1 AMERICA’S RELATIONS WITH GREECE TO 1945: FROM ALOOF SOFT POWER TO THE ONSET OF REGIONAL HARD POWER The Inaugural Demetrios and Demetra Partalis Kales Annual Lecture in Modern Greek History delivered at the Michigan League on November 12, 2009 by S. Victor Papacosma, Emeritus Professor of History and Director of the Lemnitzer Center for NATO and European Union Studies at Kent State University, Executive Director of the Modern Greek Studies Association The interest and involvement of the United States in Greek affairs began a slow trajectory from rather peripheral in the early nineteenth century to a level of increased concern by the end of World War II. But even by the beginning of 1945, as the following comments will try to point out, projections pointed to a limited regional presence for the United States, essentially a continuation of softer, relatively idealistic policy objectives. By early 1947, however, a dramatic reorientation would manifest itself, and not just for US relations with Greece. We must start at the beginning. George Washington in his 1796 Farewell Address had advised American abstention from European political and military entanglements. The level of American contact with the more distantly located, Ottoman-dominated Balkans developed even more slowly than that with other European regions during the nineteenth century. If any official American policy existed toward the problematic Eastern Question with its accompanying great power rivalries, it was that, in the issue of the Turkish Straits, freedom of the seas and therefore freedom of transit and navigation in the Straits should prevail both for naval and commercial vessels.1 The first Balkan people to attract the significant attention of America were the Greeks. -

GENERAL ELECTION IN GREECE 7th July 2019 European New Democracy is the favourite in the Elections monitor Greek general election of 7th July Corinne Deloy On 26th May, just a few hours after the announcement of the results of the European, regional and local elections held in Greece, Prime Minister Alexis Tsipras (Coalition of the Radical Left, SYRIZA), whose party came second to the main opposition party, New Analysis Democracy (ND), declared: “I cannot ignore this result. It is for the people to decide and I am therefore going to request the organisation of an early general election”. Organisation of an early general election (3 months’ early) surprised some observers of Greek political life who thought that the head of government would call on compatriots to vote as late as possible to allow the country’s position to improve as much as possible. New Democracy won in the European elections with 33.12% of the vote, ahead of SYRIZA, with 23.76%. The Movement for Change (Kinima allagis, KINAL), the left-wing opposition party which includes the Panhellenic Socialist Movement (PASOK), the Social Democrats Movement (KIDISO), the River (To Potami) and the Democratic Left (DIMAR), collected 7.72% of the vote and the Greek Communist Party (KKE), 5.35%. Alexis Tsipras had made these elections a referendum Costas Bakoyannis (ND), the new mayor of Athens, on the action of his government. “We are not voting belongs to a political dynasty: he is the son of Dora for a new government, but it is clear that this vote is Bakoyannis, former Minister of Culture (1992-1993) not without consequence. -

Kostas Karamanlis, its leader, remained prime minister and pledged to continue free-market economic reforms to enhance growth and create jobs. The government’s foreign policy focuses on the European Union (EU), relations with Turkey, reunifying Cyprus, resolving a dispute with Macedonia over its name, other Balkan issues, and relations with the United States. Greece has assisted with the war on terrorism, but is not a member of the coalition in Iraq. This report will be updated if developments warrant. See also CRS Report RL33497, Cyprus: Status of U.N. Government and Politics Prime Minister Kostas Karamanlis called for early parliamentary elections to be held on September 16, 2007, instead of in March 2008 as otherwise scheduled, believing that his government’s economic record would ensure easy reelection. In August, however, Greece experienced severe and widespread wildfires, resulting in 76 deaths and 270,000 hectares burned. The government attempted to deflect attention from what was widely viewed as its ineffective performance in combating the fires by blaming the catastrophe on terrorists, without proof, and by providing generous compensation for victims. This crisis came on top of a scandal over the state pension fund’s purchase of government bonds at inflated prices. Under these circumstances, Karamanlis’s New Democracy party’s (ND) ability to win of a slim majority of 152 seats in the unicameral 300-seat parliament and four more years in office was viewed as a victory. -

