1. EXECUTIVE SUMMARY This Final Report provides a summary of the 38th International Conference on Ocean, Offshore and Arctic Engineering (OMAE 2019), which took place at the SEC Centre and Crowne Plaza Hotel in Glasgow, Scotland from June 9 – 14, 2019. The purpose of this report is to record the objectives, activities, and results of the Conference in order to provide a historical document for future reference. The report is supported by Appendices.
1.1. Financial
OMAE 2019 recorded a surplus of GBP 193,763.10 prior to any VAT refund. At the time this report was prepared, the estimated VAT rebate is not known. The surplus was shared between ASME (60% GBP 116,257.86) and the Local Host, the University of Strathclyde (40% GBP 77,505.24).
1.2. Marketing
OMAE 2019 marketing efforts were mostly electronic, relying on informational e-newsletters emailed by ASME to the 9,000+ ASME members who have indicated an interest in the OOAE Division, and the Conference website to provide information to potential participants. During the registration process, participants were asked how they learnt about the Conference and 1,083 of the registered participants responded as follows:
- 25% through ASME and OMAE websites (268) - 43% knew about OMAE by attending previous conferences (461) - 11% from direct email message (123) - 18% through word of mouth (201) - 1% through journals (3) - 2% other (27)

1.3. Sponsorship & Exhibits
The Conference raised £49,350 (net of VAT) in sponsorship and advertising. Sponsorship includes subventions from Glasgow Convention Bureau and Visit Scotland (£10,000 each). In addition, there was one Individual Symposium sponsor, one Lunch sponsor and two Refreshment Break sponsors. Not included in the total above is the support of Turkish Airlines as travel sponsor and Glasgow City Council as Welcome Reception sponsor. Turkish Airlines paid for business class travel for two persons. Glasgow City Council sponsored drinks and venue rental at the Welcome Reception. Three companies paid to advertise in the Onsite Program, and there was one complimentary advertisement for JOMAE. One company paid for a flyer insert in the attendee bags. Detailed information about sponsorship is contained in the Sponsorship section.
Ten companies booked stands in the Exhibition, which raised £27,150 GBP in revenue. Exhibits were located in Hall 5 of the Scottish Event Campus where registration was located and all refreshment breaks and one afternoon happy hour were held. In addition, dessert service for the lunches was in the exhibit hall in order to generate traffic for exhibitors. Detailed information about the Exhibition is contained in the Sponsorship & Exhibits section.
1.4. Registration
A total of 1,122 people registered for OMAE 2019 (including Accompanying Persons, complimentary, and volunteers) from 45 countries. Detailed information about registration is contained in the Registration section.
1.5. Technical Program
Authors submitted a total of 1,487 abstracts of which 23 were rejected or withdrawn and 1,464 accepted. 1,035 draft papers were submitted and 879 final papers were accepted prior to the start of the conference. There were 67 no-show presentations at the conference. Based on the reports provided by ASME, it is not possible to determine the number of no shows with papers vs presentations only. Therefore, the number of papers published in the conference proceedings is estimated at 812.
1.6. Social Events
The OMAE 2019 social events were focused on promoting the local culture of Glasgow and Scotland. The quality of the food and entertainment at the Social Event venues was very good and featured a mix of Scottish and international cuisine and provided international participants with a great experience and impression of Scotland. One exception was the SEC, where the quality of food and service was very low, which Sea to Sky staff discussed with the venue during and after the event.
1.7. Logistics
The Scottish Exhibition Centre (SEC) and the Crowne Plaza Glasgow were the location for the plenary sessions, breakout sessions, lunches, refreshment breaks, exhibits and social events such as the Afternoon Drinks and Farewell Reception.
The Conference Logistics section provides a summary of the logistics including the venue, signage, onsite program and other logistical elements.

