Originally entitled Bulletin international des Societes de Secours aux militaires blesses (International Bulletin of Societies for Relief to the Wounded), in 1886 it was renamed Bulletin international des Societes de la Croix-Rouge (International Bulletin of Red Cross Societies). In 1919, the publica­ tion became monthly and took the name Revue internationale de la Croix-Rouge. In 1948, the ICRC began publishing extracts from the Review in a shorter, English-language supplement and a fully-fledged English version, the International Review of the Red Cross, was launched, in 1961. In recent years the Review has had to keep pace with developments in the International Red Cross and Red Crescent Movement, in partic­ ular the adoption of its new Statutes in October 1986 and the growing range of its activities in almost every country in the world. The Review has also endeavoured to project a common image of the Move­ ment's various components: the ICRC, the National Red Cross and Red Crescent Societies and their federation, the League of Red Cross and Red Crescent Societies. At its meeting of 16 and 17 March 1988, the ICRC Assembly reaf­ finned and defmed the nature and objectives of the Review as follows: "The International Review of the Red Cross is the official publi­ cation of the International Committee of the Red Cross. It was first published in 1869 under the title "Bulletin international des Socihes de Secours aux militaires blesses", and then "Bulletin international des Societes de la Croix-Rouge" . The International Review of the Red Cross is a forum for reflection and comment and serves as a reference work on the mission and guiding principles of the International Red Cross and Red Crescent Movement. It is also a specialized journal in the field of international humanitarian law and other aspects of humanitarian endeavour. As a chronicle of the international activities of the Movement and a record of events, the International Review of the Red Cross is a TIl constant source of information and maintains a link between the components of the Movement". By adopting this definition, the ICRC Assembly wished to stress that the Review, the official voice of the ICRC, is at the service of all the components of the Movement and provides the outside world with a faithful record of its guiding principles and activities. * * * In 1989, the ICRC published an analytical index of the articles that had appeared in the French-language edition of the Review between January 1975 and December 1987. We are now very pleased to present the Analytical Index to the International Review of the Red Cross, 1975-1987 covering the ar­ ticles published in the English-language edition of the Review during the same period. Looking at this Index, one is struck by the range and diversity of the topics covered. Indeed, the number of subjects that the ICRC and other components of the Movement are called upon to address has steadily increased. In order to reflect as well as possible the content of the Review over the 13 years in question and to make it easier for the reader to find what he wants, we felt it necessary to draw up a detailed chronological index of the articles published over that period, a subject index, an author index and a list of books and articles reviewed (see instructions for use, pp. VII-XII). Since 1978, the Review has appeared six times per year, in English, French, Spanish and Arabic. Extracts are also published in German. * * * This index has been compiled as part of the ICRe's general computerization programme. It will be incorporated into the ICRe's data bank of Red Cross documents which may be consulted by the public. The enormous task of compiling the Index was entrusted to Ms. Karin Ducret, an ICRC archivist. The Review would like to take this opportunity to thank her for her thorough and meticulous work, in which she was helped by staff of the ICRC Publications Division, the IV ICRC library and the International Red Cross and Red Crescent Museum. The technical aspects of the project were handled by the ICRe's Information and Documentation Management Systems Division. Ms. Christine Franquet was project administrator. The Review would also like to express its gratitude to the ICRe's Language Division for its invaluable assistance in preparing the English-language version of the Index. Jacques Meurant v HOW TO USE THE ANALYTICAL INDEX TO THE INTERNATIONAL REVIEW OF THE RED CROSS General Introduction The Analytical Index to the International Review of the Red Cross provides a ready reference to all the articles which appeared between January 1975 and December 1987. It is in four parts: 1. a chronological index, the main section, with a description of each article; 2. a subject index; 3. an author index; 4. a list of books and articles reviewed. This Index provides readers of the Review with a means of easy access to the articles in which they are interested. It offers various modes of access: - chronological, according to when articles appeared; - by subject matter; - by name(s) of author(s). Readers will fmd a descriptive entry for each article, i.e., a biblio­ graphical outline followed by "descriptors" or key words indicating the content of the article. The descriptors have been taken from the ICRe's Thesaurus (French only), which was compiled within the Information and Docu­ mentation Systems Division (GUID) as part of the ICRC's general computerization programme. I. Chronological Index (Blue-edged pages) This first section contains descriptive entries for all the articles which appeared in the International Review of the Red Cross between January 1975 and December 1987. These entries are classified under very broad headings, giving initial access to articles according to major themes. There are 16 such headings, in alphabetical order (see p. 2, System of Classification for the Chronological Index). VII The entries themselves are arranged in chronological order. They are numbered in order of sequence; these entry reference numbers serve to identify the respective article covered and are also used in the subject index and author index. Each descriptive entry specifies: - the issue number of the Review in which the article can be found; - the Review's month (reference is made only to the first month) and year of publication; - the entry number; - the author(s) (persons or institutions); - the title (followed, where relevant, by a summary or explanatory notes between square brackets, and an asterisk if an offprint is available); - the page number(s) in the Review (indicated by only one p.).     The British Secret Service in Neutral Switzerland: An Unfinished Debate on NATO’s Cold War Stay-behind Armies DANIELE GANSER In 1990, the existence of a secret anti-Communist stay-behind army in Italy, codenamed ‘Gladio’ and linked to NATO, was revealed. Subsequently, similar stay-behind armies were discovered in all NATO countries in Western Europe. Based on parliamentary and governmental reports, oral history, and investigative journalism, the essay argues that neutral Switzerland also operated a stay-behind army. It explores the role of the British secret service and the reactions of the British and the Swiss governments to the discovery of the network and investigates whether the Swiss stay-behind army, despite Swiss neutrality, was integrated into the International NATO stay-behind network. INTRODUCTION During the Cold War, secret anti-Communist stay-behind armies existed in all countries in Western Europe. Set up after World War II by the US foreign intelligence service CIA and the British foreign intelligence service MI6, the stay-behind network was coordinated by two unorthodox warfare centres of the North Atlantic Treaty Organisation (NATO), the ‘Clandestine Planning Committee’ (CPC) and the ‘Allied Clandestine Committee’ (ACC). Hidden within the national military secret services, the stay-behind armies operated under numerous codenames such as ‘Gladio’ in Italy, ‘SDRA8’ in Belgium, ‘Counter-Guerrilla’ in Turkey, ‘Absalon’ in Denmark, and ‘P-26’ in Switzerland. It also meant access to the opening of the Chinese economy at the end of the 1960s. A Chinese military delegation arrives in Geneva for the conference on Indochina, 1954. (Keystone / Jean-jacques Levy) “[The Swiss government] has today de jure recognised the central government of the People’s Republic of China, with whom it will soon establish diplomatic relations stop […]” That was a telegram sent by the Swiss president Max Petitpierre to his Chinese counterpart Mao Zedong on January 17, 1950. On October 1, 1949, a few days after the proclamation establishing the People’s Republic of China, the government in Beijing wrote to Bern with the aim of establishing diplomatic relations. The initial reaction of authorities in the Swiss capital was probably influenced by the tensions that had characterised relations with another major communist country, the Soviet Union. La population neuchâteloise est conviée à y prendre part activement en venant assister au cortège à l’Avenue du 1er mars dès 16 heures et à assister à la cérémonie officielle qui se déroulera aux Patinoires du Littoral. Le 24 septembre après-midi, les écoles du canton seront fermées afin que les enfants puissent également participer nombreux aux festivités.
