APEXOFTHECORALTRIANGLE ThePhilippinesisthesecondlargestarchipelagicnationintheworldafterIndonesia.Itis boundedinthenorthbytheBashiChannel,intheeastbythePacificOcean,inthesouthbythe CelebesSeaandinthewestbytheSouthChinaSea.Itiscomprisedofmorethan7,100islands thatcoveranestimatedlandareaofabout300,000km²andanestimated2.2millionkm²of archipelagicwaters.Thecoastlinecoversabout33,900kmwithanextensivemarineareathat includescoralreefsystemscoveringabout27,000km².

Theentirecountryservesastheape xofthe"Cor alTriangle"(CT),whichiskno wnasthew orld's centerofmarinebiodiv ersity(Figure1).TheC Tregionisloc atedalongtheequa toratthe confluenceoftheW esternPacificandIndianOce ans.Usingc oralandr eeffishdiv ersityasthe twomajorcriteria,theboundariesofthisregionaredefinedbyscientistsascoveringallorpart oftheexclusiveeconomiczonesofsixcountries:Indonesia,Malaysia,PapuaNewGuinea,the Philippines,theSolomonIslandsandT imorLeste.Coveringonly1.6%oftheplane t'soceanic area,thereisbroadscientificconsensusthattheCTrepresentstheglobalepicenterofmarine lifeabundanceanddiversitywith76%ofallknowncoralspecies,37%ofallknowncoralreef fishspecies,33%oftheworld'scoralreefs,thegreatestextentofforestsintheworld, andspawningandjuv enilegrowthareasforthew orld'slargesttunafisher y.Mor eover,the biogeographicalconditionswithintheCTmayalsoenabletheregiontomaintainitsexceptional productivityinthefaceoffutureimpactsofclimatechange,makingitpotentiallytheworld's mostimportant"refuge"formarinelife(CTIRPOA2008). Not for Reproduction or Quotation Duetoitsrichbiodiv ersity,thePhi lippinesisinclude dasoneofthe18meg adiversitycountries thatcontain75%oftheglobalbiodiv ersity(HeaneyandMit termeier,1997).Ar ecentstudyby CarpenterandSpringer(2005)analyzed2,983GeographicInformationSystemoverlaysofmarine speciesdistributionsintheIndoMalayPhilippinesArchipelagoandfoundhigherconcentrations ofspeciesperunitareainthePhilippines.CarpenterandSpringercontendthattheresultsof thesestudiesindicatethatspecialattentionisneededforconservationactioninthePhilippines andtherestoftheIndoMalayPhilippinesArchipelago(CIP2006).

Coastalandmarineareasarerecognizedasvitalsourcesoffood,mineralsandrawmaterials,as wellasnaturalsettingsforsports,recreation,andothersocialandculturalactivities.Inthe Philippines,marinerelatedeconomicactivities,includingfisheries,marinetransportation, tourism,coastalminingandoffshoreoilandgasdevelopmentmakesignificantcontributionsto GDPaswellasprovidelivelihoodandemploymentopportunitiestocoastalcommunities(EO533 2006).

THREATS TO MARINE AND COASTAL RESOURCES Asthecoastalpopulationofanareaincreases,sodoesthelevelofthreatandpressureonthe marineecosystem.Thesepressuresincludeunsustainablefishing,destructivefishingtech niques,negativeimpactsfromaquaculturepractices,sedimentationandsiltationfromcoastal developmentandlandbasedactivities,pollution,andpoorlyplannedandinappropriateland use(CIP2006).Therapidincreaseinurbanization,industrializationandpopulationinthecoastal andmarineareasleadingtomultipleuseconflictshasseverelyaffectedthestateofthe country'scoastalandmarineresourcesandhabitats.Remainingmangroveareaislessthan24%; between30%and50%ofseagrassbedshavebeenlost(Fortes,1994)andonlyabout4%ofthe country'scoralcoverisinexcellentstatus,makingthePhilippinesthe"hottestofthemarine biodiversityhotspotsintheworld"(Robertsetal.2002).Ontopofallofthese,climatechangeis seentoadverselyaffectmarinebiodiversityandlivelihoodsofthecoastalpopulation.

Barriersthatlimitthelocalabilitytoaddressthesethreatsincludeinsufficientunderstandingof theconnectivityofmarinebiodiversityandtheecologicalprocessesthatsupportit,generally ineffectiveandundersupportedconservationmanagementandenforcementregimes,limited capacity,lackofc oordinationamongna turalresourcemanagers,andec onomicincentivesthat favorshorttermresourceexploitationoverlongtermsustainableuse.Allthesehaveresulted inlossesofmillionsofUSdollarsannuallyandafisheriesindustrythatisnowcharacterizedas pursuingillegal,unreportedandunregulatedactivities(CIP2006).

CORAL TRIANGLE INITIATIVE ON CORAL REEFS, FISHERIES AND FOOD SECURITY BACKGROUND Inresponsetoalarmingtrendspermeatingthroughoutthecoraltriangle,inAugust2007,Presi dentYudhoyonoofIndone siaproposedtootherC Tleadersane wmultilateralpartnershipto safeguardther egion'smarineandc oastalbiologicalresources:theCor alTriangleInitiativeon CoralReefs,F isheriesandF oodSecurity(C TICFF).Thisinitialpr oposalsetinmotionaserie sof eventsthathasadvancedthise ffortquicklyanddecisiv ely.CTIhasbeenf ormallydeclaredatthe APEC,ASEANandBIMPEAGASummitsheldin2007.CTISeniorOfficialsMeetingshavebeen conductedalongwithCTICoordinatingCommitteeMeetingstodevelopajointCTIPlanofAction andRoadmaptobeadoptedatthehighestlevels.GEFfundinghasbeensecured,withADBas theimplementingagency.Othermajorde velopmentpartnerssucha sAUSAID,GTZ,USAIDand WBandinternationalNGOssuchasCI,TNCandWWFarejoiningforcestoworkwiththeCTI governmentsinpursuingtheRegionalPlanofAction.

Not for Reproduction or Quotation ACTIOrganizingCommittee(OC)wasformedattheseniorlevelofgovernmentinthePhilip pinestoprovidetheroadmaptowardsdevelopingthecountry'snationalactionplan.TheOCis chairedbyboththeDepartmentofEnvironmentandNaturalResourcesandtheDepartmentof Agriculture(throughtheBur eauofF isheriesandAqua ticResources),withCI,WWF ,GMSAand othernationalgovernmentagencies(DFA,etc.)andac ademicinstitutions(UPMSI,etc.)compos ingitsmembership.Sinceitsformation,ithasprovidedtheleadershipandguidanceindrafting thenationalactionplanandcomplyingwiththeregionalroadmapprocess.

Inpursuitofabottomupapproachinplanning,multisectoralworkshopswereheldinthemajor islandgroupsofLuzon,VisayasandMindanaoduringthefirsthalfof2008.Theworkshopresults wereconsolidatedandsubjectedtoathoroughreviewbychosenexpertsinthefieldofCRM. TechnicalWorkingGroupswereformedinthesec ondhalfof2 008,againcomposedofr epresen tativesfromthegovernment,NGOs,naturalandsocialscientists,andmajorplayersinlaw enforcement.ThefinaldraftoftheNPOAwasthensubmittedtoafinalpublicconsultationfor validation,approvalanddisseminationinthefirstandsecondquarterof2009.

