AMERICAN FULBRIGHT GRANTEES in FINLAND Academic Year 2017 AMERICAN FULBRIGHT GRANTEES IN FINLAND Academic Year 2017-2018 Hakaniemenranta 6 00530 Helsinki Tel: +358 44 5535 286 [email protected] www.fulbright.fi 1 FULBRIGHT FINLAND The Fulbright Finland Foundation is an independent not-for-profit organization based in Helsinki, Finland. Its purpose is to promote a wider exchange of knowledge and professional talents through educational contacts between Finland and the United States. The Foundation collaborates with a range of government, foundation, university and corporate partners on both sides of the Atlantic to design and manage study and research scholarships, leadership development programs and internationalization services. Fulbright Finland supports the internationalization of education and research in Finland, and helps U.S. and Finnish institutions create linkages. Under its Internationalization Services the Foundation organizes themed study tours to the United States for Finnish higher education experts, runs the highly popular Fulbright Speaker Program, the Fulbright Dialogues series, and the Transatlantic Roundtables, as well as organizes two national Fulbright Seminars every year. The Foundation is funded by the Finnish Ministry of Education and Culture, the U.S. Department of State, the Finland- America Educational Trust Fund, private foundations, Finnish and U.S. higher education institutions, alumni of the Fulbright Finland programs, and private donors. Over 70% of the Foundation’s core funding originates from Finland, and advancement, fundraising and sponsored grants are a central part of the operation. A key strength of the Fulbright Finland Foundation is the consistent strategic engagement of the alumni. 5500 Finns and Americans have received a grant from the Finnish-American program since its inception in 1949 and the Foundation runs an active and rapidly growing alumni network in both countries. The Board of Directors of the Fulbright Finland Foundation consists of eight members appointed by the Finnish Ministry of Education and the U.S. Embassy in Finland. The U.S. Ambassador to Finland serves as the Honorary Chair of the Board. The Foundation office in Helsinki, the Fulbright Center, is managed by the Foundation’s CEO together with a staff of six. The Fulbright Finland Foundation awards grants to over 90 Finnish and American students, academics, and professionals annually. This year, approximately 45 Americans participate in the Finnish-American Fulbright program. 46 of these Americans, featured in this catalog, have received a Fulbright grant to lecture, conduct research, study, or teach in Finland. In addition, close to ten U.S. scholars are expected to arrive on a short-term Fulbright grant (Specialist Program or Inter-Country Travel Grant). It is now consolidating its democratic government and implementing governance and financial reforms. After the Asian financial crisis of 1997-99, Indonesia’s economy has returned to a strong and stable 5-6% annual growth. Over recent decades, its resource wealth, openness to trade and investment, and a strategically favourable location in East Asia have made Indonesia a key global exporter of oil, gas, and coal. However, Indonesia now faces the serious challenge of fast-rising domestic energy demand with declining oil and gas production. The country’s energy policy makers are looking closely at domestic energy requirements and best policies to meet these needs. This includes moving prices towards international parity, improving the energy sector investment climate, and developing electricity generation capacity. While some very difficult decisions have been made over recent years, many challenges remain. Energy Policy Review of Indonesia assesses the country’s major energy issues. The study was conducted by a team of IEA member country specialists – an approach which has also been used for national and sectoral reviews of other non-IEA countries, including Angola, China, India, Russia, and Ukraine, as well as the Western Balkan region. The Review offers an analysis of Indonesia’s energy sector, with findings and recommendations that draw on experience in IEA member countries.

With the strong support of the people, Indonesia has undertaken a large-scale education reform since the late 1990s. The government was highly confident that this would make Indonesia’s education more efficient and competitive. After more than a decade, however, Indonesia’s education has not significantly improved. Contrary to expectations, the series of policies that was introduced has made Indonesia’s governance less effective and has deepened the existing inequality of educational opportunities. This study examines how and why this reform ended up with these unsatisfactory outcomes. The argument is that Indonesia’s domestic politics and history have interfered with the implementation of the neoliberal policies and led to a distortion of the reform processes. Although neoliberal globalization was a powerful force shaping the process of the reform, domestic conditions played a more important role, especially the weakening of the state’s capacity caused by the crisis that hit Indonesia in 1997/1998. In the process of decentralization, the new configuration of relations between the state, business groups and classes and the emergence of new local leaders brought about unintended consequences.

It is done as an attempt to fulfill student’s learning needs. This process is later called as investigation on students’ needs and is considered a necessary step in designing ESP courses. This study is an effort to discover the learning needs of students in all 3 departments (shipbuilding, heavy equipment mechanical and industrial electrical engineering) at the State Polytechnic of Madura. To fulfill such aim, questionnaires, FGD, and interviews were used as instruments of data collection. The data later were analyzed based on needs of analysis from the theory of Duddley-Evans and St. John (1998). The study involves the participation of students, 2 English lecturers, stakeholders’ representative and head of departments. The result of this study revealed that the students have a variety of learning needs such as learning in pairs or groups, lab/field works, and content specific tasks. It was also revealed (for example, English for shipbuilding engineering) that choosing the certain topics such as description on types of ships, simulation on navigation and safety manuals also plays important attention to the stakeholders because English has been widely used as a tool of communication at workplace setting. It was also discovered that the extent of ESP needs learning by the students was very high, about 75% of students thought ESP courses are useful for the future career.
