STELLA 2017

Intercontinental Staff Mobility Programme

Eva Garea Oya, Senior Technician at the International Relations Office of the , runs the meeting following the agenda:

1. List of participating institutions, figures of the current edition and budget for mobility

A total of 34 universities (13 from America and 21 from Europe) participate in the programme.

We count with the participation of CONAHEC (CGU mutual member) and two member universities from this network: Universidad del Caribe and Universidad Popular Autónoma del Estado de la Puebla (Mexico).

This year the budget available in the Compostela Group to distribute in grants is 23,000€ (1,000€ ‐ gross amount‐ per mobility), and the number of candidates has been very high: 46 candidates, of which 23 candidates belong to Spanish Universities. That represents a challenge to award a least one grant per university.

2. Criteria for selection

Due to the above‐explained challenge, and in order to guarantee a fair and objective selection of mobility, the following criteria are added to those already pre‐established in the handbook of guidelines 2017:

1. To give priority to those departments participating in the programme for the first time;

2. To give priority to those universities that did not get priority in the former edition;

3. To verify which universities sent at least one candidate and received none in the four last editions.

3. Selection of mobility and awarding of grants

The selection of mobility is made as follows:

First round – 11 individual exchanges

Minutes – Online Steering Committee – STELLA for Staff 2017 4/16

STELLA 2017

Intercontinental Staff Mobility Programme

The Steering Committee members try to get a balance between the mobility between the two continents. Therefore, they select the first candidates of all CGU American member universities, producing a result of 9 individual exchanges awarded with a CGU grant.

Likewise, the two unique candidates from a CONAHEC’s University are also selected. Those individual exchanges are not awarded with a CGU grant, in accordance to the handbook of guidelines of the edition.

Second round – 5 individual exchanges

At least one candidate per European university is selected to move to America, giving a result of 5 individual exchanges granted with a CGU grant.

Third round – 9 individual exchanges

As the number of Spanish candidates is very high (23 applicants), the members of the Steering Committee select the mobility giving priority to those universities which participate for the first time and those universities which drag priority from the former edition, giving a result of 3 more granted individual exchanges.

Afterwards, 6 more Spanish candidates are selected taking into account the three criteria identified this year at the beginning of the online meeting and already indicated in the item 2 of this document.

RESULT:

 23 individual exchanges from the CGU member universities, which are awarded with a CGU grant of 1,000 Euro each –gross amount‐;  And, 2 individual exchanges from a CONAHEC member university, which should be granted with their own resources.

III. Next step

Home coordinators must contact their outgoing selected candidates to check if the allocated mobility is accepted.

Within 10 days after the reception of these minutes, home coordinators must confirm to the CGU Secretariat ([email protected]) the acceptance, or not, of the awarded mobility and the approximate dates for mobility.

After that, the definite list of Intercontinental mobility (resolution of mobility 2017) is shown in the website.

Note: Any changes (dates, department, etc.) in the visits of Intercontinental mobility must be notified by the home coordinator to the CGU Secretariat. The failure of this step may mean the restriction for participation in the next edition.

Applicants have the right to reject their awarded intercontinental mobility. If it is the case, they must send written communication to the home coordinator explaining the reasons for rejection. The home coordinator must duly inform the CGU Secretariat. The non‐ fulfilment of this step or having rejected any mobility for unjustified reasons may mean the restriction for participation (both the applicant and the university) in the next edition.
