Lake Havasu City Recommended Landscaping Plant List Lake Havasu City Recommended Landscaping Plant List Disclaimer Lake Havasu City has revised the recommended landscaping plant list. This new list consists of plants that can be adapted to desert environments in the Southwestern United States. This list only contains water conscious species classified as having very low, low, and low-medium water use requirements. Species that are classified as having medium or higher water use requirements were not permitted on this list. Such water use classification is determined by the type of plant, its average size, and its water requirements compared to other plants. For example, a large tree may be classified as having low water use requirements if it requires a low amount of water compared to most other large trees. This list is not intended to restrict what plants residents choose to plant in their yards, and this list may include plant species that may not survive or prosper in certain desert microclimates such as those with lower elevations or higher temperatures. In addition, this list is not intended to be a list of the only plants allowed in the region, nor is it intended to be an exhaustive list of all desert-appropriate plants capable of surviving in the region. This list was created with the intention to help residents, businesses, and landscapers make informed decisions on which plants to landscape that are water conscious and appropriate for specific environmental conditions. Lake Havasu City does not require the use of any or all plants found on this list. List Characteristics This list is divided between trees, shrubs, groundcovers, vines, succulents and perennials. -

APPENDIX J NATIVE & INVASIVE PLANT LIST The following tables capture the referenced plants, native and invasive species, found throughout this document. The Wildlife Action Plan Team elected to only use common names for plants to improve the readability, particular for the general reader. However, common names can create confusion for a variety of reasons. Common names can change from region-to-region; one common name can refer to more than one species; and common names have a way of changing over time. For example, there are two widespread species of greasewood in Nevada, and numerous species of sagebrush. In everyday conversation generic common names usually work well. But if you are considering management activities, landscape restoration or the habitat needs of a particular wildlife species, the need to differentiate between plant species and even subspecies suddenly takes on critical importance. This appendix provides the reader with a cross reference between the common plant names used in this document’s text, and the scientific names that link common names to the precise species to which writers referenced. With regards to invasive plants, all species listed under the Nevada Revised Statute 555 (NRS 555) as a “Noxious Weed” will be notated, within the larger table, as such. A noxious weed is a plant that has been designated by the state as a “species of plant which is, or is likely to be, detrimental or destructive and difficult to control or eradicate” (NRS 555.05). To assist the reader, we also included a separate table detailing the noxious weeds, category level (A, B, or C), and the typical habitats that these species invade. -

Biological Services (805) 946-1700 Ventura, CA 93001 April 20, 2018 Page 2 Executive Summary This report includes field survey findings and recommendations for a rare plant previously located on a project site at 45101 Afton Canyon Road, Baker, CA 92309. Small-flowered androstephium (Androstephium breviflorum) has a CNPS rank of 2.B2 and meets the definition of Rare or Endangered under CEQA Guidelines §15125 (c) and/or §15380. Therefore, a focused survey for this species was conducted on April 4, 2018. No small-flowered androstephium were found or are likely to occur on site. Checking a nearby reference site for the presence or absence of this plant could help ascertain if it is generally visible above ground this year. Such information would be helpful in ruling out below ground presence on the project site. However, the reference site check would need to be conducted by early May before the blooming season ends. Introduction The project applicant is proposing to develop seven acres of a lot south of the I-15 Afton Road off-ramp, located in San Bernardino County, CA (Township 11 N, Range 5 E, Section 1) (Figure 1). Plans are to develop a truck stop, including a 7,000 sq ft convenience store and 2,950 sq ft automotive repair and towing facility (Figure 2). Small-flowered androstephium was previously observed on the property (Figure 4); therefore focused surveys for androstephium were recommended in a 2016 general biological assessment (DRG, 2016). -

INTRODUCTION The purpose of this memorandum report is to document and update the biological conditions and resources of the proposed Panamint Valley drill pads/exploration boring sites. The focus of this preliminary survey is to review the Project Study Area in order to identify the existing habitat types and any special-status species with potential to occur. The Project Study Area is within the jurisdiction of the Bureau of Land Management (BLM) in Inyo County, California. The Project Study Area is located in the southern portion of Panamint Valley East Panamint Valley road. The six locations are located along Ballarat, Wingate, and Indian Ranch roads. (see map) . The Panamint Valley Drill Pad Project was assessed for biological resources August 22, 2017. Biological resources were evaluated based on the standard database searches conducted prior to the site visit. Proposed Panamint Drill Pads Scope of Work The proposed operation is to drill six exploration bore holes at the locations and in the manner described below, in the Panamint Valley, Inyo County, California. The primary exploration target is lithium. It is proposed to drill all six of these holes vertically to a depth of 2,000 feet each. Five of the holes will be drilled by standard reverse circulation rotary drill methods and will have a diameter of approximately 5 ½ inches.