CTINATIONALPLANOFA CTION TheCoralTrianglegovernmentshavenowfinalizedanambitiousandvisionar y10yearPlanof Action.Itcapturesthejointprioritiesandcommitmentsofallsixgovernments,andreflects extensiveinputsoverthepastyearfrommanypartners.TheRegionalPlanofActionhasbeen translatedintoNationalActionPlansbyeachofthesixCTcountries.ForthePhilippineNational PlanofAction(NPOA),IntegratedCoastalManagement(ICM)servesastheoverallframeworkin pursuingthefiveregionalCTIgoals.ItdrawsheavilyfromtheinputsprovidedbyCRMpractitio nersrepresentingpublic,priv ateandNGOsect orsallo verthec ountry.Abot tomupapproach wasutilizedincomingupwiththefinallistofactionsandtargets,mostofwhicharecross cuttingandarerepresentativeoflessonslearnedinthecourseofimplementingcoastalre sourcesmanagement.

Broadstakeholderalliancesexistinman ypartsofthec ountry.Still,thereisanee dtocollabo rateevenfurthertogenerateneededimpactsontheground.Coordinationmechanismsare beingestablishedtohelpcatalyzethiscollectiveaction,connectkeyactors,andmaintainmo mentum(seeSectionIV).Ongoingprogramsandprojectswillbemappedouttodeterminehow tolinkimplementingpartnerstogethertoavoidduplicationandtorealizeeconomiesofscale.

Oneofthepla tformsfortheCor alTriangleInitiative(CTI)ProgramistheSuluSula wesiMarine Ecoregion(SSME)Project,followedbytheSuluSulawesiSeascape(SSS)Project.Realizingthe importanceofconservingthefewremainingresourcesoftheSeascape,thethreecountries, Indonesia,MalaysiaandthePhilippinesenteredintoaMemorandumofUnderstanding(MOU)in 2004adoptingtheEcoregionConservationPlan(ECP).TheMOUle dtothecreationoftheT ri NationalCommitteeandthr eesubcommittees,namely:Sus tainableF isheries;Endangered, CharismaticandMigratorySpecies;andMPAsandNe tworks.Onthegr ound,MPAnetworksare nowbeingmappedoutanddelineatedinthreemarinebiodiversityconservationcorridorsofthe seascape.Experiencesindr aftingtheE CP,workingtowardsthesigningoftheMOU ,organizing thesubcommitteesande stablishingMPAnetworkswi llhelpjump startfutureandsimi lar programsoftheC TIinotherp artsofthec ountry.

Financialresourceswillhavetober aisedtoachievetheambitioust argetsoftheNPO A.Tothis end,ourdevelopmentpartnershavebeenassiduouslyassistingallCTIcountriesbypoolingtheir resourcestogetherandw orkingwithe achothera smucha spossible.Simultaneously,theNPO A realizestheneedtocomeupwithsustainablefinancingmechanismsthatwillallowthecountry

ThelastsectionoftheNPOAoutlinesasetofindicatorsthatwillhelpthecountrymonitorand evaluateitsprogressoverthenextdecade(seeSectionVI).Quantitativetargetsforsome actionsstillneedtobeset,andthiswillbedonewhentheNPOAistranslatedintoanimplemen tationplanthatwilldetailtheannualtasksandresponsibilitiestobeperformedbyallmajor stakeholdersandplayersinCRM.

NPOA VISION STATEMENT

A highly productive archipelagic state:

That is globally unique, resilient and a center of diversity, with vibrant ecological integrity, including all species assemblages, communities, habitats and ecological processes;

That sustainably and equitably provides for the socio-economic and cultural needs of human communities dependent on it, and adaptive to extreme weather events due to climate change; Whereby biodiversity and productivity are sustained through the generations by collaborative and adaptive management across all political and cultural boundaries contributing to the vision, goals and objectives of the Sulu-Sulawesi Marine Eco-region/ Seascape and the Coral Triangle.

NPOA MISSION STATEMENT

To arrest the accelerating degradation of the natural environment and to conserve the country's biodiversity, in order to maintain ecosystem services, ensure food security, and improve human well-being through effective governance across all geo-political and cultural boundaries.

TheGovernmentoftheRepublicofthePhilippinesadoptstheGuidingPrinciplesoftheCoral TriangleInitiativelaidoutintheR egionalPlanofActionagr eedbytheCor alTriangleCountries (Philippines,Indonesia,Malaysia,PapuaNewGuinea,T imorLesteandSolomonIslands)during theCTILeaders'SummitinMay2009.TheseprincipleswillguideouractionsundertheCoral TriangleInitiativeprocess:

Principle #1: CTI should support people-centered biodiversity conservation, sustainable development, poverty reduction and equitable benefit sharing.CTIgoalsandactionsshouldaddressbothpovertyreduc tion(e. g.foodsecurity,income,andsus tainablelivelihoodsforcoastalcommunities)and biodiversityconservation(e.g.conservationandsustainableuseofspecies,habitats,and ecosystems).

Principle #2: CTI should be based on solid science. Solidscienceanddataon fisheries,biodiversity,naturalresources,andpo vertyreductionbenefitsshouldf ormaba sis forestablishinggoalsandimplementationactivities.Intheabsenceofconclusivescientific information,thepr ecautionaryprinciple/approachwi llapply.

Principle #3: CTI should be centered on quantitative goals and timetables adopted by governments at the highest political levels.Concrete,quantitative goalsshouldbeestablishedthataremeasurableandlinkedtospecificandrealistictime tablesforachievement.Specificmilestonesshouldbeadoptedthatdefineprogresstoward achievingthesegoals.Goalsshouldcoverbothnationalandregionallevels.Indicators shouldbeadoptedforthetargetsandtimeframes.

Principle #4: CTI should use existing and future forums to promote implementation. Relevantexistingforumsshouldbeusedtoimplementactionsunder theCTI.Theseinclude,forexample,thetrinationalcommitteeontheSuluSulawesiMarine Ecoregion(SSME)andthemultinationalcommissionoftheBismarckSolomonSeas(BSSE); AsiaPacificEconomicCooperation(APEC);AssociationofSoutheastAsianNations(ASEAN); SecretariatfortheSouthPacificRegionalEnvironmentProgram(SPREP);theBrunei,Indone sia,MalaysiaandPhi lippinesEastASEANGrowthArea(BIMPEAGA);ArafuraandT imorSeas ExpertsForum(ATSEF);andP artnershipsfortheEn vironmentalManagementoftheSe asof EastAsia(PEMSEA).

Not for Reproduction or Quotation Principle #5: CTI should be aligned with international and regional commitments. Goalsandactivitiesshouldbesupportiveofinternationalandregional commitmentsalreadymadeunderrelevantlegalinstrumentsandmultilateralprocesses (e.g.,SSME,Con ventiononBiologic alDiversity,MillenniumDevelopmentGoals,ASE AN, APEC,PacificIslandsF orum,ConventiononIn ternationalTradeonEndang eredSpecies (CITES),UnitedNationsConventionontheLa woftheSe a(UNCLOS),RegionalF isheries ManagementOrganizations(RFMOs),andUnitedNationsForumonCombatingClimate Change(UNFCCC)).

Principle #6: CTI should recognize the transboundary nature of some important marine natural resources. Goals/activitiesshouldtakeintoaccountthe transboundarynatureofsomemarineresources&threats(landandseabased)tothese resources(e.g.,sharedfishstocks,migratoryseaturtlesandmarinemammals,Illegal, UnreportedandUnr egulated(IUU)fishing ,livereeffishtr ade).Transboundaryactivities underCTIshouldnotprejudicerecognizedboundariesorongoingnegotiationsonlegal boundariesbetweennations.

Principle #7: CTI should emphasize priority geographies.Goals/activities shouldhelpfocusresourcesandinvestmentsonprioritygeographies(e.g.,largescale "seascapes"requiringprioritizedattention,identifiedthroughecoregionalassessment processes).

Principle #8: CTI should be inclusive and engage multiple stakeholders. MultiplestakeholdergroupsshouldbeactivelyengagedintheCTI,includingothernational governments,localgovernments,NGOs,privatesectorcompanies,bilateraldonoragencies, multilateralagencies,indigenousandlocalcommunities,coastalcommunities,andthe academicandr esearchsector.

