RESOLUTION RECOMMENDING, BY REFERENDUM, THE AWARD OF THE CONTRACT FOR A ONE-WAY PLANE TICKET OF MR. RAFAEL S. PALENCIA, JR. FROM PHNOM PENH, CAMBPODIA TO MANILA, PHILIPPINES

WHEREAS, Mr. Rafael S. Palencia, Jr., Administrative Officer and Attache, will be recalled to the Home Office under Assignment Order No. 101-2018 dated 19 February 2018;

WHEREAS, through fax no. NP-143-0FMS-2019 dated 08 July 2019, OFMS transmitted ORS No. 2019-07-006230 dated on the same day authorizing the payment of PhP 370,432.93 (US$7,115.50 at PhP 52.06) for Mr. Palencia's relocation allowance (US$4,924.50), plane fare (US$258.00), and unaccompanied baggage allowance (US$700.00) as well as the unaccompanied baggage allowance of Mr. Ernie P. Enriquez, incoming ATN Officer & Attache;

WHEREAS, the Embassy has requested and received price quotations for a one-way economy class plane ticket from Phnom Penh, Cambodia to Manila, Philippines from three (3) reputable companies, as follows:

WHEREAS, after careful consideration of these quotations, the Embassy has identified Max Sea Star Travel Co. Ltd. as the company that submitted the lowest responsive and most favorable quotation for a one-way economy class plane ticket from Phnom Penh, Cambodia to Manila, Philippines, in the amount of Two Hundred and Fifty-Eight Dollars only (US$258.00);

WHEREAS, Section 53.9 of the 2016 Revised Implementing Rules and Regulations (RIRR) of R.A. 9184, otherwise known as the Government Procurement Reform Act of 2009, allows an agency to resort to Small Value Procurement provided the amount involved does not exceed the threshold amount of One Million Pesos (Php 1 ,000,000.00);

NOW THEREFORE, we, the members of the Bids and Awards Committee of the Embassy, RESOLVE to RECOMMEND to the Acting Head of the Procuring Entity the award of the contract for a one-way economy class plane ticket from Phnom Penh, Cambodia to Manila, Philippines, in favor of Max Sea Star Travel Co.
