The study approached the literature as a multi-dimensional phenomenon, which addressed both theoretical and applied research. The findings revealed that the Palestinian camps do not accurately reflect the structure of the Palestinian society, as they are emergent presence to the social structure of the Palestinian society. These camps depict the exposure of the Palestinian diaspora concentrations during the Nakba of 1948 and after the 1967 war. It reflects the social, economic, and cultural conditions of the period resulting from the uprooting of more than one million Palestinians from their cities, villages, and Bedouin sites of origin. WEST BANK AND GAZA 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Palestinian Authority basic law provides for an elected president and legislative council. There have been no national elections in the West Bank and Gaza since 2006. President Mahmoud Abbas has remained in office despite the expiration of his four-year term in 2009. The Palestinian Legislative Council has not functioned since 2007, and in 2018 the Palestinian Authority dissolved the Constitutional Court. In September 2019 and again in September, President Abbas called for the Palestinian Authority to organize elections for the Palestinian Legislative Council within six months, but elections had not taken place as of the end of the year. The Palestinian Authority head of government is Prime Minister Mohammad Shtayyeh. President Abbas is also chairman of the Palestine Liberation Organization and general commander of the Fatah movement. Six Palestinian Authority security forces agencies operate in parts of the West Bank. Several are under Palestinian Authority Ministry of Interior operational control and follow the prime minister’s guidance. The Palestinian Civil Police have primary responsibility for civil and community policing. The National Security Force conducts gendarmerie-style security operations in circumstances that exceed the capabilities of the civil police. The Military Intelligence Agency handles intelligence and criminal matters involving Palestinian Authority security forces personnel, including accusations of abuse and corruption. The General Intelligence Service is responsible for external intelligence gathering and operations. The Preventive Security Organization is responsible for internal intelligence gathering and investigations related to internal security cases, including political dissent. The Presidential Guard protects facilities and provides dignitary protection. -

Arab Media and Society (Issue 17, Winter 2013) Palestine’s Occupied Fourth Estate: An inside look at the work lives of Palestinian print journalists Miriam Berger Abstract While for decades local Palestinian media remained a marginalized and often purely politicized subject, in recent years a series of studies has more critically analyzed the causes and consequences of its seeming diversity but structural underdevelopment.1 However, despite these advances, the specific conditions facing Palestinian journalists in local print media have largely remained underreported. In this study, I address this research gap from a unique perspective: as viewed from the newsroom itself. I present the untold stories of the everyday work life of Palestinian journalists working at the three local Jerusalem- and Ramallah-based newspapers— al-Quds, al-Ayyam, and al-Hayat al-Jadida—from 1994 until January 2012. I discuss the difficult working conditions journalists face within these news organizations, and situate these experiences within the context of Israeli and Palestinian Authority policies and practices that have obstructed the political, economic, and social autonomy of the local press. I first provide a brief background on Palestinian print media, and then I focus on several key areas of concern for the journalists: Israeli and Palestinian violence, the economics of printing in Palestine, the phenomenon of self-censorship, the Palestinian Journalists Syndicate, and internal newspaper organization. This study covers the nearly two decades since the signing of the Oslo Peace Accords between Israel and the Palestinian Liberation Organization (PLO) which put in place the now stalled process of ending the Israeli military occupation of Palestine (used here to refer to the West Bank, East Jerusalem, and Gaza Strip). -

On September 13, 1993, Israel and the Palestine Liberation Organization (PLO) signed a Declaration of Principles (DOP), providing for Palestinian empowerment and some territorial control. On October 26, 1994, Israeli Prime Minister Yitzhak Rabin and King Hussein of Jordan signed a peace treaty. Israel and the Palestinians signed an Interim Self-Rule in the West Bank or Oslo II accord on September 28, 1995, which led to the formation of the Palestinian Authority (PA) to govern the West Bank and Gaza. The Palestinians and Israelis signed additional incremental accords in 1997, 1998, and 1999. Israeli-Syrian negotiations were intermittent and difficult, and were postponed indefinitely in 2000. On May 24, 2000, Israel unilaterally withdrew from south Lebanon after unsuccessful negotiations. From July 11 to 24, 2000, President Clinton held a summit with Israeli and Palestinian leaders at Camp David on final status issues, but they did not produce an accord. A Palestinian uprising or intifadah began that September. On February 6, 2001, Ariel Sharon was elected Prime Minister of Israel, and rejected steps taken at Camp David and afterwards. Palestinian Citizens of Israel: Agenda for Change Hashem Mawlawi Thesis submitted to the Faculty of Graduate and Postdoctoral Studies In partial fulfillment of the requirements for the Master‘s degree in Conflict Studies School of Conflict Studies Faculty of Human Sciences Saint Paul University © Hashem Mawlawi, Ottawa, Canada, 2019 PALESTINIAN CITIZENS OF ISRAEL: AGENDA FOR CHANGE ii Abstract The State of Israel was established amid historic trauma experienced by both Jewish and Palestinian Arab people. These traumas included the repeated invasion of Palestine by various empires/countries, and the Jewish experience of anti-Semitism and the Holocaust. This culminated in the 1948 creation of the State of Israel. The newfound State has experienced turmoil since its inception as both identities clashed. The majority-minority power imbalance resulted in inequalities and discrimination against the Palestinian Citizens of Israel (PCI). Discussion of the Israeli-Palestinian conflict tends to assume that the issues of the PCIs are the same as the issues of the Palestinians in the Occupied Territories. I believe that the needs of the PCIs are different. Therefore, I have conducted a qualitative case study into possible ways the relationship between the PCIs and the State of Israel shall be improved. To this end, I provide a brief review of the history of the conflict. I explore themes of inequalities and models for change. I analyze the implications of the theories for PCIs and Israelis in the political, social, and economic dimensions. From all these dimensions, I identify opportunities for change. In proposing an ―Agenda for Change,‖ it is my sincere hope that addressing the context of the Israeli-Palestinian relationship may lead to a change in attitude and behaviour that will avoid perpetuating the conflict and its human costs on both sides. -