Principle #9: CTI should recognize the uniqueness, fragility and vulnerability of island ecosystems.

Thecommitmentstoactionoutline dinthissectionf ormthehe artoftheCor alTriangleInitiative. Therearethreemajorsubsections.Thefirstsubsectionprovidestheoverallframework,i.e. IntegratedCoastalManagement(ICM)thatguidesallactionsandtargetsofthePhilippineCTI NPOA.

Thesecondsubsectioncontainsthespecificcommitmentstoaction,organizedaccordingtothe fivegoalsandtargetsenumeratedintheCTIRegionalPlanofAction.

ThefiveoverallgoalsasoriginallyagreedattheSOM1meetinginDecember2007coverthe following:(1)priorityseascapesaredesignatedandeffectivelymanaged;(2)ecosystemap proachtomanagementoffisheries(EAFM)andothermarineresourcesfullyapplied;(3)marine protectedareas(MPAs)establishedande ffectivelymanaged(includingc ommunitybased resourcemanagement);(4)climatechangeadaptationmeasuresachieved;and(5)threatened speciesstatusimproving.

Regionaltargetsforeachgoalaretimebound,severalofwhichhaveaquantitativedimension, allowingformoreobjectivemeasurementandmonitoringofprogress.

Undereachtargetisalistofspecificprioritizednationalactionsthatwillbecompletedby2020. Subactionsindicateddonotprecludeotherrelevantactions.ThePlanismeanttobeadaptive andflexible,atthesametimeusefulenoughforvariousgovernmentlevelstoharmonizewith theirrespectivesectoralandeconomicdevelopmentplans.Thelistofnationalactionswillbe furtherrefinedasthePhilippinegovernmentsubjectstheNPOAtofurthervalidationacrossthe country,anda simplementationgetsunderway.

Thethirdsubsectioncontainsalistofoverarchingcommitmentstoactionthatarecrosscutting innature,spanningmultiplegoalsandissues.Strategiescontainedinthissubsectionare lessonslearnedthroughyearsofimplementingmarineandcoastalconservationprogramsacross thevariousregionsandpr ovincesofthec ountry.Islandwidew orkshopsacrossthethr eemajor islandgroupswereconductedtosolicitinputsfromCRMpractitionersinbothpublicandprivate sectors.Resultswereenrichedandvalidatedbynationalspecialistsfromallmajorfieldsof expertiseconcernedwithCRM.

Thisfinaldocumentthusrepresentsaconsolidationofstrategiesandtargetsthatweregener atedbyabottomupapproach,hopefullyensuringwideacceptanceandparticipationinimple mentingtheCTINPOA.Amoredetailedimplementationplanwillbeformulatedimmediately aftertheNPOAhasbeensubjectedtotheapprovalprocessofthegovernment.

Not for Reproduction or Quotation FRAMEWORK FOR INTEGRATED COASTAL MANAGEMENT Integratedcoastalmanagement(ICM)isadynamicprocessofplanningandmanagementinvolv ingstakeholders,andrequiringtheanalysisoftheenvironmentalandsocioeconomicimplica tionsofdevelopment,theecosystemprocesses,andtheinterrelationshipsamonglandbased andmarinebasedactivitiesandjurisdictions.Itisrecognizedasaneffectiveapproachtosustain ablecoastalandmarinedevelopmentwithdemonstratedbenefitsinenhancingeconomic growth,ecosystemprotection,promotionofsocialequityandqualityoflife.TheICMprocess triestobreakdownthebarrierserectedbytraditionalsectoralmanagementofnaturalresources aswellasthedividethatexistsamonglocalgovernment,nationalagencies,communitygroups, andnongovernmentorganizations(NGOs) 1.Itemphasizestheintegrationofmanagement acrossbothenvironmentalandhumanrealmstosolvecomplexproblemsthatspansectoral concerns,ecosystems,institutionsandpoliticalboundaries 2.

InternationalguidelinesonICMhavebeendevelopedbyvariousinternationalagenciessuchas theUnitedNationsEnvironmentProgramme(1995),FoodandAgricultureOrganization(1991), WorldBank(1993),andW orldCoastConferenceReport(1993),amongothers.

ThroughExecutiveOrder533(2006)entitled"AdoptingIntegratedcoastalmanagementasa nationalstrategytoensuresustainabledevelopmentofthecountry'scoastalandmarineenvi ronmentandresourcesandestablishingandsupportingmechanismsforitsimplementation", ICMhasbeenlegallydeclaredasthenationalmanagementpolicyframeworktopromotesus tainabledevelopmentofthecountry'scoastalandmarineresourcesinordertoachievefood security,sus tainablelivelihood,povertyalleviation,andr eductionofvulner abilitytohazards, whilepreservingecologicalintegrity.

CoastalmanagementprogramsinthePhilippineshavebeenimplementedforoverthreede cadesbeginningwiththecreationoftheNationalEnvironmentalProtectionCouncilin1976. UndertheCouncilwasaCoastalZoneandManagementCommittee,whichwaslaterrenamedas InterAgencyCommitteeonCoastalZoneManagement(CZM).TheCZMprovidedpolicyrecom mendationsandformulatedalongt ermprogramforCZM.TheF isheriesActof19 75passedon theresponsibilitiesforfisheriesmanagementtobothnationalandmunicipalgovernments. Recognizinganincreaseincommunitybasedmanagementinitiatives,thegovernmentdevolved controloverfisheriestolocalcommunitiesundertheLocalGovernmentCodeofthePhilippines. TheprimaryelementofreformoftheLocalGovernmentCodeisthedevolutionofthemanage mentofnearshorefisheriestomunicipalitiesinlocalfishingcommunities.Implementationof variousICMprojectsandprogramsfollowedandanICMframeworkwithabenchmarksystem wasintroduced.

Thereisahostofothernationalandlocallaws,ordinancesandpoliciesthatdirectlyrelateto ICM.AnnexAcontainsapartiallistofnationallawsrelatingtobiodiversityconservationthat havebeenp assed,someofwhichar ealreadybeingimplemen tedinsomep artsofthec ountry. TARGET #1 REGION-WIDE CORAL TRIANGLE MPA SYSTEM (CTMPAS) IN PLACE AND FULLY FUNCTIONAL A comprehensive, ecologically representative and well-managed region-wide Coral Triangle MPA System (CTMPAS) in place -- composed of prioritized individual MPAs and networks of MPAs that are connected, resilient, and sustainably financed, and designed in ways that (i) generate significant income, livelihoods, and food security benefits for coastal communities; and (ii) conserve the region's rich biological diversity. In accor- dance with emerging scientific consensus, the CTMPAS will include the following quanti- tative targets for the region as a whole:

Ultimate targets: Significant percentage of the aggregate total for the Coral Triangle region derived from each coastal habitat e.g coral reefs, seagrass beds, mangroves, beach forests, wetland areas and marine/offshore habitat will be in some form of designated protected status, with 20% of each major marine and coastal habitat type in strictly protected "no-take replenishment zones" (to ensure long-term, sustainable supplies of fisheries).

ThegeneralapproachtoimplementingtheCTINPOArestsonanumberofcrosscuttingcompo nentsneededtoimplementthedifferentactionsundereachregionaltargetandgoal:research requirements,enablingpolicy ,planningba sedonbe stpracticesandle ssonslearned,capacity building,enforcementofENRlaws,andIECcampaigns.Thesecomponentsensureconsistency withtheICMframeworkandmaycontributetoachievingmorethanonegoal.Theyemanated fromaseriesofsubnationalconsultationworkshops.Theywillserveasbasisindeveloping implementationguidesandamoredetailedimplementationplanfortheNPOA.

