4 Data Collection Challenge

– Lack of legislation / regulation √ Based on voluntary system  no punishment – Data Condition √ there is no common data format on EMR sector √ there is still no dedicated person in charge of data processing, especially in the local government’s EMR offices. While in the directorate generals, the data is scattered among different divisions, making data collecting a difficult process. – Human resources √ Lack of human resources (competent person in charge of data processing) – Change of staff – lack of continuity √ Rotation and mutation of the person in charge (PIC) in units/companies/data sources.

6 General Remarks

• Data from member related countries for JODI are mainly limited for oil and gas data, related to: oil & gas production, import & export of oil and gas, refinery intake/output (by product), and others,

• Extended data for oil and gas, such as: oil and gas demand by sector, could be more interesting to look at the behavior of oil and gas demand by sectoral energy uses, like residential, industry, transportation, electricity generation, and commercial & services,

• JODI needs to take further step to establish a group of energy analyst through partnership and collaboration among related parties to generate more valuable information related to the recent important issues of energy market development, such as: Oil & Gas market development under the recent dynamics of oil prices, included its impacts on oil supply by country (particularly shale oil), oil demand by country and new equilibrium of oil market which is also covering new strategy of oil industry to face this new dynamics of oil prices.
