Burke Chair in Strategy [email protected] Cordesman: Strategy in Afghanistan, Pakistan, and Central Asia February 23, 2015 ii On December 29, 2014, the US President and Secretary of Defense announced the formal end to Operation Enduring Freedom, its combat mission in Afghanistan, which had begun in the aftermath of the September 11, 2001 attacks. They also stated that the US would begin its follow-on mission, Operation Freedom's Sentinel, at the start of 2015. The President and the Secretary of Defense made these announcements with all the usual rhetorical flourishes and statements about success, future commitments, and host government progress of the kind top US officials made at the end of the Vietnam and Iraq conflicts. The President also implied that this Transition had ended America’s longest war, although Secretary of Defense Chuck Hagel made it clear that relabeling the mission did not fully end America’s military role: 1 Operation Freedom's Sentinel, the United States will pursue two missions with the support of the Afghan government and the Afghan people. We will work with our allies and partners as part of NATO's Resolute Support Mission to continue training, advising, and assisting Afghan security forces. -

KENNEDYAND BERLIN Nicholas Labinski Marquette University, 2011 This paper examines John F. Kennedy’s rhetoric concerning the Berlin Crisis (1961-1963). Three major speeches are analyzed: Kennedy’s Radio and Television Report to the American People on the Berlin Crisis , the Address at Rudolph Wilde Platz and the Address at the Free University. The study interrogates the rhetorical strategies implemented by Kennedy in confronting Khrushchev over the explosive situation in Berlin. The paper attempts to answer the following research questions: What is the historical context that helped frame the rhetorical situation Kennedy faced? What rhetorical strategies and tactics did Kennedy employ in these speeches? How might Kennedy's speeches extend our understanding of presidential public address? What is the impact of Kennedy's speeches on U.S. German relations and the development of U.S. and German Policy? What implications might these speeches have for the study and execution of presidential power and international diplomacy? Using a historical-rhetorical methodology that incorporates the historical circumstances surrounding the crisis into the analysis, this examination of Kennedy’s rhetoric reveals his evolution concerning Berlin and his Cold War strategy. -

Leffler This report originated while Melvyn P. Leffler was a Jennings Randolph Fellow at the United States Institute of Peace. He was writing his book on what appeared to be the most intractable and ominous conflict of the post–World War II era—the Cold War. He was addressing the questions of why the Cold War lasted as long as it did and why it ended when Remembering it did. How can realism be utilised in an understanding of the United States/New Zealand relationship over nuclear policy? By Angela Fitzsimons A thesis submitted in partial fulfilment of the requirements for the Masters of International Relations (MIR) degree School of History, Philosophy, Political Science and International Relations Victoria University of Wellington 2013 Abstract This thesis examines the decision making process of the United States and New Zealand on the nuclear policy issue through the lens of realism and analyses the effect of realism on the ANZUS alliance. Broader questions associated with alliances, national interest, changing priorities and limits on the use of power are also treated. A single case study of the United States/ New Zealand security relationship as embodied in the ANZUS treaty will be used to evaluate the utility of realism in understanding the decision making process that led to the declaration by the United States that the treaty was in abeyance. Five significant findings emerged: firstly both New Zealand and the United States used realism in the decision making process based on national interest, Secondly; diverging national interests over the nuclear issue made the ANZUS treaty untenable. Thirdly, ethical and cultural aspects of the relationship between the two states limited the application of classical realism to understanding the bond. North Atlantic Treaty Organization www.nato.int/factsheets Media Backgrounder June 2021 NATO-Afghanistan relations Opening of a new-chapter NATO and Afghanistan will now open a new chapter in their relations, as the process of withdrawing international troops contributed to the NATO-led Resolute Support Mission to train, advise, and assist the Afghan security forces and institutions is ongoing. NATO Allies are committed to continue to stand with Afghanistan, its people and its institutions in promoting security and upholding the hard-won gains of the last NATO Secretary General Jens 20 years. Stoltenberg and President of the Islamic Republic of Afghanistan NATO will continue to provide training, as well as financial support to the Afghan National Defence and Ashraf Ghani in Kabul, Security Forces, including through the Afghan National Army Trust Fund. November 2018. It will retain a Senior Civilian Representative’s Office in Kabul to continue diplomatic engagement and enhance our partnership with Afghanistan. The Office of the Senior Civilian Representative will engage with a range of actors, including from Afghanistan, countries in the region, the International Community and NGOs representatives. Also, in light of the importance of an enduring diplomatic and international presence, NATO will provide funding to ensure continued functioning of Hamid Karzai International Airport in Kabul. Furthermore, NATO will step up dialogue on Afghanistan with relevant international and regional partners; and all NATO Allies will continue to support the ongoing Afghan-owned and Afghan-led peace process towards a lasting, inclusive political settlement that puts and end to violence, safeguards the human rights of Afghans – particularly women, children and minorities – upholds the rule of law, and ensures that Afghanistan never again serves as a safe haven for terrorists. -