I. RESEARCH REQUIREMENTS

1. Conduct research in the natural sciences. Detailedbiophysicalassessmentsperiodicallyneedtobeundertakentosupportinformation needsfordecisionmaking.Naturalscienceresearchwillcoverbaselineresearchsuchasoceano graphicstudies,connectivitystudies,redlistassessmentsandresourceprofiling.Ongoingstock assessmentstudieswillbecontinued,whilelongtermmonitoringresearchonhabitats,fisher iesandthr eatenedspecieswi llbede veloped.Targetedresearchfortunawi llfocusonde termin ingandmappingspawningareas,implementingataggingprogram,anddeterminingimpactsand dynamicsofgearinteraction.Meanwhile,researchforthreatenedand/orlegallyprotected specieswillfocusonidentifyingcriticalhabitats,populationanddistribution,andmappingof geneticrelationshipsamongpopulations.BiodiversitychecklistsintheCTwillbeupdated.

Researchonfisheries/aquaculturewilltacklebiophysicalimpactsoffishinggearsthatshould leadtoappropriatepolicyrecommendations.Thefullcycleofaquacultureofreeffoodfishand highvaluemaricultureinvertebratesforstockenhancementandtradewillbedetermined,along withtheirenvironmentalandsocialimpacts.

Emergingresearchrequirementsincludestudiesrelatedtoadaptingtoglobalclimatechange, e.g.resilienceofcriticalhabitats,bestcropsandspeciessuitedforclimatechange,establish mentofgenebanks,andmodelssimulatingtheimpactsofclimatechangeonthemarineenvi ronment.Otherresearchrequirementsincludethefollowing:

1. Conductofresearchoncoastalandmarineecosystemcarryingcapacitiesat varyingscales(includingforaquaculture) 2. Conductresearchtoshowlinkbetweennaturalandsocialsciences 3. ReviewcurrentknowledgeonExotic/InvasiveAlienSpecies(IAS)thatthreaten ecosystem,habitats,speciesandhumancommunities. 4. Developresearchonendemicmarinespecies. 5. EcologicalinteractionsofArtificialReefswithnaturalsystems 6. Impactofinfrastructuresanddevelopmentprojectsonnaturalsystems 7. Formulateandimplementnondetrimentalfinding(NDF)protocolandguide linesforcommerciallyexploitedspecies.

Mechanismstostandardizeresearchmethodsandmonitoringprotocolsandguidelines,aswell aslongtermmonitoringprogramsforkeyspecieswillbedeveloped.

Wastemanagementpracticeswi llbea ssessedande valuated,andappr opriatepolicieswi llbe formulated.Conflictresolutionontenurialinstrumentsandtradeoffsforcoastalcommunities willbeundertakenusingexistingcasestudies.

Climatechangevulnerabilityassessmentswillincludestudiesontheimpactsofextreme weathereventsonfisheries,livelihood,commerceandtrade,withemphasisonpoorand marginalcommunitiesinthecoastalarea.

3. Embark on knowledge management Nationalandsubnationalforawillbeconductedtodisseminatestudiesandresearchresults, particularlybestpracticesontheconservationofmarineandcoastalresourcesespeciallyin responsetoclimatechangepressure.Metadatabasesandmanagementinformationsystems willbedevelopedforefficientinformationexchangeonstockassessmentstudies,gearinven tory,ands tatusofaqua ticresources,andf orfeedingintothemonit oringande valuationsystem. APhilippineCTIwebsitewillbedevelopedwhichwillcontainallCTIrelatedinformationand progressonline.

4. Establish a multidisciplinary experts group to develop the CTI Strategic Research Agenda Theexpertsgroupwillcollaboratewithotherresearchinstitutionsandrelatedorganizationsto developaunifiedoragreedresearchagendaforCTI.Itwillserveastheclearinghousenotjust forresearchtopicsbutalsotoencourageharmonizationandcomplementationoffunding. Consequently,sciencemanagementstakeholderlinkageswi llbes trengthenedthroughregular feedbackandresponsemechanisms,suchasbiannualstakeholderconferencesandpublication ofresearchresults.

II. ENABLING POLICY

1. Assess existing policies and map out conflicts Atechnicalworkinggroupwillbecreatedtoassessexistingpoliciesandconflictsandmake recommendationsonharmonizingoverlappingandconflictingpolicies.Thegroupwillreview existingpoliciesandtheirimplic ationonthemanag ementofe xistingMPAs,biodiversityconser vation,climatechangeimpacts,harvestandtrade.PolicyreviewswillinitiallyfocusonRA8550 (FisheriesCode),RA7 586(NIPASAct)andRA7 160(LocalGovernmentCode).

III. PLANNING BASED ON BEST PRACTICES AND LESSONS LEARNED

1. Spatial Planning a) Identifyandenhancemanagementofcoastalareasattheseascapelevel. Seascapesrefertolargemarineareasthathavebeendesignatedasunitsforecosystembased resourcemanagementand/orbiodiversityconservation.Philippinewatershavebeensubdi videdintosixbiogeographicregions,namely:SouthChinaSea,SuluSea,NortheasternPhilip pinePacificSeaboard,VisayanSea,CelebesSeaandtheSoutheasternPhilippinePacificSea board(seeF igure2).The sebiogeographicregionsweredeterminedthroughaserie sofoce ano graphic,resourceassessmentandotherscientificstudiesandnationwideconsultations,andare nowbeingpr oposedasseascapesinthec ountry.Biogeographicmariner egionswithactiv e conservationandmanagementinterventionscanbeprioritizedasPhilippineseascapesunder theCTI.Mapswillbeproducedfromthedatagenerated,includingfromcarryingcapacitystudies tobeconductedinthearea.Fromthese,boundariescanbedelineatedforvariousmanagement zonesintheseascapes. b) Establishandimplemen tMPAnetworks. MPAnetworksaredefinedasbothec ologicallyandfunctionallylink edinstitutionalandsocial networks(NOAA2007).ThePhilippineMarineSanctuaryStrategy(Philmarsast),including presenceofthreatenedandcharismaticspecies,thePhilippineKeyBiodiversityAreas(KBA) criteriawillguidetheiden tification,establishment,rectificationandmanag ementofMP As throughoutthec ountry.Es tablishmentofMP ANetworkswilllikewisebeba sedonscien tific evidencesuchaslarvalsourcesandsinks,migratorypatterns,and/orvulnerabilityassessments, amongothers.Thesenetworkswillbeformalizedthroughlegalinstrumentsthesoonesttime possible.

Specialattentionwillbeacc ordedtoenhancingmangr oveMPAs.Toachievethede siredman grovefishpondratioof4:1fromthecurrentratioof0.5:1,mangroveforestsinthecountrywill berestoredandrehabilitated.Abandonedfishpondswillbereconvertedbacktomangrove foreststhroughathoroughreviewofexistingForeshoreLeaseAgreements(FLAs)andrelated policiesandimplementationofexistingarrangementsonreconversion.

2. EachGMPwillbetranslatedintoanInvestmentPlancontainingsustainablefinancingmecha nismsforCTIthroughlegislativemeasures,publicprivatepartnerships,andmarketbased instrumentssuchasecocertificationandPaymentsforEnvironmentalServices.Bestconserva tionandmanagementpracticesoneconomicincentivesfortheconservationofendangered flagshipspecieswillbeadopted,andincentivesystemsforgoodperformingLGUswillbedevel oped.

Sustainablefinancingschemesmaytaketheformofregularbudgetallocationsfornational governmentagenciesandLGUs.Thebudgetingprocessofthenationalgovernmentwillbe reconfiguredbasedontheCTINPOArequirements,whichinturnwillbebasedoncostbenefit studies.AT rustFundf orClimateChangewi llbee stablished,partiallysourcedfromeconomic instrumentssetupf orseascapeandMPAmanagement.

