The sheep showed several ulcerations on lips and bare-skinned areas. At necropsy the lungs showed multiple firm nodules, which were defined as pox nodules histologically. Intherumen hyperkeratotic plaques were visible. With electron microscopy pox viral particles were detected and con- firmed with q PCR as Capripoxviruses. Although all members of the Capripoxvirus genus are eradicated in western countries, this study should remind us of the classical lesions observed in poxvirus infections. The development of the construction industry, conducting construction in accordance with standard projects, and transforming the construction materials industry in hard-to-reach and sparsely populated areas will make significant progress in solving the housing problem. Industrialization of housing construction is a catalyst for strong growth of the region’s economy and the quality of life of citizens. The purpose of this study is to develop a methodology for assessing the level of industrialization of the territory’s construction complex and its development potential for increasing the volume of low-rise housing stock. Research tasks: 1) assessment of the need to develop housing construction, including low-rise housing, on a particular territory; 2) development of a methodology for calculating the level of industrialization of construction in the area under consideration to determine the possibility of developing low-rise housing construction in this area in the proposed way; 3) approbation of the method using the example of rural areas of the Arkhangelsk region. It was revealed that the districts of the Arkhangelsk region have medium and low levels of industrialization. The districts that are most in need of an increase in the rate of housing construction have been identified. -

18-3-2018 Novichok agent - Wikipedia Novichok agent Novichok (Russian: Новичо́к, "newcomer") is a series of nerve agents the Soviet Union and Russia developed between 1971 and 1993.[a][2][3] Russian scientists who developed the agents claim they are the deadliest nerve agents ever made, with some variants possibly five to eight times more potent than VX,[4][5] and others up to ten times more potent than soman.[6] They were designed as part of a Soviet program codenamed "FOLIANT".[7][1] Five Novichok variants are believed to have been weaponised for military use.[8] The most versatile was A-232 (Novichok-5).[9] Novichok agents have never been used on the battlefield. A GTPV isolate and a SPPV isolate were sequenced in a combined approach using nanopore MinION sequencing to obtain long reads and Illumina high throughput sequencing for short precise reads to gain full-length high-quality genome sequences. Concomitantly, sheep and goats were inoculated with SPPV and GTPV strains, respectively. During the animal trial, varying infection routes were compared: a combined intravenous and subcutaneous infection, an only intranasal infection, and the contact infection between naïve and inoculated animals. Sheep inoculated with SPPV showed no clinical signs, only a very small number of genome-positive samples and a low-level antibody reaction. In contrast, all GTPV inoculated or in-contact goats developed severe clinical signs with high viral genome loads observed in all tested matrices. -

The conference was sponsored by US DOD and organised by the Biotechnology Centre at Stepnogorsk in co-operation with the NIS Representative office in Astana, Kazakhstan of the Centre for Non-proliferation Studies, Monterey Institute of International Studies. The conference concentrated on the dismantlement and conversion of former BW producers. The intent was to present to a larger public the results of the US DOD CTR (Cooperative Threat Reduction) program at the Biotechnology Centre of Stepnogorsk and attract some potential partners to encourage conversion projects. The conference gave a good overview of the conversion projects in progress in Kazakhstan and scientific results were presented of research being funded by the US. -

Pathogens as Weapons Pathogens as Weapons Gregory Koblentz The International Security Implications of Biological Warfare Biological weapons have become one of the key security issues of the twenty-ªrst century.1 Three factors that ªrst emerged in the 1990s have contributed to this phenomenon. First, revelations regarding the size, scope, and sophistication of the Soviet and Iraqi biological warfare programs focused renewed attention on the prolifera- tion of these weapons.2 Second, the catastrophic terrorist attacks on September 11, 2001, and the anthrax letters sent to media outlets and Senate ofªces in the United States during the following month, demonstrated the desire of terror- ists to cause massive casualties and heightened concern over their ability to employ biological weapons.3 Third, signiªcant advances in the life sciences have increased concerns about how the biotechnology revolution could be ex- ploited to develop new or improved biological weapons.4 These trends suggest that there is a greater need than ever to answer several fundamental questions about biological warfare: What is the nature of the threat? What are the poten- tial strategic consequences of the proliferation of biological weapons? The Zapatista Army of National Liberation (EZLN) declared war on the U.S.-backed govern ment of Carlos Salinas de Gortari and the North American Free Trade Agree ment (NAFTA), which went into effect that day. The Mexican army, caught off guard, responded with an indiscriminate bloodbath that slaughtered several hun dred, mainly peasant non-combatants. Then, just as suddenly, the fighting stopped after only 12 days as Salinas confined the army to barracks in Chiapas and offered peace talks with the rebels. GUINS* T HE SOVIET system and practice of penalties and rewards have sev- eral peculiarities which are undoubtedly bound up with Soviet socialism. Long before the Revolution of 1917, the eminent Russian scholar L. J. Petrazicki pointed out that with a transition to socialism there would be greater emphasis on the system of compulsion and rewards.' When the government becomes the supreme monopolist and arbitrator of all earnings and prices, when the livelihood of all its citizens is placed in direct dependence on the state, the stimuli of acquisition, gain, and risk lose their power. The incentive to work is derived from disin- terested devotion to national and humanitarian causes, or from antici- pation of favors from the powers that be. Lofty ideals and altruistic psychological motives are, however, not common among the masses. -