The Rarity of Realpolitik The Rarity of Brian Rathbun Realpolitik What Bismarck’s Rationality Reveals about International Politics Realpolitik, the pur- suit of vital state interests in a dangerous world that constrains state behavior, is at the heart of realist theory. All realists assume that states act in such a man- ner or, at the very least, are highly incentivized to do so by the structure of the international system, whether it be its anarchic character or the presence of other similarly self-interested states. Often overlooked, however, is that Real- politik has important psychological preconditions. Classical realists note that Realpolitik presupposes rational thinking, which, they argue, should not be taken for granted. Some leaders act more rationally than others because they think more rationally than others. Hans Morgenthau, perhaps the most fa- mous classical realist of all, goes as far as to suggest that rationality, and there- fore Realpolitik, is the exception rather than the rule.1 Realpolitik is rare, which is why classical realists devote as much attention to prescribing as they do to explaining foreign policy. Is Realpolitik actually rare empirically, and if so, what are the implications for scholars’ and practitioners’ understanding of foreign policy and the nature of international relations more generally? The necessity of a particular psy- chology for Realpolitik, one based on rational thinking, has never been ex- plicitly tested. Realists such as Morgenthau typically rely on sweeping and unveriªed assumptions, and the relative frequency of realist leaders is difªcult to establish empirically. In this article, I show that research in cognitive psychology provides a strong foundation for the classical realist claim that rationality is a demanding cogni- tive standard that few leaders meet. -

Cultural Détente manifested from within Western liberal, democratic society after the strict conformities of the 1950s. After the dissipation of McCarthyism and the anti-Communist crusaders, the public was ready to embrace a ‘thaw’ in tensions. Even with all of the evidence already in place, there has yet to be any historical evaluation of a 1960s Cultural Détente that anticipated and made possible the détente of Richard Nixon. -

North Atlantic Treaty Organization Fact Sheet July 2016 NATO Enlargement & Open Door NATO’s “open door policy” is based on Article 10 of the Alliance’s founding document, the North Atlantic Treaty (1949). The Treaty states that NATO membership is open to any “European state in a position to further the principles of this Treaty and to contribute to the security of the North Atlantic area”. It states that any decision on enlargement must be made “by unanimous agreement”. NATO enlargement has helped increase stability and prosperity in Europe. It is aimed at promoting stability and cooperation, and at building a Europe united in peace, democracy and common values. Free choice NATO respects the right of every country to choose its own security arrangements. Each sovereign country has the right to choose for itself whether it joins any treaty or alliance. This fundamental principle is enshrined in international agreements, including the Helsinki Final Act and the Charter of Paris for a New Europe. NATO membership is not imposed on countries. Article 13 of the Washington Treaty specifically gives Allies the right to leave should they wish to. Process of Accession European countries that wish to join NATO are initially invited to begin an Intensified Dialogue with the Alliance about their aspirations and related reforms. Aspirants may then be invited to join the Membership Action Plan, a programme which helps nations prepare for possible future membership. Participation does not guarantee membership, but is a key preparation mechanism. To join the Alliance, nations are expected to respect the values of the North Atlantic Treaty, and to meet certain political, economic and military criteria, set out in the Alliance’s 1995 Study on Enlargement. -
A New Chapter in NATO-Afghanistan Relations
North Atlantic Treaty Organization Media Backgrounder February 2016 A new chapter in NATO-Afghanistan relations NATO’s engagement in Afghanistan has started a new chapter. As of 2015, NATO’s support to Afghanistan has consisted of three inter-related components: a NATO-led Resolute Support mission to train, advise and assist the Afghan security forces and institutions; a contribution to the broad effort of financial sustainment of the Afghan security forces; and the enhanced NATO-Afghanistan Enduring Partnership, which is being developed jointly with the Government of Afghanistan. Resolute Support Mission Resolute Support is a NATO-led, non combat mission. It was launched on 1 January 2015, following the conclusion of the previous NATO-led ISAF mission, and the assumption of full security responsibility by the Afghan National Defence and Security Forces (ANDSF). It is designed to help the Afghan security forces and institutions develop the necessary capacity to continue defending the country and protecting the population in a sustainable manner. It carries out training, advice and assistance activities at the security ministries and national institutional levels and at the higher levels of the army and police. This new mission has several functions. These include, amongst others: • Supporting planning, programming and budgeting; • Assuring transparency, accountability and oversight; • Supporting the adherence to the principles of rule of law and good governance; • Supporting the establishment and sustainment of processes such as force generation, recruiting, training, managing and development of personnel. Resolute Support currently has approximately 13,000 personnel from NATO Allies and partner nations. It operates with one hub (Kabul/Bagram) and four spokes (Mazar-e-Sharif in the north, Herat in the west, Kandahar in the south, and Laghman in the east).
