Message from the Chair of the Police Services Board

It is my honour and privilege to serve as Chair of the West Grey Police Services Board for 2021.

2020 provided a great number of challenges for our police service. Dealing with COVID-19 while serving and protecting the citizens of West Grey was no easy matter. On behalf of the Board, I would like to thank Chief Martin and all the men and women of the West Grey Police Service for a job well done. Unfortunately, crime does not stop for pandemics and neither did our members.

2021 brings many exciting opportunities. Plans for the long awaited new Police Headquarters should be finalized this year and the budget includes funds to hire additional officers as the population of West Grey increases. Unfortunately, West Grey is starting to see different types of crime generally associated with larger centres. We must prepare for and respond to these trends by providing our police service with the tools and training needed. We strive to provide the best possible service to the citizens of West Grey while continuing to keep our cost per household for policing far below the provincial average.

Message from the Chief of Police

On behalf of all West Grey Police Service members, both civilian and sworn, I am pleased to present the 2020 Annual Report to our community.

In the following pages you will read about our members’ continued efforts to address criminal activity, road safety and information regarding our calls for service, types of occurrences and reported crimes. The annual report also speaks to our work with our many community partners addressing concerns raised by our community. We believe strongly in proactive policing and maintain high visibility in our communities through focused foot patrols.

2020 was an unprecedented year for police and all first responders across the globe. The COVID-19 pandemic placed additional challenges on our front line staff that could not have been anticipated. The members of this police service met the challenges head on and continued to serve our community safely and with the respect and compassion needed during this time when our lives and livelihoods were upended. Throughout 2020, our police officers, civilian staff and volunteers worked diligently to ensure the safety and wellbeing of our community. This service is motivated to meet the needs of our community members by providing quality service delivery, ensuring fiscal responsibility and engaging with our community. We will always strive to be true community partners and show our residents and partner agencies our commitment to community focused activities.

I would like to recognize our community partners, other first responders and community organizations, businesses and members of the public for their assistance in keeping our community safe. I would also like to thank the West Grey Police Association for their continuous assistance in ensuring the safety of our citizens and well-being of our staff. Our collective goal is to make the West Grey Police Service a great place to work and the Municipality of West Grey a safe community in which to live, work and play.

About the West Grey Police Service

The West Grey Police Service is responsible for policing the Municipality of West Grey. Located in Southwestern Ontario, West Grey is an amalgamated municipality, consisting of the former Townships of Bentinck, Glenelg and Normanby, the former Village of Neustadt, and the former Town of Durham.

West Grey is the largest municipality in the County of Grey in terms of geographical area, and has a population of approximately 13,000. Provincial Highway 6 and Grey County Roads 3, 4, 6, 9, 10, 12, 23 and 25 all run through the municipality with a total of 780 kms of roadway which the West Grey Police Service patrols.

West Grey is a popular destination for seasonal homeowners, campers, hikers and others wishing to enjoy the natural beauty of the area. There are 12 local campgrounds with seasonal and transient sites, both serviced and un-serviced. There are many unique stores and businesses in West Grey and a strong arts community. The area has seen an influx of new residents from the more urban areas of the province and new home construction is booming.

The work of the West Grey Police Service takes a community policing approach which seeks to integrate officers into the local community to reduce crime and foster good community relations. Law enforcement is no longer a reactionary service, with officers responding to calls and seen only momentarily as they pass in their patrol vehicles.

The West Grey Police Service has a Chief of Police, 18 full-time sworn officers, three part-time sworn officers, five auxiliary officers and one civilian staff member. The Service uses a number of strategies to deliver its Community Oriented Policing Program. The Municipality is divided into three zones with officers assigned to each zone on a long term basis. Officers are responsible for making contacts in their zone, keeping abreast of crime trends and special problems in the zone, and developing strategies with the community to help solve these problems. The zones are: Zone 1 - the former Bentinck Township Zone 2 - the former Normanby Township, Ayton and Neustadt Zone 3 - the former Town of Durham and the former Glenelg Township.

A sub-station for Zone 2 is located in Ayton and officers assigned to Zone 2 complete their reports at the Ayton Office rather than returning to Durham. This sub-station is also a place to meet with residents regarding complaints, investigations and community issues.

Another initiative is increased foot patrol in the communities we serve and officers are required to complete a certain level of foot patrol in their zone. They are also required to conduct door checks of businesses after they have closed to ensure they are secure, as well as attend sports functions such as hockey games in their patrol zone.

Finally, it is important to mention that Community Oriented Policing is also the responsibility of the citizens of the community. Community Oriented Policing is a collaborative effort between the police and the community that identifies problems and involves all elements of the community in the search for solutions to these problems.