IncentivesystemswillbeprovidedforLGUs,communitiesandtheprivatesectorthatpractice ICM/CRM.Awardswillbegiv enforthosetha tdemonstratebestpracticesinw atershed,MPA, businessorplantoperations.Awatershedcertificationsystemwillthusbedeveloped,espe ciallyatthelocallevel.Economicincentiveswillbeprovidedforclimatefriendlyoperationsin thebusinesssector.Ontheotherhand,appr opriatedisincentiveswi llbede signedforwouldbe violatorsofenvironmentallawsandregulations,suchasmarketbasedfinesandpenalties. StakeholderswillbeengagedtowardsacommonvisionandadoptionoftheGMPsatvarying levelsofgovernance.Regularfeedbackwiththegeneralpublicwillbeestablished,andappro priategovernancemechanismswillbesetinplace.

IV. CAPACITY BUILDING

1. Build capacity in developing sustainable livelihoods Environmentfriendlylivelihoodopportunitieswillbeintroducedparticularlytoareasthatare mostatriskduetoclimatechange.Potentialalternativelivelihoodswillbeexplored,preferably thosethatmakeuseofindigenoustechnologyoratleasttechnologythatiseasilytransferred, andiscapableofweaningpeopleawayfromunsustainableresourceextractionandharvesting. Alternativesshouldensuretheintegrityoftheecosystemsbeingconserved,andshouldnotjust replacethedestructivemethodsbeingreplacedintermsofimpactsontheenvironment.In particular,ecotourismwillbee xploredasonesour ceofnone xtractivelivelihoodopportunities whilesimultaneouslypromotingconservationtokeepareasasviableecotourismattractions. Intheareaofaquaculture,technologiesthatarebothenvironmentfriendlyandequitablewill bepromoted,followingtheCodeofConductf orResponsibleF isheriesinAquacultur eand FisheriesManagement.

5. Build Capacity of Law Enforcement Agencies Theinteragencyenforcementtaskforceandregionallawenforcementcoordinatingcommit teeswillbestrengthened.

Anoverallnationalenforcementplanwillbedrafted.ThePlanwillincludewaysonhowto improvethecapacityofcyanidedetectiontestlaboratoriesonland,anddevelopmentofa portablecyanidetestkita ssupportt oenforcement.ImplementationoftheCoa stWatchSouth willbepursued.

Incentiveschemesforlocallawenforcementteams,e.g.BantayDagat,willbedevelopedand mainstreamedintoLGUplansandbudgets.Equipmentandlogisticsforrescue,treatmentandreha bilitationofstrandedmammalswillbesecured.BantayDagatteamswillberegisteredascommunity basedorganizationswiththerelevantnationalagencies,andBantayDagatmemberswillbedepu tizedasfishw ardens.Successstorieswillbedocumen tedandr eplicatedinotherp artsofthec ountry. Disincentiveschemesforviolatorswilllikewisebedeveloped,suchasmarketbasedfinesand penalties,andimplementationofregistrationandlicensingschemesformunicipalandcommercial fisherfolk.

Trainingprogramswi llbede velopedforallp artsoftheen forcementchain,i.e.p atrollingandde tec tion,arrest,prosecution,convictionandpaymentoffinesandpenalties.Fortheprosecutionsystem andjudiciary,existingtrainingprogramswi llber eplicatedandthee stablishmentofGr eenCourtswill befasttracked.

Tocombatpoaching,capacitywillbebee fedupb yprovidingadditionalaircraftandp atrolvesselsfor theimplementationoftheV esselMonitoringSystem(VMS)andtheR egionalObserverProgram.

V. ENFORCEMENT OF ENR LAWS

Antiwildlifetraffickingbodiesandwildlifeenforcementofficerswillbedeputizedtoimplementthe WildlifeAct.Monitoringofentryandexitpointsforwildlifetradewillbestrengthened.Nationaland RegionalWildlifeManagementCommittees,pursuanttoR.A.9147willbecreatedandstrengthened whichinturnwillnetworkanddevelopcoordinationwithtradepartners. 28 REPUBLIC OF THE PHILIPPINES For CTI Leaders Summit Only. Withrespecttomangroveconservationlaws,aninventoryoffishpondsillegallylocatedinmangroves willbec onducted,andi llegalfishpondo wnerswi llbepr osecutedaccordingly.ProvisionsinRA85 50 andPD7 05onmangr oveconversionandcut tingwillbes trictlyenforced.Inr elationtothis,F ishpond LeaseAgreements(FLAs)andMangroveStewardshipAgreements(MSA)regulationsagainstconver sionofmangrovesforotherpurposeswillbestrictlyenforced. Casesofprivatetitlesinpubliclandswillbeinvestigated,particularlythosethatarelocatedinwet landsandnearcoastalareas.

RA No. 7586aimstoprotectandmaintainthebiologicaldiversitiesandsecurefortheperpetual existenceofallnativeanimalsandplantsthroughtheestablishmentofintegratedprotected areas.RANo.9147setsfourobjectives:(1)toprotectandconservewildlifespeciesandtheir habitat;(2)toregulatethecollectionandtradeofwildlife;(3)topursuewithdueregardtothe nationalinterest,thecountry'scommitmentstointernationalconventions,protectionofwildlife andtheirhabit ats;and(4)t oinitiateorsupportscien tificstudiesorc onservationofbiodiv ersity.

Executive Order (EO) No.578wasissuedbythePresidentin2006establishingthenationalpolicy onbiologicaldiversity,prescribingitsimplementationthroughoutthec ountryparticularlyinthe SuluSulawesiMarineE cosystem(SSME)andtheV erdeIslandP assageMarineCorridor.This policylikewiseprovidesforther eviewandt oupdatetheE CP;createandor ganizeaTaskForce onVerdeIslandP assage(VIP)t oensuresustainableuseofit sresources;andiden tifyother marinebiodiversitycorridorswithintheSSMEthatrequireurgentattentionandformulate appropriateconservationandmanagementstrategies.

Presidential Proclamation No. 1028wasissuedinJune1997declaringtheentireSuluand CelebesSeasasanintegratedconservationanddevelopmentzone.Theprimarypurposeofthe proclamationistoconservetherichbiodiversityoftheSuluandCelebesseaswhileimplement ingsustainabledevelopmentactivitiesparticularlyinthefisheriesandtourismsectors,thus ensuringtheeconomicwellbeingofcoastalcommunitiessurroundingtheSuluandCelebes Seas.

DENR Administrative Order No. 2007-17wasissuedtoprovideguidelinesregardingspecialuses inprotectedareas.Theseguidelinesprovide,amongotherstheallowablespecialuses,the requirementsandprocessforapplyingforthespecialuseagreementinprotectedareas.

EO 774reorganizedthePr esidentialTaskForceonClima teChange(PTFCC)andw asissuedon Dec.26,2008.

RA 8435,orthe Agriculture and Fisheries Modernization Act (AFMA) (1997),seekstomodernize theagricultureandfisheriessectorbytransformingthesectorfromaresourcebasedtoatech nologybasedsector.RA8435en visionsincreasedprofitabilityforfarmandfisher yoperators, enhancedfoodsecurityforthepopulace,andimprovedmarketcompetitiveness.Animportant featureofRA8435istheiden tificationofStr ategicAgricultureandF isheriesDevelopmentZones (SAFDZ),spanningvariousLGUterritories.SAFDZwillfeatureanintegrateddevelopmentplan consistingofproductionprocessing,investment,marketing,humanresourcesandenvironmen talprotectioncomponents.RA8435shallalsodevelopmediumtolongtermAgricultureand FisheriesManagementPlans,r ationalizecreditdelivery,improveirrigationservicesdelivery, andprovideadequateandtimelyinformationformarketingsupport.

RA 6969 is the Toxic Substances, Hazardous and Nuclear Wastes Control Act whichimplements thecountry'scommitmentstotheBaselConvention.

