Innst. 41 S (2009–2010) Innstilling Til Stortinget Fra Finanskomiteen Innst. 41 S (2009–2010) Innstilling til Stortinget fra finanskomiteen St.prp. nr. 96 (2008–2009) Innstilling fra finanskomiteen om samtykke til å inneholder likevel noen avvik fra denne mønsteravta- sette i kraft en skatteavtale med tilhørende proto- len. Den 18. februar 2008 ble det i Ljubljana skrevet under en avtale med tilhørende protokoll mellom Norge og Slovenia.     Strategy Childhood comes but once National strategy to combat violence and sexual abuse against children and youth (2014–2017) Strategy Childhood comes but once National strategy to combat violence and sexual abuse against children and youth (2014–2017) 4 FOREWORD As a society, Norway has come a long way in its efforts to protect children and adolescents from violence, sexual abuse and bullying. The progress we have achieved is attributable to policy decisions, legislation, increased knowledge, public discussion, media attention and the work of professionals, parents and children themselves. We do not permit parents to harm their children, and we express collective grief and alarm when we hear of children exposed to serious abuse. To the vast majority of parents in Norway, nothing is more important than the well-being of children. All the same, violence and sexual abuse, whether in the family or elsewhere, are a part of daily life for many children. Extensive research shows how consequential violence may be, whether it is directed at a parent or the child itself, and whether it takes the form of direct physical violence, sexual abuse or bullying. Violence can lead to extensive cognitive, social, psychological and physical problems in both the short and long term. Violence against children and adolescents is a public health challenge. The approach to violence and sexual abuse against children in Norwegian society must be one of zero tolerance. We want safety and security for all children, enabling them to enjoy good health and a good quality of life as they grow. Taboos must be broken.

During times like these, with challenges and unrest, we need to plan long- term. The Government’s innovation policy shall provide for long-term sustainable wealth creation in Norway. To meet future needs, it is the Government’s view that we need sound and predictable conditions for industry. We must actively provide for knowledge development, creative thinking, restructuring and innovation. Renewal has always been important for economic growth in Norway. We must act now so that Norway shall be among the world’s best countries to live in, not just for us, but for our children and grandchildren too. We must be successful in achieving renewal through development of new technology, new products and new solutions.

Ved siden av å forsvare liberale rettigheter har Venstres stortingsgruppe denne perioden derfor prioritert kunnskap, miljø og selvstendig næringsdrivende. Denne prioriteringen er synlig både i Venstres alternative budsjetter, i forslag som er fremmet på Stortinget og spørsmål som er stilt til statsrådene. I tillegg har Venstres stortingsgruppe vist at vi vil prioritere mer til dem som trenger det mest; både gjennom representantforslag for å bekjempe fattigdom hos barn, en bedre rusbehandling og et bedre barnevern. Venstre fremmet også et eget forslag om en velferdsreform som ble behandlet sammen med samhandlingsreformen. På Venstres landsmøte tidligere i år pekte Venstres nyvalgte leder, Trine Skei Grande, på fem utvalgte områder som vil være Venstres hovedprioritet den kommende tiden. Hun lovet at Venstre skal prioritere en milliard mer årlig til lærere, forskning, selvstendig næringsdrivende og småbedrifter, jernbane og for å bekjempe fattigdom.

    Picturing Politics: Female Political Leaders in France and Norway Anne Krogstad and Aagoth E. Storvik Accepted for publication in Historical Reflections/Reflexions Historiques. Abstract This article explores images of high-level female politicians in France and Norway from 1980 to 2010, examining the ways in which they present themselves to the media and their subsequent reception by journalists. What changes have emerged in the images and receptions of female politicians in the two countries? Women in French politics have experienced difficulties living up to a masculine heroic leadership ideal historically marked by drama, conquest, and seductiveness. In contrast, Norwegian female politicians have challenged the traditional leadership ethos of conspicuous modesty and low-key presentation. We argue that images of French and Norwegian politicians in the media are not only national constructions; they are also gendered. This implies that such images are not equally suitable or effective for men and women, a critical dimension that is not fully captured in the initial theory about cultural and national repertoires. Seven images of women in politics are discussed: 1) Men in skirts and ladies of stone, 2) seductresses, 3) different types of mothers, 4) heroines of the past, 5) women in red, 6) glamorous women, and 7) women using ironic femininity. The last three images—color, glamour and irony—are identified as new strategies that female politicians use to accentuate their positions of power with signs of female sensuality. It is thus possible for female politicians to show signs of feminine sensuality and still avoid negative gender stereotyping. 1 For most men, most of the time, politics is a series of pictures in the mind, placed there by television news, newspapers, magazines and discussion.