May 2018 Photo: Abed Rahim Khatib Photo: A I THE NAKBA: 70 YEARS ON 70 Years of Dispossession, Displacement and Denial of Rights, but also ASS 70 Years of Steadfastness, Self-Respect and Struggle for Freedom and Justice P INTRODUCTION 2018 is the year where Palestinians all over the world remember the 70th anniversary of the Nakba - 70 Years in which they had their civil and national rights trampled on, sacrificed lives and livelihoods, had their land stolen, their property destroyed, promises broken, were injured, insulted and humiliated, endured oppression, dispersion, imprisonment and torture, and witnessed numerous attempts to partition their homeland and divide their people. However, despite all past and ongoing land confiscation, settlement construction, forcible displacements and rights denials, the Zionist movement has failed to empty the country of its indigenous Palestinian inhabitants, whose number has meanwhile increased to an extent that it is about to exceed that of the Jews. Despite all repressions at the hands of the occupier, despite all attempts at erasing or distorting their history and memory, and despite all political setbacks and failed negotiations, Palestinians are still steadfast on their land and resisting occupation. The 1948 Nakba remains the root cause of the Israeli-Palestinian conflict and will continue to fuel the Palestinian struggle for freedom and self-determination. As clearly reflected in the ‘Great March of Return’ which began on 30 March 2018 along the Gaza border fence, the Palestinians will not relinquish their historical and legal right of return to their homeland nor their demand that Israel acknowledges Contents: its moral and political responsibility for this ongoing tragedy and the gross injustice inflicted on the Palestinian people. -

CHAPTER FIVE FROM CITIZENSHIP TO STATELESS CITIZENSHIP When we say ‘Jewish independence’ or ‘Jewish state’ we mean Jewish coun- try, Jewish soil, we mean Jewish labour, we mean Jewish economy, Jewish agriculture, Jewish industry, Jewish sea. We mean Jewish safety, security, independence, complete independence, as for any other free people. David Ben-Gurion, 1947, before the Anglo-American Committee of Inquiry on Palestine (quoted in Lustick 1980, 88). Negotiations and bargaining over citizenship, or patterns of inclusiveness and exclusiveness, are, as Israeli political scientist Baruch Kimmerling says, “not only related to who gets what but also to who is what and who can decide who is what” (Kimmerling 2002b, 181–195). The complex dynamic of citizenship and its ability to contribute to the formation of socio-civic and political identities resurfaced in an important debate covered by Kimmerling. This debate took place in 1985 between writer and Arab citi- zen of Israel, Anton Shammas, and Jewish-Israeli writer A.B. Yehoshua, and was later revisited by the two in 1992. Addressing the question of the Jewishness of Israeli identity and citizenship, and in a response to Shammas’s accusation against Israel that it marginalized the Arab popula- tion’s collective identity, along with its social, cultural and political spheres, Yehoshua asserted: I am suggesting to you … that if you want to exercise your full identity, if you want to live in a state that has a Palestinian character with a genuine Palestinian culture, arise, take your chattels, and move yourself one hundred yards eastward, into the independent Palestinian state, that will be estab- lished alongside Israel (Kimmerling 2002b, 181–182). -

PCBS President: Despite tragic circumstances, Palestinians have multiplied seven times since the Nakba (Catastrophe) of 1948 Dr. Luay Shabaneh, President of the Palestinian Central Bureau of Statistics and National Director of the Population, Housing, and Establishment Census 2007, considered the Nakba of Palestine as a black point of departure in the modern history of the Palestinian people. The Palestinians were driven out of their homeland and their properties, homes were taken away from them, and they were banished and displaced all over the world to face all kinds of suffering and woes. More than three quarters of historic Palestine were occupied in the Nakba of 1948. Moreover, 531 Palestinian towns and villages were destroyed and 85% of the Palestinian population were banished and displaced. Dr. Shabaneh described the situation of the Palestinian people on the eve of the 60th anniversary of the Nakba using the following statistical facts and figures. Nakba: Ethnic cleansing and population replacement Nakba in literary terms is expressive of natural catastrophes such as earthquakes, volcanoes, and hurricanes. However, the Nakba of Palestine is an ethnic cleansing process as well as destruction and banishment of an unarmed nation to be replaced by another nation. Contrary to natural catastrophes, the Palestinian Nakba was the result of man-made military plans and conspiracy of states. unfolded a major tragedy for the Palestinian people. More than 800,000 out of 1.4 million Palestinians (the Palestinian population in 1948 living in 1,300 Palestinian towns and villages) were driven out of their homeland to the West Bank and Gaza Strip, neighboring Arab countries and the remaining countries of the world.