RA 9522 otherwiseknownasthe Baselines Law definesthebaselinesoftheterritorialseaofthe Philippines.ItwassignedintolawonFebruary17,2009.

Fisheries Administrative Orders (FAOs)havebeenissue dbytheD ABFARinpur suitoffisherie s management.

Thecountryissignatorytoanumberofinternationalconventionsthatrelatetofisheriesand coastalresourcesmanagement,someofwhichar ementionedbelow.

Theearliestconventionisthe Indo-Pacific Fisheries Commission Agreementadoptedin19 48, lateronamendedfirstin1952andlatestin1996.Itsprincipalobjectiveistopromotethefulland properutilizationoflivingaquaticresourcesbythedevelopmentandmanagementoffishing andcultureoperationsandbydevelopmentofrelatedprocessingandmarketingactivities.

TheConvention on International Trade in Endangered Species of Wild Flora and Fauna (CITES) was adopted in 1973,andlateronamendedin1979.Itcontainsalistofspeciesthatareconsid eredendangered,hencearerestrictedinbeingtradedacrosscountries.Thelistisconstantly

TheCode of Conduct for Responsible Fisherieswassignedinthec ountryin1995,whi lethe ConventionontheConser vationandManag ementofH ighlyMigratoryFishStocksintheW estern andCentralPacificOceanwassignedinSeptember2000.Itsprincipalobjectiveistoensurethe longtemconservationandsus tainableuseofhighlymigr atoryfishs tocksintheW esternand CentralPacificOcean.ArelatedConventionratifiedin2003istheConventionontheConserva tionofMigratorySpeciesofWildAnimals,whichrecognizesandtakesintoaccountthe transboundarynatureofthemigrationpatternsofsomespecies,suchastuna,mackerel,etc.

TheUnited Nations Convention on the Law of the Sea, or UNCLOS,providesguidelinesindeter miningtheextentofterritorialwatersandexclusiveeconomiczones,andrulesapplicableto shipstraversingthroughinternationalwatersandstraitsusedforinternationalnavigation, amongothers.

1. Integrated Coastal Resource Management Project (ICRMP)

ICRMPiscurrentlyimplementedforsustainablemanagementofthecountry'scoastalresources andtoincreasetheincomeofthecoastalcommunities.Theprojectisbeingimplementedin seventy(70)municipalitiesandsix(6)provinces,four(4)ofwhicharewithintheSSME.

Ithasfour(4)componentsnamely:(a)PolicyandInstitutionalStrengtheningandDevelopment; (b)ICRMandBiodiversityConservation;(c)EnterpriseDevelopmentandIncomeDiversification; and(4)SocialandEnvironmentalServicesandFacilities.

2. USAID's EcoGov Project Phase 2 (EcoGov2)

EcoGov2incollaborationwiththeDepartmentofEnvironmentandNaturalResources(DENR), variousleaguesoflocalgovernmentunits(LGUs),DENRAutonomousRegioninMuslim Mindanao(ARMM),andtheDepartmentofInteriorandLocalGovernment(DILG)isstrengthen ingLGUstorespondtovariouschallengesthoughlocalizedbutstrategicactionsthataimto:a) Reduceoverfishingandtheuseofdestructivefishingpractices;b)Reduceillegalloggingand conversionofna turalforests;andc)Impr ovethemanag ementofsolidw astesandw astewater.

3. Fisheries Improved for Sustainable Harvest (FISH) Project

TheFISHProjectaimstoaddressavarietyoffisheriesmanagementissuesinfourecologically andeconomicallysignificantmarineecosystemsinthePhilippines.Amongtheseissues,anda greateremphasiswillbefocusedonthoserelatingtooverfishing,illegalfishing,andhabitat destructioncombinedwithincreaseddemandforfishandhighpopulationgrowth,whichcon tinuetodrivefisheriesproductivityintodeeperdecline.

TheFISHProjectisa7yeartechnicalassistanceprojectconsistingofa5yearperiodthatcom mencedinSeptember22,2003andwillendSeptember21,2008.TheProjecthasa2yearoption forextensionuntilSeptember21,2010.

4. Sustainable Coastal Tourism Project in Asia (SCOTIA) 2003-2008

TheoverridingobjectiveoftheProjectistheprotectionofthecoastalandmarineecologyinthe projectsitestopromotetourismandincreasethecapabilityofthelocalcommunityandtourism industrytomanagetheseresources.TheSCOTIAprojectaimstobuildlocalcapabilitytoincrease sustainability,reducetheneg ative"ec ologicalfootprint"oftheloc alcommunityandthet our ismindustry,andincr easethepositiv eandsus tainableaspectsofc oastaltourismthroughan allianceofconservationadvocatesandlocalandinternationaltourismoperators.

TheProjectassisthotels,resortsanddiveshopoperatorstocommittospecificactivitiesand improvementstoreducetheirenvironmentalimpactsandtoincreaseefficiency;supportLocal GovernmentUnits,communitiesandotherlocalstakeholderstoincreaserecyclingand compostingintheirareasandidentifyandimplementaffordablewastetreatmentanddisposal systems;and,assisthotels,resorts,diveshopoperators,LGUs,communities,andotherstake holderstodevelopandimplement"userfees"tohelpfundconservationandmanagementof coastalandmarineresources,includingimprovementofcapacityoflocalcommunitiestoen forceande ffectivelymanagetheirmarinepr otectedareas(MPAs).

ItsupportscommunitybasedapproachesandengageLGUsandruralcommunitiesindesigning andimplementingsubprojectstoaddresspriorityruralconcerns.

6. Sustainable Management of Coastal Resources in the Bicol and Caraga Regions (SUMACORE)

ThemainobjectiveofSUMACOREisforpovertyalleviationintheareasofinterventionandto improvethemanagementofcoastalfisheriesresources.ItisbeingimplementedbytheDepart mentofAgricultur ethroughtheBur eauofF isheriesandAqua ticResources(DABFAR)inc ollabo rationwiththeLGUs.TheProjectcomponentsare:CoastalResourceManagementCRM),Liveli hood,CapacityBuildingandInformationandEducationCampaign.

7. Southern Mindanao Integrated Coastal Zone Management Project (SMICZP)

SMICZPissupportedbytheOverseasEconomicCooperationFundandimplementedbythe DepartmentofEnvironmentandNaturalResourcesinSouthernPhilippines(RegionXI).Itaims toenhancethestrategicintegrationofthemanagementofthecoastalandwatershedecosys temstoassurethesustainabledevelopmentoftheMt.MatutumProtectedLandscapeand SaranganiBayProtectedSeascape,BalasiaoWatershedandMalalagBa y.ThePr ojectwasimple mentedbytheDepartmentofEnvironmentandNaturalResourcesinSouthernPhilippines.The Project'smainobjectiveistoimplementanintegratedenvironmentalprotectionandmanage mentforcriticalecosystemsasimperativetosustainabledevelopment.

8. Sulu-Sulawesi Seascape Project (SSSP)

TheSuluSulawesiSeascapeProgram(SSS)strivestotranslatesitescalecoastalmanagement initiativesintoaneffectiveseascapewidegovernanceregimesupportedbyaconsortiumof committedpartnersthatprovidetechnicalexpertiseandinstitutionalsupportandrecognize stakeholderrealitiesintheSSS.

TheSSSPisbeingimplemen tedinV erdeIslandP assage,CagayanRidgeandBalabacStr aitMarine BiodiversityConservationCorridorstoassessstateofcoastalhabitatsandprovidescientificbasis fornetworkofMP Asinsupportofmunicip alfisherymanagementandmarinebiodiv ersity conservation.ThescientificresearchresultsfromSSShavebeenconsolidatedtoidentifythe areaswithineachcorridorwiththegreatestpotentialformarinebiodiversityconservationwhen consideringbothecologicalandthreatparameters.Theconsolidatedresultshavebeenusedto identifypriorityareasforstrengtheningandexpandingnotakezonesandmarineprotected areas(MPAs).

