Wartime Training at Canadian Universities during the Second World War Anne Millar Thesis submitted to the Faculty of Graduate and Postdoctoral Studies in partial fulfillment of the requirements for the Doctorate of Philosophy degree in history Department of History Faculty of Arts University of Ottawa © Anne Millar, Ottawa, Canada, 2015 ii Abstract This dissertation provides an account of the contributions of Canadian universities to the Second World War. It examines the deliberations and negotiations of university, government, and military officials on how best to utilize and direct the resources of Canadian institutions of higher learning towards the prosecution of the war and postwar reconstruction. During the Second World War, university leaders worked with the Dominion Government and high-ranking military officials to establish comprehensive training programs on campuses across the country. These programs were designed to produce service personnel, provide skilled labour for essential war and civilian industries, impart specialized and technical knowledge to enlisted service members, and educate returning veterans. University administrators actively participated in the formation and expansion of these training initiatives and lobbied the government for adequate funding to ensure the success of their efforts. This study shows that university heads, deans, and prominent faculty members eagerly collaborated with both the government and the military to ensure that their institutions’ material and human resources were best directed in support of the war effort and that, in contrast to the First World War, skilled graduates would not be heedlessly wasted. At the center of these negotiations was the National Conference of Canadian Universities, a body consisting of heads of universities and colleges from across the country. -

The information included in this report results from the 2010 Memorandum of Understanding between the State of Maine and the Province of New Brunswick. This report is intended to elaborate on important initiatives and partnership events undertaken by the members of the Maine-New Brunswick Cultural Initiative that reflect the continued meaningful collaborative relationship between artists, organization leaders, communities, and cultural stakeholders from Maine and New Brunswick. The Phase I Report (December 2010), Phase 2 Report (October 2011), Phase 3 Report (October 2014), and Phase 4 Report (December 2016) encompass an overview of the status, priorities, and possibilities outlined in the original agreement. Each report identifies steps taken and tangible initiatives being considered or implemented. Task Force Summary A Memorandum of Understanding Between the State of Maine and the Province of New Brunswick was signed in July 2010 by the former Premier of New Brunswick, the Honorable Shawn Graham, and the former Governor of the State of Maine, Governor John Baldacci with the mandate to “Enhance the Mutual Benefits of Maine/New Brunswick Cultural Relations through the Establishment of a Maine/New Brunswick Cultural Initiative”. -

Conflicts among religious and ethnic groups have scored American cultural and political history. Some of these conflicts have involved campaigns of suppression against deviant religious and minority ethnic groups by the mainstream. Although the law has most often been deployed as an instrument of suppression, there is now a public law consensus to preserve and protect the autonomy of religious and ethnic subcultures, as well as the ability of their members to self-identify without penalty. One thesis of this Essay is that this vaunted public law consensus should be extended to sexual orientation minorities as well. Like religion, sexual orientation marks both personal identity and social divisions.' In this century, in fact, sexual orientation has steadily been replacing religion as the identity characteristic that is both physically invisible and morally polarizing. In 1900, one's group identity was largely defined by one's ethnicity, social class, sex, and religion. The norm was Anglo-Saxon, middle-class, male, and Protestant. The Jew, Roman Catholic, or Jehovah's Witness was considered deviant and was subject to social, economic, and political discrimination. In 2000, one's group identity will be largely defined by one's race, income, sex, and sexual orientation. The norm will be white, middle-income, male, and heterosexual. Reacting to the medium’s growing significance, members of the Canadian Broadcasting Corporation (CBC) accepted that they had a wartime responsibility to maintain civilian morale. The CBC thus unequivocally supported the national cause throughout all levels of its organization. Its senior administrations and programmers directed the CBC’s efforts to aid the Canadian war effort. -

Book Reviews Irno Scarani, Cronache di luce e sangue (Edizione del Giano, 2013), 128 pp. Nina Bjekovic University of California, Los Angeles The contemporary art movement known as Neo-Expressionism emerged in Europe and the United States during the late 1970s and early 1980s as a reaction to the traditional abstract and minimalist art standards that had previously dominated the market. Neo-Expressionist artists resurrected the tradition of depicting content and adopted a preference for more forthright and aggressive stylistic techniques, which favored spontaneous feeling over formal structures and concepts. The move- ment’s predominant themes, which include human angst, social alienation, and political tension reemerge in a similar bold tone in artist and poet Irno Scarani’s Cronache di luce e sangue. This unapologetic, vigorous, and sensible poetic contem- plation revisits some of the most tragic events that afflicted humanity during the twentieth century. Originating from a personal urgency to evaluate the experience of human existence and the historical calamities that bear everlasting consequences, the poems, better yet chronicles, which comprise this volume daringly examine the fear and discomfort that surround these disquieting skeletons of the past. Cronache di luce e sangue reflects the author’s firsthand experience in and expo- sure to the civil war in Italy—the highly controversial period between September 8, 1943, the date of the armistice of Cassibile, and May 2, 1945, the surrender of Nazi Germany, when the Italian Resistance and the Co-Belligerent Army joined forces in a war against Benito Mussolini’s Fascist Italian Social Republic. Born in Milan in 1937 during the final period of the Fascist regime, Scarani became acquainted with violence and war at a very young age. -

Abstract Since Confederation enshrined Canada Customs’ mandate to seize “indecent and immoral” material, the nation’s borders have served as discursive sites of sexual censorship for the LGBTTQ lives and literatures that cross the line. While the Supreme Court’s decision in Little Sisters v. Canada (2000) upheld the agency’s power to exclude obscenity, the Court found Customs discriminatory in their preemptive seizures of LGBTTQ material. Extrapolating from this case of the state’s failure to sufficiently ‘read’ queer sex at the border, this dissertation moves beyond studies of how obscenity law regulates literary content to posit that LGBTTQ authors innovate aesthetics in response to a complex network of explicit and implicit forms of censorship.
