A MITCHELL INSTITUTE STUDY The Radar Game Understanding Stealth and Aircraft Survivability By Rebecca Grant September 2010 A mitchell inStitute Study 1 Brig. Gen. Billy Mitchell On September 12, 1918 at St. Mihiel in France, Col. Wil- liam Mitchell became the first person ever to command a major force of allied aircraft in a combined-arms opera- tion. This battle was the debut of the US Army fighting under a single American commander on European soil. Under Mitchell’s control, more than 1,100 allied aircraft worked in unison with ground forces in a broad offen- sive—one encompassing not only the advance of ground troops but also direct air attacks on enemy strategic tar- gets, aircraft, communications, logistics, and forces beyond the front lines. Mitchell was promoted to Brigadier General by order of Gen. John J. Pershing, commander of the American Expeditionary Force, in recognition of his com- mand accomplishments during the St. Mihiel offensive and the subsequent Meuse-Argonne offensive. After World War I, General Mitchell served in Washington and then became Commander, First Provisional Air Brigade, in 1921. That summer, he led joint Army and Navy demonstration attacks as bombs delivered from aircraft sank several captured German vessels, including the SS Ostfriesland. His determination to speak the truth about airpower and its importance to America led to a court-martial trial in 1925. Mitchell was convicted, and re- signed from the service in February 1926. Mitchell, through personal example and through his writing, inspired and en- couraged a cadre of younger airmen. These included future General of the Air Force Henry H. -

Tomlin, graduate of the University of Sheffield 1940 Scope: Documents, books and offprints on the history of the development of Radar from 1921 Dates: 1921-2005 Level: Fonds Extent: 46 boxes; 73 volumes; 113 binders Name of creator: Donald Hugh Tomlin; John Beattie Administrative / biographical history: In February 2001 Donald Tomlin presented his collection of documents, including some which he had himself written, relating to the early development of Radar and his own work within the field, to the University Library, a donation which complemented his earlier presentation of books and offprints when he stated: "The collection of books and papers is being presented to Sheffield University in grateful thanks to the University for the training I received in the Science Faculty in the years 1937 to 1940 and which led to a lifelong career working in Radar and Electronics... The books...represent... a cross section of those books available to workers in the new subject of RDF, later to be renamed by our American colleagues RADAR in 1943. The subject of Radar was entirely new as far as practice was concerned, in 1936, and therefore no information was available on the subject. One had to fall back on books on radio, telephony and electromagnetic waves". The documents in this later collection include original papers, copies of significant documents on the history of the development of radar both published and unpublished, some photographs and Tomlin's own memoirs. Donald Hugh Tomlin (1918-2013) was born in Sheffield and educated at the Central Secondary School for Boys. -

Report on the Progress of Civil Aviation 1939 - 1945 Foreword by John Wilson When in the 1980s I was trying to unravel the exact story surrounding a PBY aircraft called "Guba" and its wartime career in carrying airmails to and from West Africa, I came across a voluminous report [Ref.1] in the Civil Aviation Authority (C.A.A.) Library which gave me the answers to most, if not all, of my questions, and enabled me to write a short booklet [Ref.2] on the vicissitudes of trying to keep an airmail service running in wartime conditions. The information contained in the report was so comprehensive that I was able to use it to answer questions raised by other researchers, both philatelic and aeronautic, but my response to requests for "a copy" of the full document had to be negative because I was well aware of the perils of copyright law as applied at the time, and also aware of the sheer cost of reproduction (I still have the original invoice for the photocopying charges levied by the C.A.A. -
