25¢ No. 596 ~X.623 18 March 1994 exico Rocked by Chiapas Revoll On January 1, a dramatic piece of news burst upon the world like a bombshell: an insurrection of Mayan Indian peasants had brokeI\ out in the southernmost Mexican state of Chiapas. The Zapatista Army of National Liberation (EZLN) declared war on the U.S.-backed govern ment of Carlos Salinas de Gortari and the North American Free Trade Agree ment (NAFTA), which went into effect that day. The Mexican army, caught off guard, responded with an indiscriminate bloodbath that slaughtered several hun dred, mainly peasant non-combatants. Then, just as suddenly, the fighting stopped after only 12 days as Salinas confined the army to barracks in Chiapas and offered peace talks with the rebels. But while the "dialogue" went on in the colonial city of San Cristobal de las Casas, a wave of rebellion spread through the peasantry of Chiapas and southern Mexico, extending to urban workers as well. After 100,000 marched in the capital in early January demanding "Stop the massacre," groups of strikers began to raise slogans linking their strug gles to that of the "Zapatista" rebels. continued on page 8 Zapatista peasant rebels rise up on New Year's Day.

  • S Nuclear, Biological and Chemical Weapons
Israel’s Nuclear, Biological and Chemical Weapons By Stephen Lendman Region: Middle East & North Africa Global Research, May 17, 2012 Theme: Militarization and WMD 17 May 2012 Israel’s long known open secret is its formidable nuclear arsenal. Less is known about its chemical and biological weapons (CBW) capability. More on that below. In 1986, Dimona nuclear technician Mordechai Vanunu revealed documents showing what many long suspected. Israel had been secretly developing, producing and stockpiling nuclear weapons for years. Experts called his information genuine. They revealed sophisticated technology able to amass a formidable nuclear arsenal. Today it’s more potent than ever. In his 1991 book titled “The Samson Option: Israel’s Nuclear Arsenal and America Foreign Policy,” Seymour Hersh discussed its strategy to launch massive nuclear counterattacks in response to serious enough threats. In his 1997 book titled “Open Secrets: Israeli Nuclear and Foreign Policies,” Israel Shahak said Israel won’t hesitate using nuclear or other weapons to advance its “hegemony over the entire Middle East.” In 2006, former Prime Minister Ehud Olmert told Germany’s Sat. 1 channel: “Iran, openly, explicitly and publicly, threatens to wipe Israel off the map. Can you say that this is the same level, when they are aspiring to have nuclear weapons, as America, France, Israel and Russia?” Later he denied what viewers clearly heard him say. Calls for him to step down followed. So did accusations of ineptitude for acknowledging Israeli nuclear weapons publicly. Israel always stuck to its nuclear ambiguity position. Olmert later backtracked. Damage control didn’t assuage criticism. Opposition party members called him irresponsible.

Occasional Paper 11 The Soviet Biological Weapons Program and Its Legacy in Today’s Russia Raymond A. Zilinskas Center for the Study of Weapons of Mass Destruction National Defense University MR. CHARLES D. LUTES Director MR. JOHN P. CAVES, JR. Deputy Director Since its inception in 1994, the Center for the Study of Weapons of Mass Destruction (WMD Center) has been at the forefront of research on the implications of weapons of mass destruction for U.S. security. Originally focusing on threats to the military, the WMD Center now also applies its expertise and body of research to the challenges of homeland security. The Center’s mandate includes research, education, and outreach. Research focuses on understanding the security challenges posed by WMD and on fashioning effective responses thereto. The Chairman of the Joint Chiefs of Staff has designated the Center as the focal point for WMD education in the joint professional military education system. Education programs, including its courses on countering WMD and consequence management, enhance awareness in the next generation of military and civilian leaders of the WMD threat as it relates to defense and homeland security policy, programs, technology, and operations. As a part of its broad outreach efforts, the WMD Center hosts annual symposia on key issues bringing together leaders and experts from the government and private sectors. Conclusions 35 Bibliography & Interviewees 38 Page 2 of 39 THE RISE OF GAG ORDERS IN ISRAEL PREFACE A peculiar choice of “music on hold” greeted journalists who called the Israeli censorship office during the summer of 2014. Two months of intense fighting with Hamas (“Operation Protective Edge”) required daily and even hourly communication between local media and censors, supervising any military related news prior to publication. Lines were often busy, temperatures high physically and emotionally, and while waiting to appeal yet another publication ban I suddenly realized: the music I kept listening to, but never really noticed before, was surprisingly a popular anti-war song from the nineties. 1 "You promised peace... you promised spring... you promised to keep promises"0F , sang the band just before the officer on duty picked up the phone to discuss war casualties. Whether it was deliberate criticism, an ironic prank or just a random choice – this anecdote illustrates Israel’s biggest challenge and source of growing tensions: liberal values, lifestyle and self-image in face of an ongoing violent conflict and military occupation with no clear solution in sight. A challenge in which government’s control over the media plays a massive role and checks and balances between security needs and freedom of the press are becoming extremely fragile.

  • Israel's History of Chemical Weapons
Israel’s History of Chemical Weapons Use By Dr. Elias Akleh Theme: Militarization and WMD Global Research, September 29, 2013 In-depth Report: PALESTINE othersite.org The UN chemical weapons inspectors, who went to Syria to investigate the use of chemical weapons, should have stopped on their way at Occupied Palestine (Israel), where Israeli government has the largest stockpile of chemical and other WMD in the entire Middle East. They would have found a lot of evidence and witness accounts of Israeli use of chemical, as well as biological and nuclear, weapons against the Palestinians and their Arab neighbors. The attacks started in May 1948 and are still going on in one form or another. The Zionist gangs under the directive and leadership of David Ben-Gurion, who became the first Israeli Prime Minister, had adopted a military policy of genocide, extermination and total destruction of the indigenous Palestinian inhabitants and their towns in order to evacuate the land for outsider Zionist Jewish occupiers. The first WMD they used was biological weapons as documented by the International Committee of the Red Cross (ICRC). In May 1948 the Zionist gangs besieged the well-fortified Palestinian city of Acre, which could stand the siege for a long time. The city water supply came from a nearby village name Kabri through an aqueduct. To shorten the siege and to enter the city, the Zionist gangs injected typhoid in the aqueduct. Many Palestinians and some 55 British soldiers, who were in the city, got infected. This crime was called operation“Shlach Lachmecha” as described by the Israeli military historian Urin Milstein [Wendy Barnaby’sThe “ Plague Makers: The Secret World of Biological Warfare”, London, Vision Paperbacks, 1997, pp 114-116] The ICRC delegate Mr.
