This report, and the majority of research included within it, was completed primarily between September 2019 and March 2020 – prior to the novel coronavirus pandemic affecting local economies and transit revenue across Canada. The 44,300 square metre facility is the largest of its kind in North America, with the ability to simultaneously fuel six buses indoors from empty to full in about four minutes.

Executive Summary The regional Universal Transit Pass (U-Pass) provides eligible students at participating post-secondary institutions with unlimited travel on Edmonton Transit Service (ETS) and participating regional transit providers at a discounted rate for the school term. As a result of the COVID-19 pandemic, post-secondary institutions are continuing to deliver learning online and holding a limited number of classes and labs on campus into the spring and summer 2021 terms. Consequently, U-Pass was paused for the fall and winter terms, and that arrangement is recommended to be extended to the spring and summer terms in 2021. Effective September 2020, temporary measures were put in place to support students affected by the pause on U-Pass. These include access to the Ride Transit Program for qualifying students and an expansion of the age eligibility for youth fare products for post-secondary students as well as seniors fare products. Extending these temporary measures for the spring and summer terms would continue to address the gap for affected students. Report The regional Universal Transit Pass (U-Pass) is provided through contractual agreements between Edmonton Transit Service (ETS), St. Albert Transit, Strathcona Transit, Leduc Transit, Fort Saskatchewan Transit, and Spruce Grove Transit and four post-secondary institutions in Edmonton: University of Alberta, MacEwan University, NAIT and NorQuest College.

Specifically, this renewed emphasis on transit has aimed to: - Improve social equity by providing low-cost, effective access to a wider array of economic opportunities than might otherwise be available to all households, as well as quality-of- life-enhancing activities; - Decrease the energy and carbon intensity of personal travel and contribute to climate change mitigation efforts; - Influence land use to generate more compact, higher-density development that ultimately reduces the total need for and cost of travel (among other public utilities); - Lessen the negative environmental impacts of automobile-oriented transportation infrastructure and operations. The global pandemic stemming from the novel coronavirus (or COVID-19) has caused significant disruption to life in general and municipal service delivery in particular throughout 2020. While much remains unknown about the virus, it has become clear that COVID-19, like other socially- transmitted public health threats, is (in the absence of a vaccine) best mitigated by maintaining physical distance between individuals and avoiding mass gatherings at which illness may be transmitted widely.

Although our time together was cut short, I’m grateful for all that first year brought us. 2 Executive Summary Background & Context The coronavirus disease 2019 (COVID-19) has radically impacted public transport ridership and service provision across the country. Since the outbreak of the virus, transit agencies have had to adapt to new and rapidly evolving conditions. Many agencies modified services to reflect lower ridership levels and to ensure the safety of both riders and operators. These changes in service were guided by public health agencies, as well as major transit associations like the Canadian Urban Transit Association (CUTA) and International Association of Public Transport (UITP). Other agencies implemented precautionary measures like rear door boarding, temporary fare suspension, and reduced capacity limits to enable the safe continuity of operations. As the COVID-19 pandemic continues, transit agencies are having to strike a balance between providing enough transportation options for essential travel and reducing service offerings to match the declining overall demand for mobility services.

    Agenda Item 4A – Discussion of the hybrid electric bus and the 1:6 ramp demonstration Bus improvements provided at the request of the Accessibility Advisory Committee: • The rear door operation was modified from a “push-open spring close” to an air operated system to provide easier passenger operation. • A new smaller pedestal for the farebox was provided to increase the turning radius at the front entrance door. • Installed a less steep 6:1 ratio wheelchair ramp from the 4:1 ratio. • Installed individual slim flip seats in the wheelchair securement area to provide increased aisle width. • The locking feature of the flip seats when in the down position was removed to improve operation. • Moved modesty panels outward to increase aisle width in these areas. • Added additional aisle facing flip seats to increase aisle width and provide additional areas for shopping carts and strollers. • Increased the amount of contrasting yellow material at interior rear steps. • Provided additional stanchions and hand-holds at interior rear step area. • Requested that the District receive the lowest kneeling level possible on new buses. Agenda Item 4B - Develop process to ensure AAC comment / review of vehicle procurements well in advance of the prototype arriving on scene. The planned AC Transit bus procurements over the next five years includes the following types of buses: • Gillig standard 40’ transit buses in FY17 – FY18 • Articulated buses (unknown manufacturer) • Double deck buses (unknown manufacturer) • Standard 40’ transit buses in FY20 (unknown manufacturer) Bus procurements include a bidding process where a bus manufacturer is selected to produce the buses, which is followed by a pre-production meeting, and the manufacturing of the buses.
