. This changed fundamentally throughout the campaigns. The militarists steadily built up a civilian network and expanded their influence. This was a key factor in the successful dissemination of the idea that a reformed Belgian army was very much needed in order to avert external dangers. At the same time, civilian influence altered the militarists’ view of the societal role of the military. This reciprocal influence reduced the gap between the military and civilian worlds, and suggests the presence of under- acknowledged militarization processes in Belgium prior to World War One. 145 Campaigning for the Militarization of Belgium I. Marc Depaepe KULeuven@Kulak, Belgium ABSTRACT Our approach is a historical, and not a theoretical or a philosophical one. But such an approach might help in understanding the complexities and ambiguities of the pedagogical mentalities in the course of the twentieth century. As is usually the case in historical research, the groundwork must precede the formulation of hypotheses, let alone theories, about the nature of pedagogical practices. Therefore, since the 1990s, “we” (as a team) have been busy studying the history of education in the former Belgian Congo. Of course, since then we have not only closely monitored the theoretical and methodological developments in the field of colonial historiography, but have ourselves also contributed to that history. This article tries to give an overview of some of our analyses, concentrating on the question of to what extent the Belgian offensive of colonial (i.e. mainly Catholic) missionary education, which was almost exclusively targeted at “paternalism,” contributed to the development of a personal life, individual autonomy and/or emancipation of the native people. From the rear-view mirror of history we are, among other things, zooming in on the crucial 1950s, during which decade thoughts first turned to the education of a (very limited) “elite.” The thesis we are using in this respect is that the nature of the “mental space” of colonialism was such that it did not engender a very great widening of consciousness among the local population. -

When Congo Wants To Go To School – Educational Organisation In The Belgian Congo (1908-1958) Classroom rear view, Nsona Mbata (Matadi), 1920 Contexts The first part of this study will concentrate on the wider environment within which daily practice of colonial education is situated. It progresses in three stages in accordance with the aim of the research. Three chapters correspond with these three stages. The general, macro-institutional context of the phenomenon of colonial education is considered in the first chapter. This includes a discussion of the organisational development and politico-strategic factors that influenced this phenomenon. The development of the educational structures is indicated from the angle of the interaction between state intervention and the Catholic initiative. Within that framework the major themes in the content and emphasis of colonial lesson plans are also considered, as are the opinions on these subjects. Finally, figures are given to allow an estimate of the quantitative development of education in the colony. The second chapter shifts the focus to Belgium. The preparation, training, ideas and worldview with which the missionaries left for the Belgian Congo will be considered more closely. This chapter is divided into two parts. The first part considers a number of broad social and historical factors that played a part in the formation of the missionaries’ general intellectual baggage. Mainly results of existing research are presented and discussed in this part. The second part takes a closer look at the people who are of specific interest to us, covering the preparation and training given to the Sacred Heart Missionaries in Belgium and using specific source material. -

Introduction The figure of Justitia or Justice might very well be one of the most widely known personifications in the Western world. However, personifications of this kind are only as ‘known’ or ‘readable’ as their attributes. By definition, a personification consists of a human figure holding (or handling) attributes, that are in themselves workaday objects taken out of their normal context.2 In the case of Justice, her main attributes (sword and scale) have become symbols in themselves, used by law faculties, law firms, judicial institutions, legal departments… and conference posters. Her blindfold has been subject to a vast amount of iconographic studies.3 However, in some cases, the physical appearance of the human figure in a personification adds a layer of meaning to the abstract notion that is personified.4 The fact that most representations of Justice personify her as a woman – Lady Justice – is seldom perceived as an integral part of her iconographic message.5 When bearing in mind her genesis, this seems to be a reasonable omission at first. The female Latin inflection of the virtues, including the four cardinal virtues of which Justice is part, constitutes the historic reason behind the female appearance of these personifications.
