    Statement of reasons for decision 18 September 2019 Bylong Coal Project (SSD 6367) 1 INTRODUCTION On 4 October 2018, the NSW Independent Planning Commission (Commission) received from the NSW Department of Planning and Environment (Department) a State significant development application (SSD) 6367 from KEPCO Bylong Australia Pty Ltd (Applicant) to develop and operate an open cut and underground coal mine to recover approximately 124 million tonnes (Mt) of run-of-mine (ROM) coal at a combined rate of up to 6.5 million tonnes per annum (Mtpa) of ROM coal for a period of 25 years (Project). The Commission is the consent authority in respect of the Applicant’s development application under section 4.5(a) of the Environmental Planning and Assessment Act 1979 (EP&A Act) and clause 8A of State Environmental Planning Policy (State and Regional Development) 2011 (SEPP SRD). This is because: • the Project is SSD under section 4.36 of the EP&A Act as the Project constitutes development for the purposes of coal mining, consistent with Schedule 1, clause 5 of the SEPP SRD; and • the Department received more than 25 submissions from the public objecting to the Project. Professor Mary O’Kane AC, Chair of the Commission, nominated Gordon Kirkby (Panel Chair), Wendy Lewin, and Steve O’Connor to constitute the Commission determining the Bylong Coal Project. 1.1 Site and locality According to the Applicant’s Bylong Coal Project Environmental Impact Statement, dated September 2015 (EIS), the Project is a proposed open cut and underground thermal coal mine for a greenfield site in the Bylong Valley.

    No. XIII. An Act to provide more effectually for the Representation of the people in the Legis­ lative Assembly. [12th July, 1880.] HEREAS it is expedient to make better provision for the W Representation of the People in the Legislative Assembly and to amend and consolidate the Law regulating Elections to the Legisla­ tive Assembly Be it therefore enacted by the Queen's Most Excellent Majesty by and with the advice and consent of the Legislative Council and Legislative Assembly of New South Wales in Parliament assembled and by the authority of the same as follows :— Preliminary. 1. In this Act the following words in inverted commas shall have the meanings set against them respectively unless inconsistent with or repugnant to the context— " Governor"—The Governor with the advice of the Executive Council. "Assembly"—The Legislative Assembly of New South Wales. " Speaker"—The Speaker of the Assembly for the time being. " Member"—Member of the Assembly. "Election"—The Election of any Member or Members of the Assembly. " Roll"—The Roll of Electors entitled to vote at the election of any Member of the Assembly as compiled revised and perfected under the provisions of this Act. "List"—-Any List of Electors so compiled but not revised or perfected as aforesaid. " Collector"—Any duly appointed Collector of Electoral Lists. He continues to return home and writes to Laura after he leaves school, aged thirteen. Emily makes new friends at her new school; Amy, part Aboriginal, Shannon and Chase. She goes exploring around the Riverina and high country with her family learning about history and the environment. CATANIA to the Minister for Regional Development: I was pleased to see that the new mobile communications tower was constructed in the Gascoyne Junction in time for the Gascoyne Junction races this year. Can the minister update the house on the government’s construction and upgrading of towers in regional areas? Mr B.J. GRYLLS replied: I thank the member for North West for the question. The regional mobile communications project has been a really important and exciting project for regional Western Australia. Gascoyne Junction, which is in the member for North West’s electorate, was 177 kilometres away from mobile coverage, which is not very good if one has a mobile in Gascoyne Junction. However, it is good now because people’s mobiles now work. For a long time places such as Gascoyne Junction were just in a black hole for mobile coverage. Obviously now we are so dependent on the internet access we get through our phones as well, and this new tower enables that to happen. Gascoyne Junction is visited by a lot of tourists. It is really important for road safety that people have access to communications when they are travelling in regional areas. This mobile phone tower helps with that as well. The project will cost $40 million over three years. It is due to create more than 113 towers across regional Western Australia. It is well leveraged with the private sector.
