(c) the number of departments established in those hospitals indicating also the number of beds available in each department;

(d) the average number of operations carried out in the said hospitals on daily basis during the year 2015-16;

(e) the average number of outdoor patients being attended to in those hospitals on daily basis; and

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the steps taken by the incumbent Government to provide safe drinking water to the residents of Islamabad; and

(b) the steps taken by the present Government to prevent the spread of water born diseases in ICT?

Chaudhry Nisar Ali Khan: (a) The mechanism is as under:—

i. Regular repairs / maintenance of water supply network system.

ii. Water testing by Water Quality Control Cell, Central Engineering Laboratory, CDA.

iii. Periodic testing from Council for Research in Water Resources (PCRWR), Islamabad.

(b) To prevent spread of water-born diseases, the following measures are taken:— 9 i. Flocculation (by mixing chemicals like Alum etc). ii. Sedimentation iii. Filtration iv. Disinfection / chlorination

Will the Minister for Interior and Narcotics Control be pleased to state that the steps being taken by the Government to systematize the traffic flow of in the Federal Capital as per the international standard?

Chaudhry Nisar Ali Khan:

ENFORCEMENT

ITP striving to facilitate the road users through traffic education. During the calendar year from 1st January to 20-12-2016, total 6,28,836 traffic violation tickets have been issued to the traffic law violators fining an amount of Rs. 20,23,66,300/- under relevant traffic laws (Annex-I).

ITP EDUCATION WING

ITP established an Education Wing to arrange seminars, lectures in educational, government and non government organizations to acquaint the public with traffic laws and regulation. The education wing is also educating the public about safe driving as per international standards. This wing of ITP also distributing pamphlets among the road user providing information about the traffic laws (Annex-II).

LICENSING

¦ ITP has established One Window Hall for issuance/renewal of driving licenses providing single counter for all procedures without consumption of time of the applicants. This is one of major achievement in Pakistan.

¦ Prior to the introduction of this system, the precious time of the applicants was wasted and they had to spend about 4/5 hours for completing the procedure. 10

¦ After establishment of One Window Hall, the time of applicants at counter has been saved and each counter completes the process within minutes.

¦ The driving test is being arranged digitally through touch screens.

¦ Paperless atmosphere in driving licensing with proper database has been established.

¦ Classes for the applicants of Learner permit have also been arranged within the vicinity of ITP HQ.

E-CHALLAN SYSTEM

¦ ITP has introduced E Challan system through Android Phone or handheld devises to facilitate the public in getting back their documents, avoiding long queue at bank as in this system online payment can be made through telcos under the umbrella of National Bank of Pakistan.

HELP UNITS

¦ ITP has introduced helping the road users in distress and is plying 04 help units 24/7 and these help units approach the road users after calling at 1915 traffic help line as well as Safe City (Control and Command Centre).

SAFE CITY PROJECT

¦ The Government has established a Safe City Project covering almost all the roads through IP Cameras and ITP is also integrated with this project.

¦ Different mode of policing is integrated with this project e.g. speed checking, face recognition, hit and run can trace through this project in collaboration with other departments.

ITP FM RADIO 92.4

¦ To facilitate the road users and create traffic awareness among them, ITP established a non-commercial Radio Channel ITP FM 92.4 11 through which announcements are being aired with suitable interval regarding the road situation, rush hours, blockades, especially during sermons, gathering, processions and agitation etc.

Islamabad Traffic Police conducted a road audit to make the road infrastructure according to the international standard and sent to Capital Development Authority.

ROAD AUDIT FOR CDA

The salient feature of the Road Audit is as under:

INSTALLATION OF SIGN BOARDS

¾ ITP pinpointed all the locations on the main as well as service roads for installation of traffic sing boards of various categories. Likewise No Parking Sign boards, Speed Limit Sign Board, Mandatory, Warning and informative sign boards are also recommended.