3. CONFERENCE OBJECTIVES VERSUS RESULTS The Conference had the following seven main objectives that guided program, marketing and financial decision making:
OBJECTIVE 1: Promote the Ocean, Offshore and Arctic Engineering Industry. The Ocean, Offshore and Arctic Engineering industry was promoted through the marketing of the Conference and through the Outreach program. Marketing efforts included an email campaign, advertisements in industry journals, and the Conference website. As the source of abstract collection, program, registration and housing information, all actual and potential participants would have visited the website.
OBJECTIVE 2: ATTRACT 1,000 REGISTRANTS, OF WHICH 20% ARE NON-PRESENTERS OR AUTHORS. The Conference attracted 1,096 registrants, 96 (9.6%) more than the objective. Of the 1,096 registrants, 326 indicated they were not presenting, or 30%.
OBJECTIVE 3: PRODUCE AN EXCEPTIONAL SCIENTIFIC PROGRAM ADDRESSING TOPICAL ISSUES AND INCLUDE SHORT COURSES AND SPECIALTY SYMPOSIA. Reviewing the evaluation survey responses, we feel it is reasonable to conclude we met Objective 3 as 78% of attendees rated the quality of technical presentations as excellent or good. 83% of the respondents rated the relevance of the topics to their work at excellent or good. Individual attendee feedback was not provided with the conference survey summary prepared by ASME, therefore we are unable to provide input on improvements of the scientific program.
OBJECTIVE 4: PRODUCE MEMORABLE SOCIAL EVENTS SHOWCASING THE DIVERSITY AND CULTURE OF GLASGOW. The Welcome Reception and Conference Banquet featured performances from local musicians and dancers. Participants also had the opportunity to enjoy local Scottish cuisine at each social event. The Honor Dinners were held offsite at two restaurants in downtown Glasgow. The Appreciation Dinner was held at the House for an Art Lover, which is an elegant venue that stimulates public interest in art, design and architecture. A House for an Art Lover staff member presented the history of the building.
OBJECTIVE 5: PRODUCE A MINIMUM OF ONE TECHNICAL SITE VISIT GIVING PARTICIPANTS THE OPPORTUNITY TO VISIT A LOCAL FACILITY AS PART OF THEIR CONFERENCE EXPERIENCE OMAE 2019 offered participants the opportunity to visit the Subsea 7’s facilities or the University of Strathclyde’s Advanced Forming Research Centre, followed by a visit to the famous Falkirk Wheel, a rotating boat lift. Guests enjoyed a boat tour on the lift and through the connecting canal. Both tours sold out prior to the conference with 30 participants at Subsea 7 and 40 participants at AFRC. In addition, five guests purchased a ticket to only attend the Falkirk Wheel portion of the tour.
OBJECTIVE 6: HAVE A FINANCIALLY SUCCESSFUL CONFERENCE, WHERE THE SURPLUS IS AT LEAST 15% OF THE REVENUE. The surplus has not been finalized at the time this preliminary report was submitted.
OBJECTIVE 7: ATTRACT YOUNG ENGINEERS TO PARTICIPATE, AND INVOLVE YOUNG ENGINEERS AND STUDENTS IN ORGANIZING THE CONFERENCE. The Outreach Program attracted 47 participants and there were 227 students registered to attend the Conference including Outreach. In addition, the 33 volunteers were mainly young engineers from the University of Strathclyde.

5. MARKETING OMAE 2019 marketing efforts were mostly electronic, relying on informational newsletters created by Sea to Sky and emailed by ASME to the 9,000+ ASME members who have indicated an interest in the OOAE Division, and the Conference website to provide information to potential participants.
At the time of registering, Conference attendees were asked to specify how they have learnt about the conference. The majority of attendees knew about the conference from attending previous Conferences (43%), from the OMAE website (25%), by word of mouth (18%), from direct email messages (11%), through other sources (for example colleagues, members of the OOAE, professors) (2%) and through a journal advertisement (1%).
5.1 Marketing Recommendations
Recommendation 1: Have ASME make formal arrangements with industry magazines to cover and promote the OMAE Conference.
Recommendation 2: Involve the ASME Social Media manager in generating discussion and interest on Facebook and Twitter.
Recommendation 3: Ensure ASME includes all authors on marketing lists to ensure authors receive relevant emails to the conference and on registration
Recommendation 4: Remind Co-Sponsoring societies about the importance of their support in promoting the conference to their members.
Recommendation 5: There were often waits of several days to weeks for important and timely information to be uploaded to the ASME website or sent by email blasts. Ensure ASME processes requests for updates in a timely manner.

7. REGISTRATION AND PARTICIPANT COMMUNICATION
7.1 Registration Recommendations
Recommendation 7: Set up a small printing station at registration desk for participants to print invoices. It is a very common request from participants to have invoices printed, stamped and signed onsite.
Recommendation 8: Require sponsored lanyards to be double clips, so that badges are always front facing showing names, or print double sided badges.
Recommendation 9: Continue to have an ASME staff onsite who can discuss paper access with participants.
Recommendation 10: During the student discount application process, request the following information: full name of non-student co-author and the registration confirmation ID of the non-student co-authors OMAE registration. This will make for easier reference during cross-check.
Recommendation 11: A lot of students who applied for the student discount also applied for the Outreach program and vice versa. If possible, have these applications open and close and end at the same time so applications can be cross checked.
7.2 Registration Statistics
The total number of registrations including exhibit booth staff was 1,096. Excluding exhibit booth staff, a total of 1,085 people registered for the Conference and 1,058 people actually attended. There were 40 no shows of which 26 were paid, 13 were unpaid and 1 was complimentary. Of the 1,096 registrants, 956 (87%) were paying registrants, 76 (7%) were complimentary (cost covered by conference budget) and 64 (6%) were paid for by the OOAE division. The table below shows the registration statistics by registration category.