    Nordicom Review 28 (2007) 1, pp. 17-32 Gender Stereotyping of Political Candidates An Experimental Study of Political Communication TORIL AALBERG & ANDERS TODAL JENSSEN Abstract Electoral research has demonstrated how men and women sometimes have different po- litical preferences. Men are typically thought to be more concerned about taxation, busi- ness policies, etc., while women care more about issues related to the welfare state. Thus, it seems obvious that stereotyping influences candidate evaluation with regard to issue competence. In this article, we investigate whether stereotyping also influences how the electorate views the communication skills of the candidates. We ask whether the gender of politicians affects the way citizens evaluate various aspects of the qualities of a political speech, and thus their support for political parties. The experiment used in this study is based on a pre- and post-stimuli questionnaire. Stimuli are videotapes of genuine politi- cal speeches (originally given by party leaders in October 2000) performed for the experi- ment by one female and one male actor. Our main finding is that the male “politician” was believed to be more knowledgeable, trustworthy and convincing than the female “politi- cian” even though they presented the same speech verbatim. These differences in scores were the result of the male part of the audience consistently rating the female lower and the male higher than did the females in the audience. Among the female audience, the two politicians received almost identical scores on all traits. The candidate’s popularity and the popularity of the candidate’s party were also affected by the gender of the politician who performed the speech.

In Norway, gender equality especially in a political sphere is highly achieved and more women have been successful as politicians than other industrialized nations. In the latest national election of 2009, 42 percent of all the candidates were female, and half of the ministers in the current Cabinet are women. This paper firstly points out the statistics showing of women's participation in politics from the past to the latest elections, and then it will point out both historical and political backgrounds which led Norwegian women highly involved in politics.   • Nasjonal Støttegruppe Etter 22
    Årsmelding interimsstyret Nasjonal Støttegruppe (Støttegruppa) etter 22. juli hendelsene ble stiftet 21. august 2011. Initiativet ble tatt av Finn Arild Bystrøm i samarbeid med Nasjonalt Støttegruppenettverk. På stiftelsesmøte ble Trond Henry Blattmann valgt til leder og Tove Selbekk valgt til nestleder av interimsstyret i Støttegruppa. På stiftelsesmøte ble det også klart at det var 26 som meldte seg frivillig til å delta i styret. Første styremøte ble avholdt 5. september i Røde Kors lokaler i Hausmannsgt. 7 i Oslo. På dette møtet deltok alle som hadde meldt seg frivillig til å delta i styret på stiftelsesmøte. I tillegg deltok Anne Cecilie Fossum fra Røde Kors som nasjonal koordinator. Det var åpenbart for alle som deltok at et styre på 26 representanter er altfor stort og det ble derfor iverksatt en utvelgelsesprosess. Vi endte ned på 9 representanter med de øvrige som vararepresentanter. Det ble også åpnet opp for ytterligere 2. representanter, en fra AUF og en fra de frivillige redningsmannskapene. Styret er senere utvidet til 11 medlemmer med en representant fra AUF og en representant fra de frivillige redningsmannskapene. Styret har i perioden bestått av Trond Henry Blattmann, Tove Selbekk, Kitty Eide, John Hestnes, Christin Bjelland, Alf Vederhus, Imran Aydenir -Ay, May-Tove Iversen, Lill Hege Nilsen, Beate Vatndal og Marianne Wilhelmsen. Her må det nevnes at Kolbein Fridtun har deltatt på nesten alle styremøtene som varamann. Styrerepresentantene er geografisk spredt fra Vadsø i nord til Kristiansand i sør. Styret har hatt 12 styremøter og 3 telefonmøter og behandlet en rekke saker. Vi har deltatt i en rekke møter med statsråder, statsminister, stortinget, helsedirektoratet, arbeidsdirektoratet, kulturdepartementet samt en rekke møter og utvalg for å følge opp myndighetenes arbeid knyttet til de rammede etter 22.
