(Addenda sobre shalom) ROSA MARIA BOIXAREU VILAPLANA Síndica de Greuges Universitat Ramon Llull RESUM: Aquest article té com a objectiu la consideració del terme shalom als TestXIIPa que trobem en la forma grega d’éirênê (εἰρήνη)1. És un posicionament d’estudi descriptiu del qual, naturalment, es fa una consideració conclusiva. Els TestXIIPa, en paraules d’Enric Cortès, són transmesos per copistes cristians des del segle II dC i gaudeixen de gran prestigi com a “joia de la corona” de la literatura intertestamentària. PARAULES CLAU: TestXIIPa, éirênê, shalom, pau. εἰρήνη (éirênê) in the Testaments of the Twelve Patriarchs (TestXIIPa) (Addendum on shalom) ABSTRACT: This article’s objective is to consider the term shalom in the TestXIIPa, which can be found in its Greek form éirênê (εἰρήνη). This is 11 a descriptive study with a conclusive consideration. The TestXIIPa, ac- cording to Enric Cortès, are transmitted by Christian transcribers from 2nd century AD, and are widely recognised as the “crown jewel” in intertestamental literature. Els Testaments dels Dotze Patriarques són escrits apòcrifs, o pseudo- epigràfics; és a dir, són aquells escrits que s’atribueixen a un perso- natge prestigiat del passat i no van ser admesos en el cànon dels llibres bíblics. A partir d’ara, els termes es transcriuran en grafia llatina sense considerar l’accentuació. 2 La literatura apòcrifa o pseudoepigràfica és un tipus de literatura que neix en els Ars_Brevis_25.indd 11 29/5/20 9:53 ROSA MARIA BOIXAREU ARS BREVIS 2019 rari de la pseudoepigrafia abraça bàsicament un temps que s’estén des del 200 aC fins al 200 dC. La contemplació de l’espai de la pseudoepigrafia és una eina indispensable per a la comprensió dels escrits neotestamentaris, així com dels orígens jueus del cristianisme. Hom no pot considerar les “veritats” del cristianisme desarrelades de l’espai cultural i religiós del judaisme3. Els TestXIIPa: l’obra evoca el text de Gn 49, on Jacob es dirigeix als seus dotze fills com a les dotze tribus d’Israel: són els dotze pa- triarques. Al llindar del seu traspàs convoquen els seus fills i familiars (la comunitat), als quals adrecen unes prescripcions de caire ètic. El motiu primari dels Testaments és el de transcriure les últimes paraules del patriarca en un context biogràfic que avala l’exhortació. La gran importància i vàlua del seu contingut rau en el fet que el patriarca confegeix les seves exhortacions a partir de la pròpia expe- riència: és la vida qui va construint el discurs. La insistència exhortativa dels TestXIIPa essencialment es refereix al compliment de la Llei en la forma de l’amor a Déu i al proïsme com a manaments del Senyor, incloent altres exhortacions en sentit positiu/negatiu que se’n deriven (per exemple, contra l’enveja- TestSim, sobre la bondat-TestNef): la llei és un ensenyament, una 12 instrucció, pràctica tant la que es desprèn del conjunt de la llei de tradició mosaica (oral-escrita)4 com la que es desprèn de l’ensenya- ment de Jesús (mostrant com ha de ser “l’estil” de qui vol seguir-lo).

"6 All of the above can be said of most of his male characters because none of Borges' characters can be classified in the traditional sense. A Vilari or Hladik is no more real than a Beatriz or Ulrica. Juan Otalora is no more real than la Pelirroja and Red Scharlach is no more real than Emma Zunz.

    10 Corruption as an International Policy Problem: Overview and Recommendations KIMBERLY ANN ELLIOTT In just a few months in early 1997, Mexico fired its top drug-enforcement official for accepting bribes and ultimately closed the agency because it was so ridden with corruption; Ukraines president once again declared war on corruption; Chinese Prime Minister Li Peng lamented that his country was losing ground in its war on corruption; President Kim Young Sam deplored endemic corruption in South Korea; Russian Interior Min- ister Anatoly Kulikov pledged to crack down on corruption and the gray economy; Pakistans voters, disillusioned by perceptions of widespread corruption, stayed away from the polls in droves; and public schools in Washington were alleged to be rife with cronyism and nepotism. Corruption scandals in recent years have also contributed to the downfall of governments in Ecuador, Brazil, Italy, and India. Long-entrenched ruling parties have been weakened, including Japans Liberal Democratic Party and Mexicos Institutional Revolutionary Party. In the United States, two decades after the Watergate scandals prompted new rules regard- ing political contributions and the passage of the Foreign Corrupt Prac- tices Act (FCPA), campaign finance reform has reemerged as a major political issue. The number, variety, and importance of countries experiencing corrup- tion scandals highlight both the complexity of this phenomenon and its prominence as a global issue. When it is pervasive and uncontrolled, corruption thwarts economic development and undermines political le- gitimacy. Less pervasive variants result in wasted resources, increased inequity in resource distribution, less political competition, and greater distrust of government. INTRODUCTION Corruption represents a threat “…to the stability and security of societies, undermining the institutions of democracy, ethical values and justice and jeopardizing sustainable development and the rule of law”. – Preamble to the UN Convention on Corruption Since their inception, West African states have been facing corruption as a major problem. In some cases, it has attained levels of gross and egregious theft, for which no possible moral or historical justification can be advanced, and which has played a major role, both in the impoverishment of the region as a whole and specifically in the alienation of its people from their rulers.1 The existence of widespread corruption, especially in societies beset by mass poverty and very high levels of unemployment, has a deeply corrosive effect on trust in government and 2 contributes to crime and political disorder. In the political realm, corruption undermines democracy and good governance by flouting or even subverting formal processes. Corruption in legislative bodies reduces accountability and distorts representation in policymaking; corruption in the judiciary compromises the rule of law; and corruption in public administration results in the unequal distribution of services. More generally, corruption erodes the institutional capacity of government as procedures are disregarded, resources are siphoned off, and public offices are bought and sold.3 At the extreme, unbridled corruption can lead to state fragility and destructive conflict, and plunge a state into “unremitting cycle of institutional anarchy and violence”.4 In as much as corruption destroys the legitimacy of government in the eyes of those who can do something about the situation, it contributes to instability.