REPAIR/MAINTENANCE OF SIGNALS

¾ Repair/maintenance of traffic Signals as well as proposal to synchronise the existing signals with the flow of traffic through Safe City Project.

FISH BELLY U-TURNS

¾ ITP proposed various U turn to be made according to international standard after converting into fish belly U-turns.

ITP also recommended to CDA to block the U-turn which did not meet the international standards.

LANE MARKING

¾ ITP also proposed and pointed out all the intersections/crossings for lane marking of Zebra crossing for pedestrians as well as all road furnishing of lane marking as per traffic rules and regulation to meet the international standards. 12 INSTALLATION OF CAT EYES ¾ To control the speed limit and to reduce the ratio of accident/road incidents, ITP recommended to CDA to install cat eyes with thrashers on main and service roads of the Capital. CONSTRUCTION OF BUS BAYS ¾ ITP has also proposed to CDA for establishment of more than 30 Bus Bays at some of the busiest bus stops to facilitate the road users. SELF CONTROLLED PARKING LOTS ¾ There are main issues of Parking problems in the Federal Capital, ITP has proposed to CDA for arrangement / establishment of suitable/ enough parking places around main buildings, Govt. Installations, shopping centers, school, colleges & universities as well as picnic points as per international standards. CONSTRUCTION OF FLY OVER/OVER HEAD BRIDGES ¾ To control/overcome the traffic on main highways/roads, ITP suggested to CDA for constructions of overhead bridges/fly over as per international standards to make smooth flow of traffic. REPAIR/MAINTENANCE OF ROADS ¾ Some of the infrastructure of roads in Federal Capital are in, pathetic conditions and need proper repair/mainienonce therefore; ITP pointed out the said roads/chowks in ITP road audit report to convert them into long round about. ELIMINATION OF TRAFFIC SIGNALS ¾ ITP suggested CDA lo overcome the traffic load on signal, convert them into elongated Round About and to provide signal tree road to the public. FREE LANE ¾ ITP suggested CDA to make lanes on main roads for over taking as defined internationally. RF ID LANES ¾ ITP suggested CDA to introduce RF ID Lanes for the vehicles those drivers have RI ID should not stop at NAKAs and toll plazas with automatic barriers. 13 BIKERS LANE ¾ ITP suggested CDA to make separate lanes on main roads for bikers and they should not come on the main roads disturbing the other traffic. 14 Annex-II 15

(a) whether it is a fact that the Islamabad police lacks modern and up-to-date training facilities, if so, the reasons thereof; and 16 \ (b) the details of training courses arranged and conducted for personnel of the said Police during the last four years? Chaudhry Nisar Ali Khan: (a) The Government arranges best possible training facilities for ICT Police within and outside the country. (b) Annexures A, B & C.

