The purpose and background of the program are summariled, and the following aspects of the program are discussed: coordination of library programs; dissemination of information; evaluation; Statewide Advisory Council on Libraries; Massachusetts Board of Library Commissioners; State Library of Massachusetts; regional public library systems; library networks; public libraries; major urban resource libraries; facilities; special libraries; institutional libraries; school libraries; academic libraries; library services to disabled persons, including those who are blind and physically handicapped; community information and referral; education for librarianship; automated technologies for libraries; the library public; the elderly population; and the disabled population. In addition, a section on the Action Program lists detailed goals, objectives, policies, procedures, and priorities for the following Action Program categories: (1) Title I--Library Services; (2) Title II--Facilities; and (3) Title III--Interlibrary Cooperation aad Resource Sharing. It is the further purpose of this Net to assist with (1) public library construction and renovation; (2) improving State and local public library service for older Americans. for handicapped, institutionalised, and other disadvantaged individuals; (3) strengthening State library administra- tive agencies; (4) promoting interlibrary cooperation and resource sharing among all types of libraries; (5) strengthening major urban resource libraries; and(6) increasing the capacity of libraries to keepup with rapidly changing information technology. Nothing in this Act shall be construedto interfere with State and local initiative and responsibility in the conduct of library services. Tho administration of libraries, the selection of personnel and librarybooks and materialo, and, insofaras consistent with the purposes of thio Act, the determination of the Writ uses of the funds provided under this Act shallbp reserved to the States and their local subdivisions and Indian tribes.° In developing this Long Range Program, the StatewideAdvisory Council on Libraries (S.A.C.L.), the Massachusetts Board of Library Commissioners' (11.11.L.C.) staff,members of the library community, and users have attempted to incorporateboth the spirit and the intent of thelegislation in their planning process and in the development of the Long Range Program.As a representative body. the Statewide Advisory Councilhas been actively involved in both theprogram development process and the identification of needs. S.A.C.L. ;toolbars, and consultant staff. The work of the individual task groups was overseen bya Coordinatine COMPittee whose memberehip included the S.A.C.L.chair, M.D.L.C.- S.A.C.L. liaison, task group chairs. the L.C.A.Coordinator, and the Long Range Program Coordinator. Additional meetings were t,eld to solicit input and reaction from representativesof the Regional Public Library Syritems and metropolitanlibrarians and five general informational meetingswere held with librarians in each geographic area of the Commonwealth.Drafts of the Long Range Program were reviewed by the Task Groups. CoordinatingCommittee. S.A.C.L., the library connunity, and theM.D.L.C. Drafts were aluo forwarded to the U.S. Department of educationtor review 4nd additional consultation and reviewwas conducted by the N.O.L.C. otatf under the guidance of the federalprogram officer assigned to the Commonwealth. The M.D.L.C. approved the Long Range Program (1987-1991) on April 3. 1986. This Long Range Program is basedon initial identification of needs on the State level with local input. For effective implementation, however, further local/regtoral needs identification and documentation will benecessary in order to promote the development of programs responsiveto identified needs. This Long Range Program is intended tomeet federal funding prioritiesand to support the continuation ofprograms which have operated successfully in Massachusettsover the last 2 7 decode. Cambridge CB1 1PT He is currently under contract from University of Mich- [email protected] igan Press to write a book on musical borrowing and intertextuality in hip-hop music. Abstract Since the 1920s, multiple historically specific factors led to the automobile-saturated environ- ment of Los Angeles, contributing to a car-dependent lifestyle for most of its inhabitants. With car travel as its primary mode of mobility, and as a hub of numerous cultural industries through- out the twentieth century, the city has been the breeding ground for a number of car cultures, including hot rods, custom cars, and lowriders in addition to the large output of films and music recordings produced. In rap music of the early 1990s, producer/rapper Dr. Dre’s (Andre Romelle Young) creation of a style labelled ‘G-funk’, according to him, was created and mixed specifically for listening in car stereo systems. This article provides one case study of music’s intersections with geography, both the influence of urban geography on music production and the geogra- phy of particular listening spaces.

Heavy-hitting task forces were assembled to tackle racial inequality amid a wave of national protests against police brutality, while music’s biggest companies committed hundreds of millions of dollars to the cause. Artists and their managers, agents and promoters — many of whom saw their income plummet in the pandemic — were forced to reinvent their businesses as they sought relief from organizations fighting to help the live industry survive. Through it all, music professionals marched in the streets, encouraged people to vote in a historic election, brainstormed solutions on virtual panels and mourned the loss of family, friends and music legends to COVID-19. In other words, it didn’t feel much like a year for congratulating music’s most powerful people on how powerful they still are. So instead of compiling the Power List that Billboard has published annually since 2012, we decided instead to honor some of the individuals changing the business — both by advocacy and by example — in our first Change Agents issue. 1/39 This is by no means meant to be a comprehensive list of music executives fighting for justice or changing the game.     ABSTRACT Title of Dissertation: THE CRITICAL CULTURAL CYPHER: HIP HOP’S ROLE IN ENGAGING STUDENTS IN A DISCOURSE OF ENLIGHTENMENT A.Dee Williams, Doctor of Philosophy, 2007 Dissertation Directed By: Associate Professor Marvin Lynn Department of Education Hip Hop culture has been much maligned in the field of education for its disruptive role in the lives of youth. As such, education has ignored a cultural force that has had a major role in the development of youth identity. This study seeks to capitalize on the relationship between youth and Hip Hop culture through the engagement of high school students in a series of liberating intergroup dialogues with Hip Hop at their center. Based on the Cultural Circles of Paulo Freire and the theoretical frameworks of Critical Social Theory and Critical Race Theory, the Critical Cultural Cyphers – a Cypher is a Hip Hop term that describes a site where valued knowledge is constructed – were designed to cultivate the participants’ development of three areas: 1) the development of counter-narratives 2) the use of a language of critique and transcendence, and 3) the development of consientização or critical consciousness. Employing the methodology of critical ethnography, this study engaged eight high school seniors through a series of formal and informal interviews, mainstream academic classroom observations, and their participation in the inter-group dialogues. Within the dialogue, the participants attempted to 1) negotiate and integrate their constructions of definitions of Hip Hop culture, 2) identify problems within Hip Hop culture, and 3) develop individual and collective actions the group could take towards the resolution of the identified problems.
