Ethiopia Shelter and NFI Cluster Update June 22, 2020 Humanitarian Update a) IDP Movement between Somali and Oromia region There has been a Government-led IDPs movement and return between the Somali and Oromia region. The returnees are mainly between Fafan zone in the Somali region and East Hararge zone in the Oromia region. As of 16th June, the following return movements were reported: ▪ 200 households have moved from Chinaksen woreda, in the East Hararge zone (Oromia region) to Tuli Guled woreda, in the Fafan zone (Somali region). ▪ 360 households moved from Tuli Guled woreda to Darbiga, Golmayo and Jafi Badi kebeles in Chinaksen Woreda of Oromia Region, ▪ 160 households moved from Qoloiji IDP site in Babile Woreda, Fafan Zone, Somali region to Chinaksen woreda in East Hararge zone, Somali region. ▪ 40 households moved from Jigjiga town in Fafan zone, Somali region to Chinaksen woreda in East Hararge zone, Oromia region See attached OCHA report for more information b) Inter-agency Multi-Sectoral need assessment for Secondary IDPs in 7 Woredas of West Wollega zone of Oromia Region. 8th to 12th June Key findings ▪ 6652 HHs (37,691 individuals) are living in poor living conditions and are in urgent need of Shelter/NFI, food, and other humanitarian services. ▪ All the IDP's houses in their place of origin (Benishangul-Gumuz region) are either fully damaged or partially damaged. ▪ The secondary IDPs are living dispersed in the host community in rental houses. Most of them are living in low-cost houses at the periphery of the town with poor sanitation. ▪ The size of the rental houses does not meet the minimum sphere standard, with more than one family sharing one room in some instances. ▪ Due to the COVID-19, IDPs living with the host community have lost the access to the daily labor Recommendation ▪ CASH for rent and ESNFIs for the IDPs living in the host community ▪ Coordination with Protection Cluster and HLP working group to address the HLP issues Multi-Agency Assessment on IDPs from Kelem Wollega Zone: ▪ There are currently 113 HHs and 279 individuals on the site. Of this, 56 are female, and 102 are children. The kebele administration kept the females and children in a separate setting. Ethiopia Shelter and NFI Cluster Update June 22, 2020 c) Inter-agency Multi-Sectoral need assessment for Returnees was conducted from 15 -19, June 2020, in 3 woredas of Metekel zone of Benishangul-Gumuz region. ▪ 1607HHs shelters are either totally or partially damaged. ▪ Multiple families are sharing the same shelter. ▪ Returnees are living in shelters made of sub-standard materials such as plastic sheet,the average size is greater than or equal to 24m2 ▪ Only partial ES kit (only tarpaulin without rope) was provided since they returned ▪ Households share cooking materials, and water storage/transportation materials (Jerrycans,) ▪ COVID-19 reducing access to the labour market Recommendation ▪ ESNFIs and CASH for rent for most vulnerable ▪ HLP to assist returnee in replacing lost documentation ▪ Lack of well-strategized peace and reconciliation in required, grievances remain between the host community and returnees d) Multi-Agency Assessment on IDPs from Kelem Wollega Zone: ▪ There are currently 113 HHs and 279 individuals on the site. Recommendation ▪ Urgent ESNFI kit to the displaced people ▪ e) Flooding Update Partners continue to respond to the flooding in Somali and Oromia regions. With available resources, 66% of the displaced have been reached. Significant gaps remain in the Somali region, Dolo Ado Woreda.
