THE BOROUGH OF EASTLEIGH (BISHOPSTOKE, FAIR OAK AND HORTON HEATH)(PROHIBITION AND RESTRICTION OF WAITING)(DISABLED PERSONS PARKING PLACES)(AMENDMENT NO.10) ORDER 2016

The Council of the Borough of Eastleigh (hereinafter referred to as "the Council") pursuant to arrangements made under Section 19 of the Local Government Act 2000 with the Hampshire County Council in exercise of the powers of the said County Council under Sections 1, 2, 4, 32 and 35 of the Road Traffic Regulation Act 1984 ("the Act") and Part IV of Schedule 9 to the Act, the Traffic Management Act 2004 and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby makes the following Order:-

Commencement and Citation

1. This Order shall come into operation on 1 December 2016 and may be cited as the ‘’Borough of Eastleigh (Bishopstoke, Fair Oak and Horton Heath) (Prohibition and Restriction of Waiting) (Amendment No.10) Order 2016’’

Prohibition and Restriction of Waiting

2. In this Order the Principle Order means The Borough of Eastleigh (Bishopstoke, Fair Oak and Horton Heath)(Prohibition and Restriction of Waiting)(Disabled Persons Parking Places) Order 2004.

3. The Principle Order (as amended) is hereby amended as follows:

(a) After Article 21A there shall be inserted a new article; Article 21B and shall read:

21B. Save as provided in Articles 23 and 24 of this Order no person shall except upon the direction or with the permission of a Police Constable in uniform or a Civil Enforcement Officer cause or permit any vehicle to wait between the hours of 8.00am and 8.00pm on a day other than a Saturday or Sunday on the sides of roads or in the lengths of roads specified in the Tenth Schedule to this order-

(a) For a longer period than three hours; or

(b) If a period of less than 4 hours has elapsed since the termination during the said hours of the last period of waiting (if any) of the vehicle on those sides of roads or in those lengths of roads.

(b) In the First Schedule (No Waiting at Any Time) item 1 relating to Blackberry Drive shall be revoked and replaced as follows:

1 Blackberry Drive North From its junction with Fair Oak Road in a southerly and then a westerly direction for a distance of 135 metres. 1i Blackberry Drive North- From a point 126 metres north of its west junction with Damson Crescent in a northerly and then an easterly direction for a distance of 85 metres.

1ii Blackberry Drive South From its junction with Fair Oak Road in a southerly and then a westerly direction for a distance of 243 metres.

13i Dell Close Both From a point 52 metres east of its (turning head) junction with Dean Road in a south- easterly direction and then a southerly direction for a distance of 15 metres.

(d) In the First Schedule (No Waiting at Any Time) after item 13A relating to Earls Close there shall be inserted:

13Ai Eastleigh Road South From its junction with Fratton Way in a easterly and a westerly direction for a distance of 15 metres.

(e) In the First Schedule (No Waiting at Any Time) after item 13E relating to Elland Close there shall be inserted:

13F Elland Close West From a point 48 metres south of its (turning head) junction with Selhurst Way in a southerly and then a westerly direction for a distance of 12 metres.

(f) In the First Schedule (No Waiting at Any Time) after item 18A relating to Fratton Way there shall be inserted:

18B Fratton Way Both From its junction with Eastleigh Road in a southerly direction for a distance of 15 metres.

(g) In the First Schedule (No Waiting at Any Time) after item 30 relating to Latham Road there shall be inserted: 30A Longfield Road Both From its junction with Noyce Drive in a southerly direction for a distance of 10 metres.

(h) In the First Schedule (No Waiting at Any Time) after item 32E relating to Noyce Drive there shall be inserted:

32F Noyce Drive South From its junction with Longfield Road in an easterly and a westerly direction for a distance of 10 metres.

(i) In the First Schedule (No Waiting at Any Time) item nos. 47H and 47M relating to Stubbington Way shall be revoked and replaced with:

47H Stubbington Way South From a point 80 metres east of its junction of Botley Road in an easterly direction and then a southerly direction to its junction with Reynolds Road.

(j) In the Third Schedule (Two Hours Limited Waiting Monday to Saturday 9.00am-6.00pm (No Return Within Two Hours)) after item 1A relating to Riverside there shall be inserted:

1B Riverside North- From a point 43 metres north of its east junction with Spring Lane in a northerly direction for a distance of 12 metres.

(k) After the Ninth Schedule there shall be inserted a new schedule, the ‘Tenth Schedule’ and shall read as follows:

TENTH SCHEDULE

Three Hours Limited Waiting Monday to Friday 8.00am to 8.00pm (No Return Within Four Hours)

1. Riverside south- From a point opposite the north-western west most building line of Bishopstoke Memorial Hall in a north-westerly direction for a distance of 28 metres.