Operational Highlights

Charges Laid and Drugs Seized Following Execution of Warrant

On February 3, West Grey Police officers intercepted a man on Park Street in Durham who was wanted on outstanding fraud charges. The man was found to be in possession of a snowmobile that had been stolen from a Neustadt residence in late January. A search of his belongings resulted in the discovery of a plastic baggie containing forty- eight grams of what was believed to be crystal methamphetamine, as well as various drug paraphernalia including a digital scale and baggies.

Arrest in Attempted Murder

On May 24, West Grey Police began an investigation after a 33 year old man was allegedly stabbed by a second man during an altercation in a parking lot behind an address on Garafraxa Street South in Durham. The victim was transported to the hospital with serious injuries.

During the investigation, a suspect was identified but since he could not be found, a warrant was obtained for his arrest. On May 24, officers conducted a traffic stop on a vehicle and found the suspect hiding in the rear seat.

A 35 year old man of no fixed address was arrested and charged with attempted murder, intimidation, and assaulting a police officer. He was held for bail court and remanded into custody.

Pursuit Ends in Multiple Charges

On September 25, a man attended both the Hanover and West Grey Police stations and uttered death threats towards officers. He fled before he could be taken into custody, but was located a short time later after fleeing in a vehicle from a West Grey residence.

The suspect engaged the police in a pursuit and attempted to run the police vehicles off the road. At that point, the pursuit was terminated for public safety reasons. A short time later, the vehicle was observed in the Town of Hanover and police strategically followed it until sufficient resources were available and a tire deflation device was deployed. The suspect drove directly at a West Grey officer who was on the roadway and after striking the tire deflation device, the suspect turned his vehicle around and rammed a West Grey Police vehicle causing extensive damage.

Officers then took a 43 year old Ferndale man into custody. He was charged with attempt murder, assault with a weapon, dangerous driving, utter threats, and flight from peace officer. He was held in custody pending a bail hearing.

Fatal Motor Vehicle Collision

Members of the West Grey Police Service, along with the Hanover Fire Department and Grey County Paramedics, responded to a single motor vehicle collision on Grey Road 3 on October 17.

A 2007 Saturn travelling northbound had left the roadway and struck a utility pole before rolling over. The driver was transported to the Hanover & District Hospital with minor injuries. A 26 year old woman passenger from West Grey was pronounced dead at the scene.

Grey Road 3 was closed for several hours while West Grey Police investigated, assisted by OPP Technical Traffic Collision Investigators.

Drugs and Weapons Arrest

On October 17, West Grey Police were investigating a Highway Traffic Act offence in Ayton and determined that driver was in breach of his previous release conditions as well as a number of probation orders. Further investigation revealed that he was in possession of a large quantity of a controlled substance and a number of prohibited weapons. He was arrested, held for a bail hearing and charged with failing to comply with a release order, three counts of breaching a probation order, possession for the purpose of distributing cannabis, possession of cocaine for the purpose of trafficking, and three counts of unauthorized possession of a weapon.

Fatal Collision

On November 8, members of the West Grey Police Service, along with West Grey Fire Service and Grey County Paramedics, responded to a motor vehicle collision on Concession 2 in West Grey, involving a farm tractor and a dirt bike. The driver of the dirt bike, an 18 year old woman from Toronto, was transported by Grey County Paramedics to the South Bruce Grey Health Centre in Durham where she died of her injuries. The driver of the farm tractor was uninjured in the collision.

Members of the Ontario Provincial Police Technical Traffic investigations team assisted the West Grey Police Service with the investigation.

Arrest for Aggravated Assault

On November 14, members of the West Grey Police Service responded to a disturbance at a residence in Durham. When officers arrived, they found a 73 year old man suffering from serious facial injuries. He was transported to the South Bruce Grey Health Centre in Durham for treatment. Following an extensive investigation, a suspect was identified and later located, and on November 16, a 29 year old woman of no fixed address was arrested and charged with aggravated assault.

Stolen Vehicle Leads to Fentanyl, Meth and Weapons Charges

On December 23, West Grey Police Service received information that a delivery truck had been stolen on Garafraxa Street South in Durham. While driving away, the suspects lost control of the vehicle and crashed into a property on Saddler Street East. As the suspects attempted to flee following the crash, members of the community were able to hold one of the thieves until police arrived. Police searched the area, and located and arrested the second suspect. The suspects were charged with numerous offences including possession of prohibited weapon, theft of motor vehicle, possession of property obtained by crime over $5000.00, possession of crystal methamphetamine, and possession for the purpose of trafficking fentanyl.

Criminal Enforcement Data

Criminal charges had increased by 27% from 300 in 2018 to 380 in 2019. In 2020, the number of criminal charges increased by 6.8 % to a total of 406.

Motor Vehicle Collisions

In 2020, the West Grey Police Service investigated 368 motor vehicle collisions, a decrease of 8% compared to 399 in 2019. A total of 53 people were injured as a result of these collisions compared to 35 in the previous year. Two collisions resulted in fatalities. No charges were laid in either of the collisions. We, along with the families and friends of the deceased, mourn the lives lost.

