Une deuxième version, très largement enrichie, datée de janvier 2016, a été éditée à cent cinquante exemplaires, et diffusée lors des ateliers de restitution qui ont eu lieu à Antsirabe et Antananarivo, les 02 et 04 février 2016. Ce document (daté de février 2016) constitue la version finale qui prend en compte les remarques faites lors de ces ateliers. Ce rapport sur la région de Vakinankaratra est le pendant du document établi pour la région de Ségou au Mali. Ses principaux enseignements, complétés par les produits de l’atelier, sont intégrés dans le rapport de synthèse de l’étude, produit final rassemblant les acquis de la prospective dans les deux régions et les perspectives en termes de méthode et de reproduction dans d’autres situations.

Abstract In Madagascar, legal systems of land tenure have been inaccessible for the vast majority of the rural population. This has stranded millions of subsistence farmers in a sense of insecurity, as they lack legal rights for the property that they have farmed for generations. Madagascar’s land reform, launched in 2005, attempted to change these exclusionary tenure practices.

    Les parcours migratoires des Betsileo du Fisakana et d’Ambositra au XXème siècle. Dr. Roland Rakotovao Historien Laboratoire HIPADE Mention Histoire, Université d’Antananarivo INTRODUCTION -Une étude sur les migrations internes et rurales -Les migrants sont des paysans venant des Hautes Terres centrales de Madagascar, notamment des Betsileo du Fisakana et d’Ambositra. -Le début de la migration et la formation en tant que groupe migrant ont eu lieu pendant la première moitié du XXème siècle -Cette migration se spécifie et se comprend à travers l’identité culturelle du groupe -Les sources sont constituées des archives coloniales et privées ainsi que des enquêtes orales. -L’exposé consiste à décrire et à analyser la trajectoire et le comportement migratoire de ces Betsileo du Fisakana et d’Ambositra I- DES CONFLITS DE REPRÉSENTATION SUR L’IDENTITÉ DE BETSILEO -L’identité de Betsileo est utilisée pour désigner les groupes migrants venant du Fisakana et d’Ambositra même si elle présente une certaine ambiguïté pour l’ensemble des Betsileo du pays betsileo. -Le contexte colonial a créé une nouvelle identité Betsileo du Sud pour ceux de Fianarantsoa et Betsileo du Nord pour ceux d’Ambositra. Cette division n’a fait qu’engendrer un conflit de représentation entre les Betsileo car ceux du Sud se considèrent comme les vrais betsileo contrairement à ceux du Nord qui se démarquent aussi de ceux du Sud tout en gardant l’identité Betsileo. -Les Betsileo du Fisakana et d’Ambositra ne représentent même pas les 1% de la population du pays betsileo (superficie et effectif de la population) toutefois, ils représentent l’identité Betsileo avec leur dispersion dans tout Madagascar à travers les mouvements migratoires.
