    Private vehicles are stealing public cities: land-use analysis across Glasgow and Dundee, Scotland Marli de Jongh Photo: Ross Sneddon on Unsplash SAGES policy internship working with Scotland’s Future Forum at the Scottish Parliament and the Edinburgh Centre for Carbon Innovation (ECCI) Foreword This report was written prior to the Covid-19 global pandemic, which resulted in the lockdown of many countries worldwide including Scotland. During lockdown there was a global reduction in atmospheric air pollution as a result of the temporary shutdown of industry and lower demand of transport. In Edinburgh, NOx – a greenhouse gas (GHG) associated with emissions from road vehicles – reduced by 78 % on St John’s Road between the start of lockdown in March, and May (Wu and Carslaw., 2020). Similar dramatic decreases in nitrous oxides were recorded in other Scottish cities including Glasgow and Dundee. Moreover, further research during the pandemic identified a potential link between cities with higher amounts of air pollution and higher covid-19- related death tolls (Wu et al., 2020). This highlights the threat air pollution in cities – primarily caused by excessive car use – can have on human respiratory and cardiovascular health (Harrison and Beddows., 2017). During lockdown the need to prioritise space for pedestrians in cities has become more apparent as social distancing rules began. On 28 April, Scottish government announced a £10 million budget for pop-up active travel infrastructure, to be used during the pandemic to ensure physical distancing by widening pavements and cycle lanes. Such changes can be seen in cities across Scotland such as Kelvin Way in Glasgow which was completely closed to motor vehicles to allow for pedestrians and cyclists to exercise safely while keeping the mandatory 2m distance.

A crucial element to any successful major games is transportation and the ability to seamlessly facilitate the connectivity between the selected sites for the various client groups attending. This document provides the initial information on the Glasgow 2014 Commonwealth Games strategy for transport, including what we as the Organising Committee aim to achieve, who we are looking to involve to successfully deliver our obligations and how we approach managing our objectives. Our aim is for athletes, spectators and other visitors to come to Glasgow and Scotland and see the city and the nation at its best during these Games. With existing facilities having been upgraded, new venues built and significant infrastructure improvements all completed well in advance of the Games, we will aspire to have transport in and around the Games sites that is safe, secure, reliable and accessible. As we get closer to the Games we plan to publish two further updated editions of the Transport Strategic Plan. Future editions will include: changes incorporated during the various consultation processes; refined information on transport proposals; and emerging best practice following the Delhi 2010 Commonwealth Games, London 2012 Olympic and Paralympic Games and other major games.

    Clyde Waterfront Clyde Waterfront is the biggest regeneration project ever undertaken in Scotland. It brings together public and private sectors to rejuvenate 20km of the city alongside the River Clyde, from central Glasgow westwards past the towns of Clydebank, Renfrew and Erskine to Dumbarton. The initiative started in 2003 following the publication of an OECD report, ‘Urban Renaissance: Glasgow’, which recognised that the river Clyde area and its environs represent the city’s main under-utilised assets: people, land and buildings.1 Around 250 individual projects fall under the umbrella of Clyde Waterfront. Currently approximately one third of these are completed, one third is at the planning stage, and the other third are underway. The overarching Clyde Waterfront Regeneration Initiative (CWRI) seeks to develop a vibrant and thriving area around the River Clyde, with people and communities at its heart. The regeneration is based on the four themes of economy, place, people and connectivity. Two interlinked projects have been selected to illustrate best practice from Clyde Waterfront: NHS South Glasgow Hospital campus (NSGH): this will comprise a 1,109-bed adult hospital and 256-bed children's hospital with maternity services, able to treat 725,000 patients a year. Due for completion in 2015, it will be the biggest hospital in the UK. Fastlink: this is a transport project, promoting rapid transit ’tram on tyres’ energy efficient buses. The new routes will improve the connection of the city centre with areas that are difficult to access by public transport. The core route will connect the city centre to the SECC and Govan (NHS South Glasgow Hospital campus).