West Grey Police conducted numerous RIDE checks in 2020 and participated in both National and Provincial Road Safety initiatives, keeping our roads and community members safe.

Stolen & Recovered Property

In 2020, the total value of reported stolen property was $437,167.00 compared to $464,297.50 in 2019, a decrease of 6%. A total of $137,350.00 in stolen property was recovered in 2020 compared to $441,069.00 in 2019, which represents a significant decrease.

Foot Patrols

In 2020, West Grey Police officers conducted 574 hours of foot patrol in our municipality.

Trends

Over time, trends develop in policing. In 2020, the West Grey Police Service received 4,426 calls for service. This was a decrease of 8% compared to 2019 when there were 4,693 calls for service. The decrease is in administrative calls for service which can attributed to the Covid-19 pandemic. Calls from citizens and officer generated incident increased 3% in 2020 as compared to 2019. By comparison in 2018, there were 3,701 calls for service, so we can see that overall, calls are increasing.

In 2020, the West Grey Police Service received 120 calls for service regarding violence, which includes homicide, attempted murder, assault, sexual assault, robbery, criminal harassment, and uttering threats. There were 946 non-violent and property crime related calls related to residential break and enters, and thefts.

Calls related to mental health have been decreasing since 2018, when the West Grey Police Service received 289 calls. Since then, the calls for mental health have declined, with 134 calls in 2019 and 162 in 2020.

West Grey Police Service, along with the other Grey and Bruce police services celebrated the inception of the Mobile Mental Health and Addiction Response Team in 2020. The team is a valuable resource as more and more of our calls for service have both mental health and addiction components, whether it is the caller who is suffering or someone else involved in the occurrence. The team is available to assist officers with appropriate, timely interventions and referrals.

Public Complaints

In 2020, the West Grey Police received two public complaints. One was withdrawn by complainant and the other is still under investigation by the Office of the Independent Police Review Director.

2020 Police Budget

The 2020 budget for the West Grey Police was set at $ 3,362,226.00. Actual policing costs for the year were $ 3,288,752.35 resulting in a surplus of $ 73,473.65.

Personnel

Awards

On March 1, 2019 at approximately 6:00 p.m., Sergeant Jeremy White located a man with no vital signs in a pick-up truck on Grey Road 3 in Ayton. Sergeant White began performing CPR and called for assistance. West Grey Fire Fighters along with Grey County Paramedics were quick to arrive and assist Sergeant White in resuscitating the man. After hard work and team effort, James Wilmer survived what was later diagnosed to have been a heart attack. Grey County Paramedic Services presented Sergeant White and Paramedic Melissa Kaufman were each presented with awards in recognition of their actions in saving the life of James Wilmer.

Training & Development

The West Grey Police Service is committed to ensuring that its officers receive the training that will enable them to carry out all aspects of their duties. Having officers with specialized training and qualifications enhances our service and keeps our community and its members safe.

In 2020, training included annual re-qualification in use of force tactics (firearms training and night shoot) and first aid. In addition, West Grey members participated in the following training and development opportunities:

Retirements

2020 saw two of our West Grey officers retire after long and successful careers. We wish Sergeant Neil Campbell and Constable Janet Schumacher long and happy retirements.

COVID-19

The West Grey Police Service would like to thank our local Public Health Unit, Bruce Power, Chapman’s Ice Cream, Gemini and our municipal governance team for ensuring that our officers were fully equipped with personal protective equipment and the necessary cleaning and disinfecting products to help our officers stay COVID free in 2020.

Community Support

In previous years, the West Grey Police Service has participated in many events as a show of support for our community and its various groups. These opportunities were not possible for most of 2020 due to COVID-19, but even in the midst of the pandemic, the West Grey Police Service found ways to connect with our community, provide support, and contribute to our community partners and non-profit organizations in an effort to build a stronger West Grey, all the while ensuring that events could be celebrated safely.

West Grey Police is proud to assist secondary school students interested in policing by offering co-operative education placements which were cut short in 2020. We were impressed with the commitment of the students and their willingness to adapt to placement modifications and we look forward to continuing placements in 2021 and beyond.

One of the few events that was able to go ahead was Freezin’ for a Reason, our Annual Polar Plunge for Special Olympics which was held on March 13 at St. Peter’s and St. Paul’s Separate school and raised roughly $10,000.00 for this worthy cause.

The Halloween parade in Durham, the West Grey Santa Claus parade and a number of birthday drive by celebrations were held with our assistance and helped children and adults as well keep up their spirits during the challenging times we faced.

Here are some additional examples of our involvement with our community.

The Mobile Mental Health and Addiction Response Team was introduced in 2020 as a valuable resource to many of our calls for service which both mental health and addiction components. The team is available to assist officers with appropriate, timely interventions and referrals.