CIandpartnershaveconductedoutreachactivitiesandtrainingineachcorridortoincreaselocal supportformarineconservationandmanagement,targetinglocalcommunities,educatorsand students,governmentagenciesandlocalgovernmentunits,andmediagroups.Combined resourcesfromCIandthelocalgovernmentunitsensuredenforcementoperationsinthe municipalityareconducteddi ligently.

Atotalof650hectaresofmarineprotectedareasspanningfourmunicipalitiesoftheprov inceofTawiTawi.Managementboardsweredulycr eatedforeachofthemarinepr otected area,withthemunicipalgovernmentstakingleadership.Paralleltotheinitiativesatthe municipallevel,theprojectfacilitatedandassistedinthepassageofaProvincialEnviron mentandManagementPolicyFrameworkwhichwouldserveasaguideinthedevelopment ofenvironmentalandfisherieslawsfortheprovince.Thisframeworkwouldfacilitate mainstreamingtheenvironmentalmanagementintheexecutiveandlegislativeagendaboth atthemunicipalandprovinciallevel.

b)LapuLapu,CebuCoa stalResourcesandF isheriesConservationProject

LapuLapu,CebuisconsideredthecenterofcoastaltourisminthePhilippines.Millionsof touristsbothlocalandforeignflocktotheislandcityofLapuLapu,Cebuwhosemainattrac tionarewhitesandybeachesandcoralreefareas.Atotalofthreemarineprotectedareas wereestablishedwithatotalareaof33ha.TheprojectassistedtheCitygovernmentestab lishatouristfeesystemin2007.Logisticalandtechnicalsupportwasalsoprovidedforthe enhancementoftheCity'slawenforcementgroups.

c)Panglao,DauisandBacla yonBohol,Coa stalResourcesandF isheriesConservationProject

ThemunicipalitiesofPanglao,DaiusandBaclayonareknownforitsbeachesanddivesites andarepopulartourismdestination.Theprojectfocuseditssupportinstrengtheningman agementcapacitiesformarineprotectedareasthatwerealreadyestablishedpriortothe project.Theprojectorganizedandsupportedlocalgovernmentunitsinthedevelopmentof policiesandpassageofordinancerelatedtocoastalresourcesmanagement,marinepro tectedareas,andSolidW asteManagement.Directsupportt oenforcementgroupswasalso providedbytheproject.

d)MabiniandT ingloy,Batangas:CoastalResourcesandF isheriesConservationProject;and EnforcingWaterUseZ oneProject Technicalresearcheswereconductedtosupportimpr ovedmarinepr otectedareasmanage mentinMabiniandT ingloymunicipalitiesinthepr ovinceofBa tangas.Thesestudiesinclude SoilErosionstudiesinMabini,fishc atchmonitoringinMabiniandT ingloy.Withtheseinputs andtheapplicationofGISmapping,awaterusezonewasdevelopedforbothMabiniand Tingloy.Paralleltothesestudiescommunityvolunteersfrombothmunicip alitieswere trainedtoconductfishcatchandcoralmonitoring.Crossvisitstostudysiteswassupported bytheprojectonthetopicsrelatedtolawenforcement,sustainablefinancingandtourism services.Logisticalsupporttolawenforcementactivitieswasalsoprovidedbytheproject.

WWFPhilippinesisalsoextendingsupporttotheMarineLawEnforcementactivitiesinEl NidounderthebiggerbiodiversityconservationprojectbeingimplementedbytheElNido Foundation,withfundingfr omtheGlobalEn vironmentFacilityandT enKnotsCorporation.In 2007,ElNidoEnvironmentalLawEnforcementCouncil(ENELEC)spearheadedbythelocal governmentunitincollaborationwiththeProtectedAreaofficeestablishedaCommand PostUnitthr oughanEx ecutiveOrder.Thecr eationoftheCommandP ostresultedinmor e efficientandstreamlinedenforcementoperationswhichconducted184patrolsandresulted intheapprehensionof43casesofviolationsbothinthemarineandterrestrialareas.Sur veillanceandintelligenceunitswerealsoorganizedandtrainedatthelevelto facilitatethegatheringandtransmissionofrelevantinformationonenvironmentalcrimesto theenforcementunits.

10. Sulu Sulawesi Marine Ecoregion -Partnership for Sustainability TheSSMEmatchinggrantsprogramwasdesignedtodevelopconservationtechnologiesfrom learningsitesinthePhilippinesandIndonesiaaswellastoincreasethecapacityofWWFand collaboratorstoimplementregionalconservationwork.ThesitesinthePhilippinesareconsid eredmarinebiodiversitysignificantareasnamely:ApoReefinSablayan,OccidentalMindoro; PuertoGalera,OrientalMondoroandDonsol,Sorsogon.

a)ApoReefSablayanOccidentalMindoro ThisprojectisaimedatintegratingtheeffortsofthemunicipalgovernmentofSablayanin themanagementofitsmunicipalwatersandtheadjoiningwatersoftheApoReefprotected areasome35kmsfromitsshores.

TheMatchingGrantsprojecthassupportedlawenforcementactivitiesintheparkaswellas inthemunicipalwaters.Increasedsupportofthelocalgovernmentunittoparkmanagement wasalsorealizedwithinthetenureofprojectterm.Theparticipationoflocalpeople's organizationsinlawenforcementbothinmunicipalwatersandparkwaterswasinstrumen talinimprovedcoastalmanagement.Alsoin2007,aMunicipalOrdinanceconcurredwitha ProtectedAreaManagementBoarddeclaredthewatersofApoReefa"notakezone".This declarationmadeApoR eefNationalParkasthe2ndnot akezoneMPAinthePhi lippines nexttoTubbatahaReef.Insupportwiththispolicythemunicip algovernmentalsopr ovided livelihoodprojectstolessentheimpactoflocalfisherswhousedtofishintheregulated areasofApoR eef.

b)PuertoGalera,OrientalMindoro TheProjectwasabletomakegreatgainsthesettingupofinstitutionalframeworktosupport coastalresourcesmanagementintheareasuchasthedevelopmentofaCoastalResources ManagementPlan,or ganizationoftheT ourismSectorCoordinatingAssociation,creationofa CoastalResourcesManagementPlan,UplandT ourismCounci l,establishmentofne tworkof MPAsane tworkofc overing4000hect aresandthede velopmentofamarinepr otectedarea managementplanwhichisupforconsultationforrelevantstakeholders.Beforetheproject NATIONAL PLAN OF ACTION for the CORAL TRIANGLE INITIATIVE on Coral Reefs, Fisheries and Food Security 43 For CTI Leaders Summit Only. Not for Reproduction or Quotation endedinDec2007,theinitialphaseoftheEnvironmentalUserFeewasimplemented.Inthe first24daysofimplementationmorethanPhp800,000.00wascollectedbytheLGU.The projectisalsocoordinatingwiththeProvincialGovernmenttoupscaleandintegrateCRM activitiesatalargerscale.

c)WhalesharkandCRMinDonsol,Sorsogon Donsolisnowconsideredasoneofthemostpopulardestinationsforwhalesharkinteraction intheworld.Owingtothehighconcentrationsoffeedingwhalesharksinthewatersof Donsol,substantialeconomicbenefitshavebeenrealizedbythestakeholdersfromthe recentlydevelopedtourismactivity.Theinitialeng agementofWWFf ocusedonwhale shark tourism,theprojectthroughtheMatchingGrantsprogramdirecteditsattentionfromtour ismtofisheriesmanagement.Asindic atedina2 006study,thefisherie sofDonsolis32% overfishedandisattributedtotheencroachmentofcommercialfishingvesselsinitsmu nicipalwaters.Toaddressthissitua tion,aF isheriesManagementOrdinancewasenacted whichincludedapercentageallotmentofmunicipalincomefortheimplementationofthe FisheriesManagementOrdinance.Capacitiesofloc alfisherstomonitorfishc atchwerealso undertaken.Paralleltofishmanag ementordinance,MPAswasestablishedalongwiththe developmentitsmanagementplans.

