PROPOSED IMPROVEMENTS TO INTERSTATE 59/INTERSTATE 20 Lauderdale County, Mississippi MDOT Project Number DB/IM-0059-03(099)/108158-301000 DESIGN-BUILD PROJECT NOTICE OF INTENT The Mississippi Department of Transportation (MDOT) intends to solicit proposals from parties interested in providing design and construction services necessary to upgrade lighting within the approximate Meridian city limits, install Intelligent Transportation Systems (ITS) infrastructure, and to complete the widening, rehabilitation, or replacement of multiple existing bridges on Interstate 59/Interstate 20 in Lauderdale County in Mississippi. Modifications to the bridge or the roadway below may be required in order to provide adequate vertical clearance at certain locations. Other work included may involve bridge demolition, roadway design, hydro-demolition, girder replacement, joint replacement, installation of retaining wall systems, minor repairs, and associated roadway work. The Mississippi Transportation Commission (Commission) will use a two-step process to select a Design- Build team with which to execute a contract for this Project. The Request for Qualifications (RFQ) represents the first step in the process. The purpose of the RFQ is to solicit Statements of Qualifications (SOQs) from Responders interested in providing the requested services necessary to complete the Project. After evaluation and scoring of responsive SOQs, the Commission intends to short-list the most qualified Responders. The Short-listed Responders will be provided a Request for Proposals (RFP) and will be asked to submit a Volume 1 – Technical Proposal and a Volume 2 – Contract Price Proposal. A Design-Build team will then be selected for the Project utilizing the best-value selection method. This NOTICE OF INTENT is issued to allow potential Responders an opportunity to form Design-Build teams in anticipation of the issuance of the RFQ. -

Victoria University of Wellington 2020 Abstract A comprehensive traffic monitoring system can assist authorities in identifying parts of a road transportation network that exhibit poor performance. In addition to monitoring, it is essential to develop a localized and efficient analytical trans- portation model that reflects various network scenarios and conditions. A compre- hensive transportation model must consider various components such as vehicles and their different mechanical characteristics, human and their diverse behaviours, urban layouts and structures, and communication and transportation infrastructure and their limitations. Development of such a system requires a bringing together of ideas, tools, and techniques from multiple overlapping disciplines such as traf- fic and computer engineers, statistics, urban planning, and behavioural modelling. In addition to modelling of the urban traffic for a typical day, development of a large-scale emergency evacuation modelling is a critical task for an urban area as this assists traffic operation teams and local authorities to identify the limitations of traffic infrastructure during an evacuation process through examining various parameters such as evacuation time. In an evacuation, there may be severe and unpredictable damage to the infrastructure of a city such as the loss of power, telecommunications and transportation links. Traffic modelling of a large-scale evacuation is more challenging than modelling the traffic for a typical day as his- torical data is usually available for typical days, whereas each disaster and evacua- tion are typically one-off or rare events. -

This action challenges violations of Section 404 of the Federal Water Pollution Control Act ("Clean Water Act" or "CWA"), as well as the National Environmental Policy Act of 1969 ("NEPA"), in connection with Defendant United States Army Corps of Engineers' ("the Corps') September 30, 2013 decision to issue a permit for the discharge of dredged or fill material into waters of the United States ("Section 404 permit") for the construction of a 1.86- mile segment of the Northern Beltline near Palmerdale, Alabama. When completed, the proposed 52-mile, six-lane Northern Beltline would be a new controlled-access highway between Interstate 459 in Bessemer, Alabama and Interstate 59 in Trussville, Alabama. 2. Section 404 of the Clean Water Act requires the Corps to issue permits only for those projects that represent the least damaging practicable alternative that will satisfy the project's purpose and need. In determining the least damaging practicable alternative, the Corps must evaluate a number of environmental and economic factors pursuant to CWA regulations and must look at the entire project. 3. The Section 404 permit issued for the Northern Beltline is an improper and illegal segmentation that prevents an objective look at the entire project's impacts and alternatives. -

Hurricane Evacuation Guidelines Prepare to evacuate if told to do so by elected officials. This may come through radio, television and social media. Plan to evacuate as early as possible – before gale force winds and storm surge forces road closings. Leaving early may also help you to avoid massive traffic jams encountered late in an evacuation effort. Listen to radio/television for evacuation and sheltering information. Remember, there are no shelters in St. Bernard Parish. Storm advisories are issued as followed: Tropical Storm Watch An announcement that sustained winds of 39 to 73 mph are possible within the specified area within 48 hours in association with a tropical, subtropical, or post-tropical cyclone. Tropical Storm Warning An announcement that sustained winds of 39 to 73 mph are expected somewhere within the specified area within 36 hours in association with a tropical, subtropical, or post- tropical cyclone Hurricane Watch A Hurricane Watch is issued when a tropical cyclone containing winds of 64 kt (74 mph) or higher poses a possible threat, generally within 48 hours. These winds may be accompanied by storm surge, coastal flooding, and/or river flooding. The watch does not mean that hurricane conditions will occur. It only means that these conditions are possible. Hurricane Warning A Hurricane Warning is issued when sustained winds of 64 kt (74 mph) or higher associated with a tropical cyclone are expected in 36 hours or less. These winds may be accompanied by storm surge, coastal flooding, and/or river flooding. A hurricane warning can remain in effect when dangerously high water or a combination of dangerously high water and exceptionally high waves continue, even though winds may be less than hurricane force. -

Simko, Jr. DECISION AND ORDER Coastal Bridge Company, L.L.C., is engaged in the business of bridge construction. On February 8, 2002, respondent was engaged in construction work at a jobsite in Slidell, Louisiana. The Occupational Safety and Health Administration (OSHA) conducted an inspection of respondent’s jobsite on February 8, 2002. As a result of this inspection, respondent was issued a citation. Respondent filed a timely notice contesting the citation and proposed penalties. Citation No. 1, item 1, alleges a serious violation of 29 C.F.R. § 1926.501(b)(1) as follows: Each employee on a walking/working surface (horizontal and vertical surface) with an unprotected side or edge, 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of a guardrail systems [sic], safety net systems [sic], or personal fall arrest systems [sic]. a) Employees were observed working without fall protection on the edge and leaning over the edge while painting the concrete barrier on the U. S. Interstate 12 overpass of U. S. Interstate Highway 59 in Slidell, LA. This action did subject the employees to a potential fall (to the Interstate Highway below) in excess of 20 feet.
