Folketalsutviklinga er resultatet av fødselsoverskot pluss nettoflytting. Desse komponentane kan vi bryte ned for å forstå utviklinga enda betre. Fødselsoverskotet er talet på fødde eit år minus talet dødde same år. I 2018 blei det fødd 51 barn samstundes som det dødde 45 personar i befolkninga. Det gav eit fødselsoverskot på 6. I 2017 var talet på fødde 37, døde 48 og fødselsoverskotet -11. Fødselstala er låge både regionalt og nasjonalt, og det er svært få kommunar kor fødselstala er høge nok til å oppretthalde befolkningsstorleiken utan tilflytting eller innvandring. Forutan fødselsoverskotet er det innanlandskflytting og innvandring som vil avgjere om ein kommune opplev vekst eller nedgang. For fylket samla er den innanlandske nettoflyttinga negativ, med eit flyttetap på kring 1000 personar årleg i tidsperioden sida 2012. Av det flyttetapet utgjer om lag 60 prosent personar som tidligare har innvandra til fylket. Den innanlandske nettoflyttinga for kommunen var i 2018 på -56 personar. Det er lågare enn året før, med ei endring på -33 personar. Nettoinnvandringa har vore årsaken til den gode folketalsutviklinga fylket har vore gjennom det siste tiåret. Her har særleg arbeidsinnvandringa vore avgjerande. -

Amendments to the Regulations on environmental safety for ships and mobile offshore units 1. Introduction The Norwegian Maritime Authority (NMA) has laid down amendments to the Regulations of 30 May 2012 No. 488 on environmental safety for ships and mobile offshore units. The new rules include general amendments to the sewage provisions of sections 9 and 10 of the Environmental Safety Regulations and special provisions for the world heritage fjords. We lay down the same sulphur requirements as in emission control areas (ECAs) for the entire world heritage area, stricter requirements for NOx emissions, prohibition against the discharge of sewage and grey water, requirement for an environmental instruction and prohibition against incineration of waste on board ships in the world heritage fjords. 2. Consultation The proposed amendments were circulated for review from 4 June to 14 September 2018. In addition, the proposal was submitted to the EEA for review. Due to consultative comments, the Norwegian Maritime Authority considered it necessary to submit proposed amendments for review. -

Scien tists have been performing environmental assessments in the receiving waters from these production plants for more than twenty-five years, detecting high P AH con centrations in sediments and biota. Most of the assess ments have been limited to individual recipient bodies of water. No previous projects have evaluated the results from a holistic point of view, that is, as an integrated analysis within the same ecosystem compartment (for example, inter-fjord sediment to sediment comparison) or between different compartments (e.g. sediments to organisms within and between fjords). Over the past decade, changes in production processes, the installation of scrubbers etc. have drawn attention to the need for a broad-based evaluation of the ecological fate and effects of present and past P AH discharges. Accordingly, the main objective of this study has been to provide a comprehensive environmental risk assess ment of discharges to marine waters of P AHs generated by the production of primary aluminium and manganese alloys. -

Styret i 2019 har bestått av: Leder: Tor Erik Aarstad Nestleder: Mareno Nauste Kasserer: Bjørn Cameron Alexander Sekretær: Tone Kvamsås Styremedlem: Harry Hestad 1. vara: Ellen Undset 2. vara: Berit Torjuul Styret hadde i 2019 4 styremøter samt årsmøte 21. mars. Medlemstallet i 2019 var 117 medlemmer, som er en liten økning fra 2018. Av disse var 27 under 16 år. Vi er fremdeles langt unna tallene vi såg før vi måtte legge om til innmelding via minidrett da vi hadde nærmere 200 medlemmer. Det ble som vanlig arrangert klubbkveld i november med premiering av skitrimmen, fjelltrimmen og sykkeltrimmen. Vinner av Sucom trimmen ble og kunngjort her. Eresfjord IL var også i år med i «Prosjekt Tilhørighet» Vi hadde som vanlig 10 sesongkort fra MFK. Tross gratis utdeling til våre medlemmer, var det liten etterspørsel. Eresfjord IL har og ansvaret for vedlikeholdet av fotballbanen, her har banekomiteen lagt ned mange timer for å holde banen i god stand. Kom deg ut dagen 3/2-2019: Eresfjord og Vistdal skisenter. I samarbeid med Den Norske Turistforening og Vistdal IL arrangerte vi «kom deg ut dagen» i lysløypa Et vellykket arrangement med ca. 150 deltagere. Det var rebusløp, aking, skileik og grilling samt salg av kaker. Idrettslagene spanderte saft og kaffe. Innebandy: Fast spilling på søndager kl. 20.00 som vanlig.. det er mellom 6-12 spillere som møtes. Vi starter "sesongen" i august/ september etter skoleferien og holder på fram til slutten av juni. Startet på slutten av året med innebandy for jenter 8-12 år som et prøveprosjekt. Oppmøte er ca. -

Visitor Management in the West Norwegian Fjords – Bridging the Gaps between Disciplines, Sectors and Administrative Levels Hanne Lykkja, Nærøyfjorden World Heritage Park, Norway, [email protected] Case description and research purpose Carrying Capacity in World Heritage Areas The West Norwegian Fjord landscape was entered on the UNESCO List in 2005. Steep valleys and mountainsides with numerous waterfalls and free-flowing rivers run across forests on their way to the sea. The fjords represent unique geological values and offer an outstanding natural beauty. There are still old farms and dairy farms, many of them now forsaken, but they introduce a cultural dimension to the landscape, which adds to and heightens the value of the area. The small communities of Flåm and Geiranger have 300 residents and receive 700,000 visitors each year (including cruise ship passengers). Limits of sustainability for nature, the local communities and tourism is a big debate. Each year, the media describe protests against mass tourism, pollution and noise. The Heritage council is working to establish more sustainable practices. (Lykkja and Knagenhjelm, 2014) UNESCO (2012) considers tourism to be the greatest threat to the World Herit- age Sites, while the industry also provides economic opportunities in and adjacent to the sites. UNESCO demands Visitor Management Strategies and regular reports proving the sites are being well maintained. Suitable methods for describing land- scape, “sense of place” and “outstanding beauty” have been developed in Norway (Direktoratet for naturforvaltning and Riksantikvaren, 2010). Methods for moni- toring and reporting have been developed internationally, but require adjustment to conditions in Norway (Day 2013, Gundersen et al 2011). -

The others are published by the Norwegian Police Security Service (PST), the Norwegian Intelligence Service (NIS) and the Norwegian National Security Authority (NSM). The PST’s primary responsibility is to prevent and investigate crimes against national security. The PST’s annual threat assessment discusses situations, usually in Norway, that could affect Norwegian security and damage national interests in the coming year. These include threats from state actors in the form of foreign intelligence services, their current intelligence targets and the services’ operational patterns in Norway. The assessments also deal with threats from non-state actors, especially threats of politically motivated violence by extremist groups or individuals. The assessments have a time horizon of one year and are published in the first quarter. The NIS’s primary task is to warn of external threats and support the development of Norwegian security, foreign and defence policy. The service publishes an annual assessment of the international situation and foreign threats of significance to Norway and Norwegian interests.
