Zones of Interest: The Fault Lines of Contemporary Great Power Conflict Ronald M. Abstract Each of the contemporary great powers—the United States, Russia, China, the United Kingdom, and France—has a history of demarcating particular regions of the world as belonging to their own sphere of influence. During the Cold War, proponents of the realist approach to international relations argued that the United States and the Soviet Union could preserve global peace by maintaining separate spheres of influence, regions where they would sustain order and fulfill their national interest without interference from the other superpower. While the great powers used to enjoy unbridled primacy within their spheres of influence, changes in the structures of international governance— namely the end of the imperial and Cold War eras—have led to a sharp reduction in the degree to which the great powers have been able to dominate other states within these spheres. In this paper, I argue that while geopolitics remains of paramount importance to the great powers, their traditional preoccupation with spheres of influence has been replaced with their prioritization of “zones of interest”. I perform a qualitative analysis of the zones of interest of the five great powers, defined as spatial areas which have variable geographical boundaries, but are distinctly characterized by their military, economic, and/or cultural importance to the great powers. -

Great Power Politics and the Structure of Foreign Relations Law Daniel Abebe* I. INTRODUCTION Foreign relations law serves as an internal constraint on the unilateral exercise of foreign relations powers through the distribution of authority within the national government. Given the predominance of the executive branch in foreign affairs, courts routinely resolve questions regarding the breadth of the executive's authority by reference to the Constitution, legal precedent, historical practice, and functional considerations. Though courts generally focus on these domestic factors, they have been historically quite sensitive to the international political implications of their decisions. But we don't have a clear understanding of how or when courts consider international politics in resolving foreign relations law questions. We lack a framework to begin thinking about the relationship between international politics and the allocation of decisionmaking authority. This short Article frames foreign relations law as a function of international politics to explore the relationship between the strength of external international political constraints on a state and the levels of judicial deference to the executive in that state. -

Chapter 3a Contemporary Great Power Geostrategic Dynamics Relations and Strategies By Thomas F. Lynch III and Phillip C. Saunders This chapter provides a comparative assessment of the strategic objectives for the three contemporary Great Powers: the United States, China, and Russia. It first traces the evolution of each power’s strategic interests from 2000 to 2017, indicating where important milestones transitioned the powers’ relations from relative coop- eration and collaboration into de facto rivalry (by 2014 to 2015) and then a for- mally acknowledged rivalry (in 2017). The chapter next outlines the Great Powers’ current strategic viewpoints and how they contrast across the five major categories of state interaction: political and diplomatic, ideological, informational, military, and economic. It demonstrates that each power has many divergent strategic inter- ests, making rivalry inevitable. The chapter indicates where varying strategic inter- est intensity combines to make risks of Great Power clashes most worrisome in the coming 5 years: the Indo-Pacific, cyberspace, outer space, and, to a receding degree, the Middle East. It concludes that Russian strategic aims make Moscow a transient security risk to U.S. geopolitical dominance, while China’s ideological vision and aspirations make it the most important, albeit presently less threatening, rival to the U.S. status as the head of the global liberal international order. his chapter focuses on the three modern Great Powers—the United States, China, and TRussia—and the broad framework of their contemporary interactions. 2 The Intellectual Origins of the Eurasian Union Project Stephen Blank The Eurasian Economic Union and its component Customs Union comprise Vladimir Putin’s “flagship” policies.1 But these organizations are merely the latest iteration of an increasingly crystallized Russian policy aspiration dating back to the collapse of the Soviet Union. As Jeffrey Mankoff recently observed, “In one form or another, re-integrating the states of the former Soviet Union has been on Russia’s agenda almost since the moment the Soviet Union col- lapsed.”2 Arguably, Russia has never reconciled itself to losing an empire. The reintegration program that is proceeding under Putin in fact began under Boris Yeltsin’s leadership, notwithstanding the fact that the Commonwealth of Inde- pendent States (CIS) was first thought of as “divorce court” for former Soviet Republics. Furthermore, these organizations are not the only elements of Putin’s reintegra- tion plan. The overall project has always had a military dimension, namely the Collective Security Treaty Organization (CSTO) that grew out of the 1992 Tashkent Collective Security Treaty (CST).3 And the leitmotif of all these plans has not just been economic or military integration, but equally crucially, the privileging of Russian sovereignty over that of CIS countries, a hallmark of neo-imperial and sphere of influence policies. Russian leaders do not refrain from admitting this openly. 18 AFRICA WITHOUT EUROPEANS Chris Alden To talk about the relationship between Asia, a land of venerated civi- lizations, and Africa, the continent that gave birth to mankind itself, is to embark on a terrain fraught with unsubstantiated superlatives and systemic misrepresentation, which challenges some of our most cherished perceptions of Africa’s international relations. First, we have to admit that a focus on ‘Asian relations with Africa’ that omits the Indian subcontinent necessarily understates the most significant and sustained interaction between Asia and Africa, which transcends all the periods of contact. Since the migration of merchants, set- tlers and slave traders from the Indian land mass began in earnest in the 10th century, the steady growth and exchange of relations has served to bind the two regions together. In all the serious indicators of cultural penetration—whether language, religion or cuisine—the impact of Indian civilization can be read in the daily lives of ordinary Africans. The Rarity of Realpolitik The Rarity of Brian Rathbun Realpolitik What Bismarck’s Rationality Reveals about International Politics Realpolitik, the pur- suit of vital state interests in a dangerous world that constrains state behavior, is at the heart of realist theory. All realists assume that states act in such a man- ner or, at the very least, are highly incentivized to do so by the structure of the international system, whether it be its anarchic character or the presence of other similarly self-interested states. Often overlooked, however, is that Real- politik has important psychological preconditions. Classical realists note that Realpolitik presupposes rational thinking, which, they argue, should not be taken for granted. Some leaders act more rationally than others because they think more rationally than others. Hans Morgenthau, perhaps the most fa- mous classical realist of all, goes as far as to suggest that rationality, and there- fore Realpolitik, is the exception rather than the rule.1 Realpolitik is rare, which is why classical realists devote as much attention to prescribing as they do to explaining foreign policy. Is Realpolitik actually rare empirically, and if so, what are the implications for scholars’ and practitioners’ understanding of foreign policy and the nature of international relations more generally? The necessity of a particular psy- chology for Realpolitik, one based on rational thinking, has never been ex- plicitly tested. Realists such as Morgenthau typically rely on sweeping and unveriªed assumptions, and the relative frequency of realist leaders is difªcult to establish empirically. In this article, I show that research in cognitive psychology provides a strong foundation for the classical realist claim that rationality is a demanding cogni- tive standard that few leaders meet.
