Victoria University of Wellington 2020 Abstract A comprehensive traffic monitoring system can assist authorities in identifying parts of a road transportation network that exhibit poor performance. In addition to monitoring, it is essential to develop a localized and efficient analytical trans- portation model that reflects various network scenarios and conditions. A compre- hensive transportation model must consider various components such as vehicles and their different mechanical characteristics, human and their diverse behaviours, urban layouts and structures, and communication and transportation infrastructure and their limitations. Development of such a system requires a bringing together of ideas, tools, and techniques from multiple overlapping disciplines such as traf- fic and computer engineers, statistics, urban planning, and behavioural modelling. In addition to modelling of the urban traffic for a typical day, development of a large-scale emergency evacuation modelling is a critical task for an urban area as this assists traffic operation teams and local authorities to identify the limitations of traffic infrastructure during an evacuation process through examining various parameters such as evacuation time. In an evacuation, there may be severe and unpredictable damage to the infrastructure of a city such as the loss of power, telecommunications and transportation links. Traffic modelling of a large-scale evacuation is more challenging than modelling the traffic for a typical day as his- torical data is usually available for typical days, whereas each disaster and evacua- tion are typically one-off or rare events. -

Hurricane Evacuation Guidelines Prepare to evacuate if told to do so by elected officials. This may come through radio, television and social media. Plan to evacuate as early as possible – before gale force winds and storm surge forces road closings. Leaving early may also help you to avoid massive traffic jams encountered late in an evacuation effort. Listen to radio/television for evacuation and sheltering information. Remember, there are no shelters in St. Bernard Parish. Storm advisories are issued as followed: Tropical Storm Watch An announcement that sustained winds of 39 to 73 mph are possible within the specified area within 48 hours in association with a tropical, subtropical, or post-tropical cyclone. Tropical Storm Warning An announcement that sustained winds of 39 to 73 mph are expected somewhere within the specified area within 36 hours in association with a tropical, subtropical, or post- tropical cyclone Hurricane Watch A Hurricane Watch is issued when a tropical cyclone containing winds of 64 kt (74 mph) or higher poses a possible threat, generally within 48 hours. These winds may be accompanied by storm surge, coastal flooding, and/or river flooding. The watch does not mean that hurricane conditions will occur. It only means that these conditions are possible. Hurricane Warning A Hurricane Warning is issued when sustained winds of 64 kt (74 mph) or higher associated with a tropical cyclone are expected in 36 hours or less. These winds may be accompanied by storm surge, coastal flooding, and/or river flooding. A hurricane warning can remain in effect when dangerously high water or a combination of dangerously high water and exceptionally high waves continue, even though winds may be less than hurricane force. -

Summary: SB 818 provides an exemption from toll payment for persons operating motor vehicles on toll facilities within a county subject to a mandatory evacuation order issued during a state of emergency declared by the Governor. The bill requires the exemption to remain in effect until the evacuation order is lifted. The bill also revises the authority granted to the Florida Department of Transportation (FDOT) regarding suspension of the payment of tolls and makes editorial revisions to improve readability. The fiscal impact to state, regional, and local toll authority revenues is indeterminate. The bill takes effect July 1, 2018. II. Present Situation: Chapter 252, Florida Statutes (F.S.), confers certain emergency powers upon the Governor, the Division of Emergency Management, and the governing bodies of each political subdivision of the state with respect to emergencies that occur within the state.1 With respect to the Governor, s. 252.36(2), F.S., provides for declaration of a state of emergency by executive order or proclamation if the Governor finds an emergency or the threat of an emergency has occurred or is about to occur. The law provides that the state of emergency continues until the Governor finds the emergency conditions no longer exist and terminates the state of emergency. -

A Literature Study On National Highway System AISHWARYA B R PG Student Department of Computer Science and Engineering R V College of Engineering, Bengaluru-560059 Abstract: As one of the components of the National Highway System, Interstate Highways improve the mobility of military troops to and from airports, seaports, rail terminals, and other military bases. Interstate Highways also connect to other roads that are a part of the Strategic Highway Network, a system of roads identified as critical to the U.S. Department of Defense. The system has also been used to facilitate evacuations in the face of hurricanes and other natural disasters. An option for maximizing traffic throughput on a highway is to reverse the flow of traffic on one side of a divider so that all lanes become outbound lanes. This procedure, known as contraflow lane reversal, has been employed several times for hurricane evacuations. After public outcry regarding the inefficiency of evacuating from southern Louisiana prior to Hurricane Georges' landfall in September 1998, government officials looked towards contraflow to improve evacuation times. In Savannah, Georgia, and Charleston, South Carolina, in 1999, lanes of I-16 and I-26 were used in a contraflow configuration in anticipation of Hurricane Floyd with mixed results. In 2004 contraflow was employed ahead of Hurricane Charley in the Tampa, Florida area and on the Gulf Coast before the landfall of Hurricane Ivan; however, evacuation times there were no better than previous evacuation operations. -

SENATE LAW AND PUBLIC SAFETY COMMITTEE STATEMENT TO SENATE, No. 264 STATE OF NEW JERSEY DATED: JULY 19, 2010 The Senate Law and Public Safety Committee reports favorably Senate Bill No. 264. The provisions of this bill implement certain recommendations of the Final Report of the Assembly Coastal New Jersey Evacuation Task Force, which was submitted to the Speaker of the General Assembly on May 23, 2008. Specifically, the purpose of the bill is to improve the current evacuation plans throughout the State in preparation for a catastrophic event or natural disaster, such as a hurricane or nor’easter. Under the provisions of the bill, the Director of the State Office of Emergency Management (OEM) is to develop and undertake a number of initiatives. First, the bill requires that the director develop an annual public awareness program to educate the public concerning the State’s plan to evacuate New Jersey’s coastal areas in times of emergency. The bill further requires the director to work in consultation with the Department of Health and Senior Services and the Department of Community Affairs, to appoint a commission comprised of experts from each department. The commission would be authorized to identify and reserve elementary and secondary school buildings to serve as temporary shelters during an emergency; allocate funding for the renovation of school buildings that do not meet the standard requirements for adequate sheltering so that they may serve as short term emergency shelters; and identify and reserve specific locations to serve as long term emergency shelters for the benefit of individuals who have been displaced from their residence for a period of greater than six months.
