Areas are mapped rainforest with High Conservation Value Old Growth embedded in Mapped Limited Falling Exclusion Zones. FMZ 4 – Available and displayed (in yellow) on the HPOM as net harvest area. Haulage Route and Contractor Travel Route Haul Route Internal compartment trails to Black Mountain Road then onto Twelve Sixty Road and Tallawudjah Creek Rd to the Orara Way then onto various sawmill sites. BEWARE – Parts of the haulage route are narrow. All traffic associated with this harvesting, haulage and roading operation must keep to the left and be courteous to other road users at all times. CAUTION must be exercised by all traffic at the Cradle Creek Rd/Black Mountain Rd/Twelve Sixty Rd intersection and also at the Twelve Sixty Rd/Tallawudjah Rd intersection. UHF Communication – All traffic travelling along the haulage route must use a UHF radio and the Haulage Route kilometer markers on Twelve Sixty and Black Mountain Roads to make other road users aware of their location.

School Bus Route School Bus Route: Orara Way & Tallawudjah Creek Road

CAUTION must be exercised by all traffic when passing drop off/pick up points along the Orara Way and Tallawudjah Creek Roads.

Traffic Management The crew and HC must develop a Traffic Management Plan (TMP) for managing Plan traffic when Jessie Smith Road is closed due to tree felling within 2 tree lengths of the road (refer to FCNSW WHS Procedure 4.11 Traffic Management).

5. Community Issue Detail Conditions See conditions under Haul Route and Traffic Other Road Users – Black Mountain Rd Management Plan in Section 4 above. Haulage Route (NPWS and Twelve Sixty Rd and the general public) are used by the HC and Crew must develop management procedures community to travel for dealing with unexpected visitors/recreational users from Glenreagh to and include these in the Site Safety Plan. All Mapped Fire Trails Mapped trails must be left in a driveable condition post harvest to facilitate forest and fire management access.

Mine Site There is a mine site mapped as being located near log dump 17. No evidence of a mine was observed during planning. Caution must be exercised when traversing the terrain close to this location, especially where the ground surface is obscured by understorey vegetation. If any mine shafts are identified they must be clearly marked in the field prior to commencing operations in the area, and ensure personnel are aware that other potential shafts may exist.

7. Harvesting Conditions

Silviculture Type Harvesting Objectives and Condition for each stand condition

STS Medium In stands dominated by mixed spotted gum forest type, the objective is to harvest all the mature merchantable stems within the stand to open up the Mixed Spotted Gum canopy and mechanically disturb the soil to encourage vigorous regeneration forest type (both lignotuberous and from seed).

The crew is responsible for selecting retained seed trees along with retaining growers and patches of advanced regeneration for harvest in approximately 15-20 years.

Monitoring Basal area monitoring is required. Any changes to the silvicultural treatment and/or establishment of offset areas must be endorsed by the Planning Supervisor.

Significant Food Resources FT must mark for retention - 10 Eucalypt feed trees/2 ha where they occur, glider sap feed trees, stands of forest oak and forest oak feed (5.6 g) trees. White Mahogany, Bloodwood, Spotted Gum & Ironbark are suitable E tree species present in these compartments.

Harvesting - Crew and HC responsibilities

Protection of Retained Trees Trees marked or selected for retention must not be felled. (5.6h) The crew must minimise damage to H, R and E trees by using directional felling. Harvesting debris should not accumulate within 5 m of retained trees. Where debris does accumulate the crew must remove or flatten to < 1m high. The HC must be notified of any badly damaged retained trees and they must assess and record if a replacement retained tree is required.

Endangered Ecological Solid These compartments were not assessed for the presence of Community (TEC) Lowland Rainforest or Grey Box – Grey Gum Wet Sclerophyll Forest TECs in the TEC mapping project, however unverified Lowland Rainforest EEC is present (FCNSW mapping). During Ecology surveys, areas containing Grey Box - Grey Gum Wet Sclerophyll EEC were identified. This EEC was only detected within the unverified Lowland Rainforest EEC modelling. These areas are shown on the operational map and must be marked for exclusion by the FT. No additional buffer is required as this has been built into the layer. If areas of Lowland Rainforest or Grey Box – Grey Gum Wet Sclerophyll Forest EEC are detected during compartment mark- up, Ecologist must be contacted for field verification.

