The puzzle since the inception of Nigeria’s Fourth Republic is the failure of the legislature to appropriate this statutory authority to police the execution of public policies in a manner that will conform to the constitutional requirements. -

Views From Nigeria’s Fourth Republic OMOLOLU FAGBADEBO AND SUZANNE FRANCIS Abstract Extant provisions of Nigeria’s presidential constitution seek to promote a culture of accountability through a system of checks and balances. Since Nigeria’s return to civil rule in May 1999, promotion of good governance through accountability government continues to be a challenge. All indications point to a worsening governance crisis in the midst of abundant resources. Besides, Nigeria’s socio-economic performance and visible poor service delivery depict a deepening governance crisis occasioned by mismanagement of public resources. The data collected by means of documents and literature indicates that the presidential system has checks and balances as measures to prevent the abuse of power. Impeachment is the major institutionally recognised legislative mechanism to hold the executive accountable. The puzzle since the inception of Nigeria’s Fourth Republic is the failure of the legislature to appropriate this statutory authority to police the execution of public policies in a manner that will conform to the constitutional requirements. While there are requisite constitutional provisions that mandate the legislature to ascertain its power over the executive, indicating Nigeria’s commitment to the promotion of good governance, the legislature has failed to appropriate these instruments to stimulate a responsible government that is open to promoting good governance. Using the theories of structural functionalism and elites, this paper argues that this legislative failure to appropriate the instrument of impeachment to instil the culture of responsible executive in policy process engenders the prevailing governance crisis in Nigeria. -

Journal of Linguistics, Language and Culture, Vol. 1 no.2, 2014 A pragmatic exploration of Orji Uzor Kalu’s apology to Abians Chris U. Agbedo, Maria I. Obadan & Bosco Okolo-Obi In pragmatics, we study meanings which transcend beyond the surface structure of a given speech act i.e. meanings drawn from context and not just structure. In doing so, we view every speech act, whether written or spoken as comprising of locutionary act, illocutionary act and perlocutionary act (Austin’s speech act theory). Following these laid down parameters, certain speech act carries certain illocutionary force, which is adjudged felicitious or infelicitious depending on whether the illocutionary act resulting thereof meets the felicity conditions as well as conforms to the four maxims as stipulated by the cooperative principles. In a discourse situation, the analyst seeks to ascertain the felicity or otherwise of a given speech act based on previous background knowledge. On February 6, 2013 in an interview with the daily sun, the former governor of Abia state Dr. Orji Uzor Kalu apologized to the people of Abia state for “installing” the present governor Theodore .A. Orji who from all development indicators have succeeded only in further under development of the state. Thus our goal in this study is to critically examine the above speech act using the theoretical frameworks stated, with a view to determine if it fulfils the four basic Gricean cooperative principle and also to determine its felicitious status. From both textual and contextual analysis, certain conclusions were drawn on the future of democracy in the country. -

Arabian Journal of Business and Management Review (OMAN Chapter) Vol. 4, No.3; October. 2014 REINFORCING DEMOCRACY IN NIGERIA IDIKE, ADELINE NNENNA, Ph.D DEPARTMENT OF PUBLIC ADMINISTRATION AND LOCAL GOVERNMENT UNIVERSITY OF NIGERIA,NSUKKA ABSTRACT It has been variously contended and profoundly demonstrated that democracy is at the crossroads in Nigeria. However, despite the vicissitudes of democracy in the Nigerian State, the horrendous setbacks brought about by the State’s recent encounter with authoritarianism make it imperative for Nigerians to fully embrace democracy. But democracy in its current tendencies in Nigeria is also not so attractive for such full embrace. It is contemplated in this study that what needs to be done necessitates the reinforcement of the existing pillars of the democratic foundation in Nigeria. Thus, this paper is centrally a contribution to the debates surrounding democratization in Nigeria. The specific objectives of the study therefore, are (i) to identify the central deficient element of Nigeria’s democracy and (ii) make recommendations on the modalities of reinforcing democracy in Nigeria. The theoretical framework of the study is the elite theoretical framework. The methodology of the study is the critical mode of research. Findings of the study finally indicate that the central deficient element of Nigeria’s democracy is locatable in its elite dependence. Reinforcing democracy in Nigeria, the study therefore concludes, principally entails the making of the democratic culture, fully participatory and undeniably inclusive. It is not-for-profit, non-partisan, independent and international economic research organization. It envisions a renascent Africa that is democratic, prosperous and a major player in the global economy. The mission of the Institute is to provide intellectual leadership in helping Nigeria and Africa think through the emerging economic renaissance. Our strategy is research, networking and capacity building to promote evidence-based decision-making in public and private sectors. The South-East Nigeria Economic Commission initiative grew from successive policy dialogue facilitated by AIAE under the Enugu Forum, a platform of private sector and civil society groups and individuals devoted to evidence-based debates for sound public policies. By rallying stakeholders for the creation of a sub-national economic development agency for the South-East geopolitical zone in Nigeria, AIAE is fulfilling its niche objective of fostering the use of research knowledge.