Country Report on Human Rights Practices in Greece Page 1 of 17 Greece Country Reports on Human Rights Practices - 2006 Released by the Bureau of Democracy, Human Rights, and Labor March 6, 2007 Greece is a constitutional republic and multiparty parliamentary democracy, with an estimated population of 11 million. In March 2004 the New Democracy Party won the majority of seats in the unicameral Vouli (parliament) in free and fair elections, and Konstantinos Karamanlis became the prime minister. Civilian authorities generally maintained effective control of the security forces. The government generally respected the human rights of its citizens; however, there were problems in several areas. The following human rights abuses were reported: abuse by security forces, particularly of illegal immigrants and Roma; overcrowding and harsh conditions in some prisons; detention of undocumented migrants in squalid conditions; limits on the ability of ethnic minorities to self-identify; restrictions on freedom of speech; restrictions and administrative obstacles faced by members of non-Orthodox religions; detention and deportation of unaccompanied or separated immigrant minors, including asylum seekers; domestic violence against women; trafficking in persons; discrimination against ethnic minorities and Roma; substandard living conditions for Roma; inadequate access to schools for Romani children; and child exploitation in nontraditional labor. Arbitrary or Unlawful Deprivation of Life There were no reports that the government or its agents committed any politically motivated killings; however, in September there were reports that coast guard authorities threw detained illegal migrants overboard and six of them drowned. -

Winston Churchill once called it the Iron Curtain and said it ran from Szczecin on the Baltic Sea to Trieste on the Adriatic Sea. Both sides deployed military power along this line in the expectation of a major combat. The Western European powers created the North Atlantic Treaty Organization (NATO) precisely to fight that expected war but the strength they could marshal remained limited. The Soviet Union, and after the mid-1950s the Soviet Bloc, consistently had greater numbers of troops, tanks, planes, guns, and other equipment. This is not the place to pull apart analyses of the military balance, to dissect issues of quantitative versus qualitative, or rigid versus flexible tactics. -

CIVIL-MILITARY RELATIONS: A COMPARATIVE ANALYSIS OF THE ROLE OF THE MILITARY IN THE POLITICAL TRANSFORMATION OF POST-WAR TURKEY AND GREECE: 1980-1995 Dr. Gerassimos Karabelias Final Report submitted to North Atlantic Treaty Organization (NATO) in June 1998 1 ABSTRACT This report attempts to determine the evolution of civil-military relations in Turkey and Greece during the 1980-1995 period through an examination of the role of the military in the political transformation of both countries. Since the mid-1970s and especially after the Fall of the Berlin Wall, the struggle for spreading the winds of democracy around the globe has been the goal of all western states and particularly the United States of America. However, taking into consideration the volatility in the Balkans and in Central Asia, the military institution of Turkey and Greece which gave the impression that it withdrew in the barracks after their last intervention in 1980-83 and 1967-74 respectively, could easily be forced or even tempted to assume a greater responsibility in the conduct of each country’s domestic and foreign affairs. Only through a better understanding of its role during the 1980-95 period, we would be able to determine the feasibility of such scenarios. Using a multi-factorial model as a protection from the short- sighted results which the majority of mono-factorial approaches produce, this report starts with the analysis of the distinct role which the Armed Forces of each country have had in the historical evolution of their respective civil-military relations up to 1980 (Part One of Chapters Two and Three). -

Global Crisis Response Platform Humanitarian and Crisis Transition Activities Greece Crisis Response Plan 2020 2020 Funding Required Target Beneficiaries $158,989,033 60,000 IOM Vision IOM Greece aims to improve the living conditions of migrant and refugee communities in the country through a wide range of activities and is working towards finding sustainable solutions for these vulnerable populations. Special care and attention will be provided to the most vulnerable groups, including unaccompanied migrant children. Planned activities in 2020 include accommodation support, capacity building of local actors, protection, legal counselling, psychosocial support, integration, interpretation services, transportation, access to education and non-formal education services, population mapping, community participation, care and maintenance, and provision of non-food items (NFIs). Context Analysis Since 2015, Greece has become one of the main gateways to the European Union for hundreds of thousands of people coming from the Middle East, Africa and Asia. War and political and economic instability in different regions has increased the number of irregular migrants and asylum seekers entering Greece from the eastern sea borders and by land, overcrowding the islands' reception and identification centres (RICs). The number of arrivals has particularly spiked over the last months, with large inflows and very limited outflows from the country. The efforts to decongest the overcrowded reception facilities on the Aegean islands are ongoing but are slow given the limited amount of accommodation available in the mainland. There is an imperative need to reinforce the current accommodation capacities within the emergency reception schemes. Greek authorities, with the support of IOM and other stakeholders, are making efforts to alleviate human suffering and ensure proper living conditions of the populations by prioritizing decongestion of the reception facilities on the islands and/or other locations.