Dusky Woodswallow Solid Search for nests during compartment mark-up. An exclusion (Artamus cyanopterus) zone of 50 metres has been mapped around all Dusky (1.02) Woodswallow nests and is to be identified and implemented by the Crew using GPS. To the greatest extent practicable ground habitat must be protected from specified forestry activities (e.g. road reopening, snig track construction and use, firewood collection, hazard reduction burning etc).

Rainforest (5.4) Accidental Mapped exclusion zones within the compartments must be located by the crew using GPS. The FT must continue to search for unmapped Rainforest and mark for exclusion if found.

1. Objectives 2. Roadworks are required to service native forest harvesting operations within the above compartments. These compartments are scheduled for harvest in 2019. 3. The operational map shows the location of the proposed works. 4. Attachments: Financial Analysis Spreadsheet gives full details of costs, benefits, material & plant requirements.

2. Specifications and Legal Conditions This operation must comply with: • Standard Operating Procedures for Native Forest Operations in Upper and Lower North East NSW. • Licence Conditions issued by Forestry Corporation of NSW under the Forestry Act (2012). • State Forests of NSW Forest Practices Code - Part 2 Timber Harvesting in Native Forests February 1999 and Forest Practices Code Part 4 Forest Roads and Fire Trails (February 1999). • Integrated Forestry Operations Approval issued under part 5B of the Forestry Act 2012 (IFOA) including the associated licences: - Threatened Species Licence issued under the Threatened Species Conservation Act (1995). - Fisheries Licence issued under section 220ZW of the Fisheries Management Act 1994. - Environment Protection Licence No. 4017 (UNE) issued under section 55 of the Protection of the Environment Operations Act 1997. • Technical Guidance Notes for Roadworks.

3. Special Conditions

Feature Conditions Threatened Species See Harvest and Haul Plan and Harvesting Plan Operational Map for exclusion zones. Minimise disturbance within exclusion zones Only road maintenance is permitted within the Dusky Woodswallow Nest Exclusion (no tree removal >20cm dbhob). Roading Coordinator must mark this exclusion boundary before commencing roadworks on Collins Road. Road works through HCVOG, Rainforest Minimise disturbance to roadside vegetation where and Ridge & Headwater Exclusions practicable. Safety Issues (includes hazards, public See Hazard Assessment in the Site Safety Plan use of roads) Dangerous Tree There is a Dangerous Tree with a large hung-up limb overhanging Jessie Smith Road approximately 100m north of the log dump 15. WARNING – All Staff and Machinery operators must exercise caution when working at this location. The FT’s, HC, RC & Crew must develop a strategy to manage/eliminate the risk. Potentially the tree could be felled by the Crew if safe to do so, following a risk assessment. Lowland Rainforest EEC No tree removal > 20cm DBHOB permitted within Lowland Rainforest EEC. Refer to SOP Threatened Ecological Community (TEC) Management for more information.

3.1 EPL Licencing • This operation is licensed under the EPL. • The Roading Supervisor/Harvesting Supervisor is responsible for licensing the activity. • The Roading Coordinator/Harvesting Coordinator must notify the Roading Supervisor/Harvesting Supervisor when operations have commenced and ceased.

4. General Conditions • Tree removal should be undertaken mechanically where possible. Refer to Safety Procedures 4.25 “Manual Tree Felling” and 4.26 “Management of Hazardous Trees & Overhead Hazards”. • Remove vegetation within 3m of the road prism only where required to maintain safe sight distance and passage of trucks. • Note: Clearing is generally permitted within 3m of the road prism for all roads. Ground disturbance and tree debris may impact outside this 3m either side of the road prism as is required to effect clearing within 3m of the road prism. Conditions 5, 6 and 47 Schedule 5 of the EPL must apply.
