Promoting investment climate reforms in Morocco’s agri-food sector Issues paper for the first private sector dialogue 13 July 2021, 14:00-16:30 (Rabat time), webinar This note aims at guiding the discussions of a virtual private sector dialogue (PPD) on “Promoting investment climate reforms in Morocco’s agri-food sector” on 13 July 2021. It provides an initial assessment of the sector, the role of FDI and key challenges affecting investments, with a focus on regulatory and business environment, R&D and climate change, and infrastructure and connectivity. Participants are invited to share their views and perspectives on common challenges and priorities for the agri-food sector. The conclusions will form the basis for a future PPD that will involve both Moroccan policymakers and agri- food representatives. This note is a draft document. Please do not quote or circulate. Contact [email protected] OFDE 2 Promoting investment climate reforms in Morocco’s agri- food sector Increased domestic and foreign investment in agri-food1 can enhance food security and nutrition, reduce poverty, and strengthen incomes and livelihoods. While in previous years agri-food was largely produced for domestic consumption or for export as final products, agri-food products are now global in their reach, with different activities of the value chain spread across several countries (Punthakey, 2020[1]). Today, agri-food value chains have experienced deeper integration into the global economy with both developing and emerging economies increasing their roles both as suppliers and markets of agri-food products (ibid). At a global level, agri-food is also becoming more interconnected with other sectors in the wider economy, including services, with trade and cross-border investment being driven by large multinational enterprises (MNEs) (OECD, 2019[2]). -

E-mails: [email protected]; [email protected] Received: November 2009; revised May 2010 ABSTRACT This paper inspects the territorial and state restructuring of the globalising city-region of Tangier. It argues that recent economic growth and transnational connections follow new forms of entrepreneurial development that aggravate social and spatial inequalities. The analysis shows that these forms of urban and regional management are embedded in the neoliberalised, yet monarch- centric Moroccan state. Analysis of local governance arrangements demonstrates the pivotal importance of an elite cadre of urban managers within the monarchic power structure. Fieldwork evidence documents the emergence of megaprojects as preferred vehicles for entrepreneurial development through site observations, indepth interviews and archival research. The Tanger City Center project presents a case that illustrates the social and spatial implications of a restructuring territorial economy and the effects of new polarities being overlaid on existing urban and regional geographies. The paper concludes with a reflection on the comparative and relational lessons that can be drawn from Tangier’s restructuring. Before starting his own company MEYS Emerging Markets Research in 2010, Mr. Rensma worked for more than fifteen years in the public and private sector in the Netherlands, promoting (regional) economic growth and improving the business environment in the Netherlands. He was – among others – for six years manager and deputy director at the Chamber of Commerce in Rotterdam during which time he and his team of highly skilled professionals supported over one hundred business associations and many individual companies on how to expand their business activities. Besides being owner-director of MEYS, Mr. Rensma is a lecturer at The Hague University of Applied Sciences (the Netherlands), and coordinator of The Hague University Africa Business Program. He teaches English BA-courses in international marketing, business-to-business marketing and qualitative market research. Mr. Saad Hamoumi has a PhD in Economics specialized in Transport and International Relations. Following a research experience in the USA at UC Berkeley, he joined the private sector in Morocco. Now he brings over 29 years’ exper ience, a good deal of which is devoted to business development of national and international projects.
