Guerre totali, guerre limitate, guerre asimmetriche,è stato suddiviso in vari sottotemi, ai quali i relatori si sono riferiti nella stesura delle loro presentazioni. Tutti i sottotemi proposti hanno trovato adeguata trattazione e si è cercato da parte del Co- mitato Scientifico di predisporre un programma consequenziale, attinente alle tematiche che erano state indicate. Tuttavia, negli Atti, per favorire una visione più sistematica dei lavori si è preferito raggruppare le relazioni in maniera più strettamente tematica e cronologica. Negli Atti sono state inserite anche tre relazioni non presentate in aula per sopravvenuta indispo- nibilità dei presentatori. Le Thème du Congrès Conflits Militaires et populations civiles. Guerres totales, guerres limitées, guerres asymétriques, a été divisé en différents sous thèmes, que les orateurs ont évoqué dans leurs présentations. Toutes les propositions des sous thèmes ont trouvé le développement approprié et le Comité Scientifique a elaboré un programme cohérent, relatives aux questions mentionnés. Toutefois, dans les Actes, à fin de promouvoir un travail plus systématique, on a préféré réu- nir les relations dans une plan plus strictement chronologique et thématique. Dans les Actes ont été également inclus trois présentations qui n’ont pas été présentés en séance par indisponibilité des présentateurs. The Theme of the Congress Military conflicts and civilian populations. Total wars, lim- ited wars, asymmetrical wars, has been divided into various items, to which the speakers have referred in their presentations. All proposed items found adequate treatment and were listed by the Scientific Committee to prepare a consequential program, relating to issues that were mentioned. However, in the Acts, to promote a more systematic work has been preferred to set papers in a more strictly chronological and thematic progres- sion. In the Acts are also included three presentations not submitted to the Audience for occurring unavailability of presenters.     Journal of Military and Strategic VOLUME 14, ISSUE 1, FALL 2011 Studies A Stepping Stone to Success: Operation Battleaxe (June 1941) and the Development of the British Tactical Air Doctrine Mike Bechthold On 16 February 1943 a meeting was held in Tripoli attended by senior American and British officers to discuss the various lessons learned during the Libyan campaign. The focus of the meeting was a presentation by General Bernard Montgomery. This "gospel according to Montgomery," as it was referred to by Air Chief Marshal Arthur Tedder, set out very clearly Monty's beliefs on how air power should be used to support the army.1 Among the tenets Montgomery articulated was his conviction of the importance of air power: "Any officer who aspires to hold high command in war must understand clearly certain principles regarding the use of air power." Montgomery also believed that flexibility was the greatest asset of air power. This allowed it to be applied as a "battle-winning factor of the first importance." As well, he fully endorsed the air force view of centralized control: "Nothing could be more fatal to successful results than to dissipate the air resource into small packets placed under the control of army formation commanders, with each packet working on its own plan. The soldier must not expect, or wish, to exercise direct command over air striking forces." Army Co-operation Command has been neglected in the literature on the Royal Air Force during the Second World War and this thesis addresses this neglect by adding to the extant knowledge on the development of tactical air support and fills a larger gap that exists in the literature on Royal Air Force Commands. Army Co-operation Command was created at the behest of the army in the wake of the Battle of France.

    VOICES OF FREEDOM – WESTERN INTERFERENCE? 60 YEARS OF RADIO FREE EUROPE IN MUNICH AND PRAGUE Radio Free Europe (RFE) began regular broadcasts from Munich sixty years ago with a news programme by its Czechoslovak department. To mark this anniversary, the Collegium Carolinum (Munich), together with the Czech Centre (Munich), and the Institute for the Study of Totalitarian Regimes (Prague) held the conference Voices of Freedom – Western Interference? 60 Years of Radio Free Europe in Munich and Prague from 28 to 30 April 2011 at Munich’s Ludwig-Maximilian University. The conference revolved around RFE’s role as one of the most political and polarizing of all international radio broadcasters in the Cold War context. What were the station’s goals and how did it go about achieving them? To what extent did RFE contribute to an exchange of information and knowledge between East and West? The station’s political significance and the importance attached to similar international media in current politics and foreign affairs were demonstrated not least by the fact that the conference was held under the auspices of the Bavarian Prime Minister Horst Seehofer and the Czech Foreign Minister Karel Schwarzenberg. This was also clear in the public discussion on the theme of “International Broadcasting Today” at America House with former RFE journalist and current President of Estonia Toomas Hendrik Ilves, US Consul General Conrad R. Tribble, political scientist and media expert Hans J. Kleinsteuber (University of Hamburg), Associate Director of Broadcasting at RFE/RL in Prague, Abbas Djavadi, and Ingo Mannteufel from the Deutsche Welle.
