ABSTRACT The research presented in this thesis addresses the significance of Romanian WWI sites as places of remembrance and heritage, by exploring the case of Maramureș against the standards of national and international heritage standards. The work provided the first ever survey of WWI sites on the Eastern Front, showing that the Prislop Pass conflictual landscape holds undeniable national and international heritage value both in terms of physical preservation and in terms of mapping on the memorial-historical record. The war sites demonstrate heritage and remembrance value by meeting heritage criteria on account of their preservation state, rarity, authenticity, research potential, the embedded war knowledge and their historical-memorial functions. The results of the research established that the war sites not only satisfy heritage legal requirements at various scales but are also endangered.

He was an example of Jewish virtue and pride and during his entire life his thoughts and feelings were aimed at achieving justice and liberty for his people. 2 EXPLANATIONS The following pages contain the first part, i.e. the first chapter of the second volume of the "BLACK BOOK", a documentary synthesis of the sufferings of the Jews in Romania, during the years 1940–1944. Generally speaking, this second volume comprises all the persecutions endured by the Jews during the war (June 22, 1941 – August 23, 1944) in the territory situated in the west of the Prut river while the third volume "TRANSNISTRIA" published at the end of the year 1947, comprises the same period of time but in the invaded territories in the east of the Prut river. These two volumes were to appear simultaneously. However, things did not happen as planned due to technical reasons, so that I had to invert the order of the volumes. For the time being, I have published this first chapter because of financial difficulties. Should it be possible, the other six chapters will be also published, either in succession or simultaneously, namely: Chapter II – General measures of oppression Chapter III – Evacuation, hostages, camps, the yellow star Chapter IV - Forced labor Chapter V – Romanianization (Labor, goods, economic enterprises) Chapter VI – Exceptional contributions Chapter VII – The Central of Romanian Jews Being consistent with the unbiased conduct I proposed myself to keep within the entire book, I also refrained in this volume from any literary preoccupation and I avoided as much as possible to have personal opinions.

    Dr. Carmen Rijnoveanu Institutul pentru Studii Politice de Apărare şi Istorie Militară (Ministerul Apãrãrii), Bucureşti Consiliul Apărării al Republicii Socialiste România Existenţa unui organism politico-militar cu atribuţii în domeniul apărării ţării a constituit o tradiţie care urcă în perioada dintre cele două războaie mondiale. După desăvârşirea unităţii naţionale la 1 decembrie 1918, statul unitar român a trecut printr-o perioadă de profunde şi complexe transformări politice a căror expresie s-a regăsit în adoptarea Constituţiei din 1923, socotită la acea vreme, printre cele mai moderne din Europa. În această Constituţie, la art. 122 se stipulează: „Se va înfiinţa un Consiliu Superior al apărării ţării, care va îngriji, în mod permanent, de măsurile necesare pentru organizarea apărării naţionale”. Astfel, la 14 martie 1924 a fost adoptată Legea privind organizarea Consiliului Superior al Apărării Ţării, care avea menirea de “a examina, coordona şi soluţiona toate chestiunile relative la apărarea naţională”. Hotărârile lui erau obligatorii după acceptarea lor de către Consiliul de Miniştri. Consiliul era compus din: Consiliul de Miniştri (ca preşedinte), A.S.R. Principele Moştenitor1, miniştrii de Război, Externe, Industrie şi Comerţ, Comunicaţii, Lucrări Publice, Finanţe, Agricultură, Sănătate Publică şi Interne. Din acest Consiliu mai făcea parte, cu vot consultativ, Consiliul Superior al Oştirii. Consiliul a funcţionat până în 1940 fiind desfiinţat odată cu preluarea puterii de către mareşalul Ion Antonescu. Decizia de înfiinţare a Consiliului Apărării a fost motivată, deci, istoric, dar principala cauză a reprezentat-o „episodul cehoslovac” din august 1968 şi, pe cale de consecinţă, evoluţiile dramatice care au urmat intervenţiei militare în forţă a armatelor statelor membre ale Tratatului de la Varşovia (21 august 1968).

A Historiographical Analysis 1) Florin Nacu Abstract The article reveals the moment and the implications of the Romanian intervention in Hungary, in 1919, after the proclamation of the Soviet Hungarian Republic, under the leadership of Bela Kun, an advocate and journalist with Jewish-Hungarian origin, born in 1886, at Cehu Silvaniei, then in Austria-Hungary, today in Romania. The issue was presented in the historiography with multiple senses. Romanian intervention was seen by the contemporaries as a defensive action of Romania to impose the decisions of December 1-st 1918 of Alba Iulia. Hungarian republican troops refused to retreat according to the international agreements on the Franchet D(Esperey Line. After Bela Kun seized power as a Bolshevik internationalist leader, on March, 21 1919, the great powers had seen an immediate danger for extending the Communism from Soviet Russia which was in the Civil War. For Romania, the attitude of Bela Kun was seen as a threat regarding Transylvania, because Bela Kun refused to admit the historical rights of Romania and declared war on Romania, on April 16, 1919. Romania succeeded to have Banat under complete Romanian administration on August 3, 1919, when Romanian troops entered in Timisoara. Romanian campaign in Hungary, started on passing Tisa on July 24 1919, had a double asset, as the researchers considered: on the main side, a communist government in Central Europe could be dismissed, on the other side; Romania could have more rights when the Treaty with Hungary will be signed.
