To achieve this commitment, Council is requesting quotations from appropriately qualified contractors to undertake the sports ground lighting upgrade to improve utilisation of the Tullibigeal Recreation Ground, located at 24 Burgooney Road Tullibigeal. The identified project is to provide an upgraded sports ground lighting capacity for the existing football oval and netball courts which are located at the Tullibigeal Recreation Ground. The project scope extends to the removal of some existing infrastructure. Lachlan Shire Council (Council) is seeking the services of a suitably qualified Electrical Contractor for the design and execution of the work. Prior to the commencement of construction work, a Certificate of Compliance is to be provided by a practicing structural engineer certifying that the design of the pole foundations and the steel light poles are in accordance with the relevant Australian Standards and are suitable to the specific site conditions. A copy of the Geotechnical Report relating to the recently constructed near-by amenities building is included in the reference documents. A timely construction and commissioning of these works will score positively in the assessment of these quotations. 1.2 ABOUT LACHLAN SHIRE COUNCIL Lachlan Shire is located in the Central West of New South Wales; 200km west of Orange, 100km west of Parkes, 220km south west of Dubbo and 228km north east of the Griffith. Lachlan Shire has an area of 14,973 square kilometres and hosts the towns of Condobolin, Lake Cargelligo and Tottenham and villages of Albert, Burcher, Tullibigeal, Fifield and Derriwong. Tullibigeal is a Village in the Lachlan Shire. It is about 70km south west of Condobolin and about 40km East of Lake Cargelligo. Refer to Council’s website for more information www.lachlan.nsw.gov.au 1.3 COUNCIL POLICY During the Tender and service delivery process, all parties are required to maintain the highest ethical business standards in accordance with the Council’s Code of Conduct and Procurement Policy. Copies of these Policies are available on Council’s website. http://www.lachlan.nsw.gov.au/council/council-policies.aspx Each member of the partnership; employees and sub-contractor must be familiar with Council’s Code of Conduct. 1 Q2020/10 - TULLIBIGEAL RECREATION GROUND LIGHTING UPGRADE Image: Map depicting the location of Tullibigeal 2 2 PROJECT AND CONTRACT DETAILS 2.1 TENDERER RESPONSIBILITY The Tenderer shall be deemed to have examined each and every aspect of their obligations within these tender documents. It is the responsibility of the Tenderer to ensure that they have the qualifications, ability and understanding to undertake all requirements of the contract to the acceptable standard. As a minimum requirement, Contractors shall comply with all applicable qualifications and requirements of a licenced Electrical Contractor. The Tenderer shall supply to Council details of qualifications, Certificates of Competency and any other authority or permits that may be required for certain work processes, for all staff that will be involved on the contract. 2.2 INSPECTION / BRIEFING A Site inspection is strongly recommended to all prospective Contractors to ensure that they are fully aware of their obligations, site constraints and conditions. To arrange an inspection, contact: Mr David Wolfenden, Acting Manager Recreation, phone (02) 6895 1900, email [email protected] 2.3 TENDER ENQUIRIES AND CLARIFICATIONS Any questions regarding the works requested in the documents should be made to Council’s Acting Manager Recreation on (02) 6895 1900, or email [email protected]. No prior discussion on prices will be entered into. Canvassing of Councillors will disqualify Contractors. Any amendments, addendums, responses to substantive questions and queries will be made in writing, or email. These responses shall be made available to all prospective Contractors, without disclosing the source of the query. 2.4 SCOPE OF WORKS This is a Design and Construct contract for the supply and installation of electrical LED lighting to the sporting fields (football oval and netball courts) at Tullibigeal Recreation Ground. The scope of works for this project includes the design, set out, administration, supply of materials and installation of all necessary goods, light alignment, testing and commissioning the LED lights to the satisfaction of Council’s Manager Recreation for the Tullibigeal Recreation Ground. The scope of work includes the structural design and specification of the light post and footings by a Practicing Consulting Structural Engineer. The contractor is responsible to locate all underground services, and shall meet the repair cost of any services, irrigations systems or like infrastructure that is damaged as a result of the work. Please note that the information provided in the Irrigation as Constructed drawings must be confirmed on site prior to commencement of all excavation works. More specifically, the scope of work includes: 1. Four (4) x 24 metre nominal height steel poles including steel reinforced concrete foundations at locations as generally shown on the attached drawings; 2. Underground power to at least four (4) new steel poles; 3. LED lighting for the Football Oval; 3 4. LED lighting for the two (2) Netball Courts – (this may require an additional pole); 5. LED lighting to deliver an average of 100 Lux horizontal illuminance across the three (3) playing surfaces in accordance with the relevant Australian Standards (AS2560) and IP66 all weather rating. 6. Connect to the new switchboard located 7. Provide, install, test and commission all necessary electrical switch gear and controllers; 8. Remove three (3) redundant timber light poles (PP8323, PP8324 & PP8325) and place safely on the sullage adsorption area to the west of the tree line, west of the amenities building within the Recreation Ground precinct. 9. Electrically terminate and remove two redundant steel light poles and concrete foundations one located east of building one (1) and one located east of building three (3). 10. Either electrically terminate and remove or utilize, steel light post located to the west of the Netball Courts. 11. Remove and dispose of redundant lights, wires and associated equipment from site. The following works are not included in this contract but are currently in progress and scheduled to be completed July 2020:- Level 1 ASP distribution network assets including all high voltage upgrade works; Provision of a new 3-phase 63kVA substation mounted on NP423977 (old pole 1452); Underground 3-phase cabling between NP423977 to vicinity existing pole 1453 111 which is to be re-labelled PP23564. Installation of Level 2 consumer metering and main switchboard vicinity existing pole 1453-111 (re-labelled PP23564) The approved design for the Level 1 and Level 2 ASP work associated with the current electrical upgrade project is included in the electronic reference documents. It is noted that the Level 2 ASP meter installation contractor (not included in the scope of this

Condobolin access to West Wyalong via Gipps Way is open – temporary repairs have been completed on the road. Caution as water remains over the road in a number of locations. Access for high clearance 4wd vehicles less than 3 tonne is available from Condobolin to Tullibigeal, Lake Cargelligo and West Wyalong via SR230 Lachlan Valley Way and SR1029 Tullibigeal Road. Caution as road condition is deteriorating Extra caution is advised as many roads are affected by current flooding or the residual effects from flooding, including soft shoulders, washouts, bog holes, potholes, slippery road surfaces, debris, water on roads and hidden hazards under the water. Conditions can change quickly. More land holders may lose access – make preparations before roads are closed by flooding . Tottenham area – residual damage from flooding, caution is advised: • Tullamore–Narromine road now open to vehicles under 3 tonne – severe road damage. • MR347 Dandaloo Road , Albert-Trangie – open with caution , temporary repairs. • SR3 Tabratong Crossing Road , Tottenham-Nevertire – open with caution , temporary repairs and one lane traffic access.