7.3 Student Discount
For the first time at OMAE, the OOAE division provided a 50% discount for one student author (upon application) per paper. The division authorized a total discount subsidy of up to US $20,000.
The following rules applied: 1. Only one student author per paper can apply and be eligible for this discount. 2. A minimum of one author must be registered at the full Conference rate unless all authors are students; then the student rate applies. In the case where at least one author is not a student, and only the student is attending and presenting, the student must register at the full Conference rate. The discount would not apply. 3. If all authors are students, one author must register at the regular student rate. A second student author of this paper can register at the 50% discounted rate. Any further authors of this paper would register at the regular student rate. 4. If one or more authors are not students, at least one author must register at the member rate. A second student author of this paper can register at the 50% discounted rate. Any further authors of this paper would register at the regular member or student rate. 5. Student registration rates are only available to undergraduate and graduate students who are enrolled full time and have not yet received their Ph.D. Post-docs may not register as students.
Students applied through an online site created and managed by Sea to Sky. Applications were reviewed by Sea to Sky for eligibility prior to notifying students of acceptance, rejection or to request further information. A total of 131 applications were received. 72 applications were approved, but only 62 discount codes were used. It is likely that the 10 remaining discount codes were not used because the student decided to no longer attend, or they were accepted to the Outreach program. 40 applications were approved before the Early Bird deadline and 22 were approved after. A total of 59 applications were denied. The majority of rejections were because a co-author was not registered for the Conference and the applicant was the only author attending, therefore making them ineligible for the discount. A few other applications were rejected because another student author on a paper had already received the discount code or they did not provide adequate proof of student status.
The student discount code was promoted on the OMAE19 website page.
7.4 Participant Communication
7.4.1. Registration and Conference Updates ASME sent two e-newsletters to authors of the honoring symposia about attendance at their respective Honor Dinners. Sea to Sky sent two emails to registrants; an email to all Accompanying Persons with detailed advice on how to participate in the conference, and a detailed Attendee Advisory (Know Before You Go) sent to all registrants just prior to the Conference.

8 TECHNICAL PROGRAM Appendix D: Program at a Glance provides an overview of the Conference sessions.
8.1 Technical Program Recommendations
Recommendation 12: Continue to offer a plenary lecture series on afternoons where no conflicting social events take place. Recommendation 13: Invite the Symposium Honouree(s) to hold one of the afternoon lectures Recommendation 14: Continue to have an ASME Publications staff onsite to assist with paper related questions and the conference app. Recommendation 15: Continue to have ASME Publications assign sessions to time slots to avoid confusion with withdrawn sessions or submissions. Recommendation 16: Continue to have all Technical Presentations, where no papers are submitted, included in the export that ASME provides to Sea to Sky for creation of the onsite program. Recommendation 17: If meeting space is available, promote the option of free meeting space for affiliated organizations such as ISSC and ITTC to hold meetings during the Conference if all participants are registered OMAE attendees. Recommendation 18: Make the deadline for selecting the Outreach scholarships a minimum of a week in advance of the early bird deadline. This will allow students who do not get a scholarship to register at the early bird rate, rather than Sea to Sky having to communicate with them and adjust their registrations.

On all four days the dessert was served buffet style in the exhibit hall, which was located in the front portion of Hall 5. The Thursday lunch featured tables for each 2020 symposia hosted by the Symposium Coordinators. The quality of food and service at the SEC was disappointing, particularly during lunch, which often led to long line ups. Sea to Sky spoke with the SEC daily to improve the service. In addition, Sea to Sky provided feedback on the negative experience after the event.
9.3.4. Refreshment Breaks Coffee/Tea breaks were offered mid-morning and mid-afternoon amongst the Exhibits in Hall 5 of the SEC Centre to increase traffic to the exhibit booths.
9.3.5. OOAE Division Appreciation Dinner The Appreciation Dinner was held at the House for an Art Lover on Monday, June 10th with 59 invited guests in attendance. A welcome drink and snacks were provided upon arrival followed by a three- course dinner. Volunteers were stationed at key places in the subway stations and on street corners directing attendees to the venue. Upon arrival at Merchant Square guests were greeted by a bag piper and led into the venue on a red-carpet. Inside the courtyard, guests mingled whilst staff from six restaurants served a variety of appetizers. For the main course, attendees chose from the buffets of the six participating restaurants offering a variety of local and international cuisine. Desserts were served on trays throughout the restaurants. After dinner, the traditional OMAE flag handover from the 2019 Chair to the 2020 chairs was held, followed by a Ceilidh performance featuring traditional music and dancers who taught guests the steps and encouraged participation. After the Ceilidh, the band played dance music and guests danced until midnight.