Awhalesharkresearchwasalsoc onductedlastyear.Thisin volvedtheapplic ationofsa tellite tagstomonitormovementofwhalesharksbeyondDonsol,whiletheotheraspectofthe studyistoundertakephotoidentificationofindividualanimalstomonitornumbersof whalesharksfrequentingthearea.Basedonthesatellitedata,onewhalesharkwasmoni toredtohavesheditsPATHtagasfarnorthasTaiwan,whiletheothertw otagsthatwas installedwasmonitoredmovingaroundT icaoandBuria sStraits.Forthephot oidentification studies,fromatotalof189waterencounters,129suitablephotoswasusedtorecord72 distinctindividualsmonitoredinDonsolwatersthroughtheeffortsoftheinitiative.

Meanwhile,tourismarrivalislevelingoffat9255visitorsinthepreviousseasonwith5294 foreignand3961localresidents.Atotalof1.7millionpesoswasgeneratedbytheLGUfrom tourismfeeslastyear.

11. National Park and Cagayancillo TubbatahaReefNationalMarineP arkisoneofthebe stmanagedmarinep arksglobally,being thefirst"notakezone"MPAinthePhi lippines.Theareaofthep arkwasexpandedfrom32,000 ha.to92,828ha.byvirtueofapresidentialproclamationin2006andtheprogramisinthepro cesstoinstitutionalizetheexpandedparkthroughadecentralizedgovernancestructurethrough abilltobepassedbyCongress.

Throughtheeffectivemanagementofthearea,thehardcoralcovervaluesbreachedthepre bleachingeventin1997of45%to46%in2007.Thisisamanifestationthatrecoveryandresil iencycoralsaffectedbyextremeclimatepatternscanbeaddressedbyimplementingnotake zonesinthepark.

Intermsofthefishbiomass,210mt/km2wererecordedinthearea.Thisvalueismorethanfour timesaveragebiomassofag oodcoralreef.Withthesefigures,wecanconsiderTubbatahareefs asoneofthemostproductivereefsintheworld. Startingin2007,thePetronFoundationsupportsconservationoftherichbiodiversityinthe TubbatahaReefsandislandmunicip alityofCag ayancillothroughitssupportt oimprovingliveli hoodsandthesummerfellowshipprogram.

Population, Health and Environment Project, Roxas, Palawan Anemergingapproachtoconservationistheintegrationofpopulationandhealthinitiativesina givenarea.GreenIslandBayinRoxas,Palawanaknowndugonghabitatwaschosenasapilotsite forWWFPhilippinestoimplementthisnewapproachgiventhehighpopulationdensities, migrationratesanddeterioratingfisheries.Theprojectprovidedfortechnicaltrainingsand helpedsetuptheinstitutionalmechanismsthatresultedtoimprovedfishcatchfrom.7to2.4 kg/hrin2005to1.0to3.0kg/hr.TheBantayDagatwasorganizedwiththedeputationof32fish wardensandma deoperationalwith21appr ehensionsofviola torslastyear. Intermsofcontraceptiveprevalencerate,anincreaseof1%wasrealizedfrom32%to33%of totalreproductivewasreportedoveraperiodofoney ear.Thisincr easeinCPRisquit emodest giventhefactthatportionsoftheinitial32%wasprovidedforfreeofchargebyotherinitiatives, whiletheexistingrateofuseissoleybasedonpurchasedcommoditiesbythecommunities giventhatnocommodityareprovidedfreeofcharge.Thedistributionoffamilyplanningcom moditieswasfacilitatedthroughtheBoticasaBarangayoutlets.Intherecentlyconcluded3nd NationalPopulationHealthandEnvironmentForum,thisprojectwasacknowledgedasamodel siteforPHEinitia tiveinthec ountry.

13. Malampaya Sound - Irrawaddy Dolphin Conservation Project TheMalampayaSoundistheonlyknownhabitatoftheendangeredIrrawaddydolphin(Orcaella breirostris)inthePhilippines.Anestimated77individualsofdolphinsremainbasedonthe2001 baselinesurvey.Giventhes tatusofthepopula tion,thepr ojectwasablet olisttheIrr awaddy dolphinsofMalamp ayaascriticallyendangeredundertheNa tionalRedDataList.However, sevenyearsaftertheprogramwasinitiatedatotalof43dolphinmortalitiesweredocument. Thiswasattributedtoaseriesofeventsthatledtothebreakdownofenforcementactivities therebyresultedincontinuedmortalitiesofthedolphinsattributedtoincidentalcatchesfrom fishinggears.

In2007,theprojectinitiatedactivitiestorevitalizedlawenforcementactivitiesthroughthe Barangaygovernmentandprotectedareaoffice.Withareorganizedenforcementpatrolsfive fishingboatviolatorswasapprehendedandappropriatecaseswasalsofiledincourt.Inconjunc tionwiththeF isheriesManagementOrdinanceenactedin2 006,ar egistrationoffisher sand boatswasundertakenforcoastalcommunitieswithinthesoundin2007.Theregistrationof fishersandboatsfromtheareawouldprovideabasistoregulatefishingactivitiesonlyfor qualifiedresidentsbasedontheF ishOrdinanceofT aytay.

14. Sustainability of fisheries through the protection of spawning aggregations in Palawan Incollaborationwithlocalfishers,localgovernmentunitsandthePalawanCouncilforSustain abledevelopment,thisprojectseekstoidentifyimportantspawningaggregationsinsouthern Palawan.LastyearanumberofSpawningAggregationSites(SAS)wereidentifiedandarenowin theprocessofbeinge stablishedasMPAs.Thepr ojectisalsow orkingwiththePCSDt oestablish aprovincialwidequotasystemfortheLRFTtoensuresustainabilityoftheLRFTintheprovince. Currentlyabout7 50mtofLRFTisc ollectedinPalawanpery ear.Basedonscien tificmodels volumehastobereducedto140mtperyeartosustaintheindustry.Thisisba sedonthec ondi tionandareasofreefsfoundinPalawan.Mechanismonhowtoimplementthisschemeisnow intheprocessofbeingdeveloped.

Thisfirstlegoftrialsundertook44setsanddeployedatotalof26,386hooks.Thetwoboatshada combinedcatchrecordof429individuals.Not ably,nearly90%ofthet otalcombinedcatchwas bycatchandnoturtleswerecaughtduringtheoperations,with24%ofthebycatchspecies beingsharks.Ofthetotalcatch,thetargetedcatch(tuna,swordfish,andbluemarlin)comprised only11%.

Theprojectiscurrentlyintheprocessofengaginglocallonglinefleetstotestcirclehooks.

TheInternationalTropicalMarineE cosystemManagementSymposium(ITMEMS)isamajor activityoftheInternationalCoralReefInitiative.Itbringstogethermanagersofcoralreefsand relatedecosystemsfromaroundtheworldtoreviewprogressinmanagementofthesesystems, tosetanagendafortheirfutureconservationandsustainableuseandtobuildthecapacityof practitionersandpolicymakerstomanagetheseecosystems.

ITMEMSprovidesanopportunitytoexchangelessonslearned,goodpractices,andeffectivelocal solutionsamongstpeersandtodevelopcommunicationnetworkswithinthetropicalecosystem managementcommunity.Themee tingsfacilitateproductivediscussionandin formationsharing bypeopleinvolvedinmanagementofcoralreefecosystems,andtheimplementationoftheICRI FrameworkforAction.