Senator Chaudhary Tanvir Khan: (Notice received on 22-06-2016 at 02:35 p.m.) Will the Minister for Interior and Narcotics Control be pleased to state: (a) whether there is any proposal under consideration of the Government to remove the illegal encroachments along the road between phase-I and II of Margalla Town, Islamabad, if so, the details thereof; and (b) whether there is any proposal under consideration of the Government to double the said road, if so, the details thereof? Chaudhry Nisar Ali Khan: (a) There are some huts along the road. A proposal regarding its removal was earlier formulated but due to restraining order passed by the Hon’ble Supreme Court of Pakistan in Constitution Petition No. 41/2015 titled “Asim Sajjad Vs Federation of Pakistan”, the action against said illegal encroachments could not be actualized. The action outside the mandate of Katchi Abadies is being taken by the respective team on daily basis, precisely for the movable encroachment. (b) Yes. 21 *Question No. 42. Senator Ahmed Hassan: (Notice received on 28-06-2016 at 09:50 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state whether it is a fact that a large portion / acreage of Government land has illegally been occupied by various persons / bodies in Islamabad, if so, the details thereof? Chaudhry Nisar Ali Khan: Yes, Some land of CDA is under adverse possession. In order to determine exact acreage of detail field survey is required to be conducted, which is being started. *Question No. 43. Senator Mohammad Swati: (Notice received on 14-07-2016 at 10:25 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state whether there is any proposal under consideration of the Government to give the information regarding driving licenses and arms licenses, if any, on the Computerized National Identity Cards of the concerned persons, which are being verified, in order to cope with the menace of terrorism and extremism in the country and create a profile of every citizen? Chaudhry Nisar Ali Khan: NADRA has not received any instructions or proposal under consideration to provide information regarding driving license and arms license from Government of Pakistan on CNIC. However, database regarding issued arm licenses by MOI/ Punjab/Sindh license holders, is held with NADRA. The driving licenses are processed by the issuing authorities as per their own SOPs. The data regarding issued driving licenses is not held with NADRA. *Question No. 44. Senator Muhammad Talha Mehmood: (Notice received on 22-07-2016 at 10:00 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state the date on which re-verification of CNICs has been started indicating also the procedure laid down for the same? Chaudhry Nisar Ali Khan: NADRA on the special directives of Minister for Interior has started massive Re-Verification of all National Identity Cards. The purpose is to identity and block Non-Nationals in the National Citizen Database who through fraudulently means have acquired Pakistan’s National Identity Card. The massive exercise has commenced from 1st July, 2016 and shall be completed by the 31st December, 2016. 22 NADRA have devised a multi-pronged strategy for the re-verification of National Identity Cards in a way that minimum trouble is faced by the general public and rely mostly on the technology oriented solution as per details below:—

a. Amnesty Scheme (Self-declaration, NADRA’s Employee declaration). This was valid for two months to be completed by 31st August, 2016. The same has been extended for one more month till 30th September, 2016 for self-declaration of Non-Nationals only.

b. Leveraging on the Community, (Engaging the community through the helpline).

c. Family Intrusion Detection (SMS) service to verify the complete family tree).

d. Citizen Profiling Programme (Intelligent searching using mathematical model to identity potential aliens in the citizen).

e. Across the board application of Fraud Detection (Application of verification rules for identifying alien cases).

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the major sources of funds being used in on going terrorism in the country;

(b) the details of investigations conducted / being conducted to collect information about the said funds; and

(c) the steps being taken by the government to eliminate the sources of the said funds?

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of expatriate Pakistanis deported during the last three years with country wise break up indicating also the reasons of their deportation; and 23 (b) the steps taken / being taken by the Government to help the said expatriate Pakistanis? Chaudhry Nisar Ali Khan: (a) During last three years 266,412 Pakistanis were deported to Pakistan. Country wise breakup of deportees is at Annex-A, while reasons of their deportation are at Annex-B. (b) They are dealt in accordance with law. 24 25 26 27 28 29

*Question No. 47. Senator Muhammad Talha Mehmood: (Notice received on 17-10-2016 at 10:55 a.m.)

Will the Minister for Railways be pleased to state:

(a) the details of closed sections on which Pakistan Railways has resumed its service during the tenure of present Government; and 30 (b) the details of the said sections on which Railways service is still suspended and the time by which the same will be resumed on those sections?

Khawaja Saad Rafique: (a) The detail of closed sections is enclosed as Annexure-A. Pakistan Railways resumed operation of Samasatta - Bahawal Nagar w.e.f 15-09-2015, which was closed on 25th August 2011. Moreover the Rawalpindi-Kohat section has also been operationalized.

(b) The list of sections which are still not operative is enclosed as Annexure-A. the work on restoration of Sibi- Khost line, which is closed since 2006 is in progress at a cost of Rs. 3 billion. The work is likely to be completed by March, 2018. In the meanwhile a high level committee has been constituted at Headquarter level to study the viability of restoration of these sections after due consultation with all the stake holders.

*Question No. 48. Senator Mohammad Azam Khan Swati: (Notice received on 17-10-2016 at 11:05 a.m.)

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of Pakistanis who have wrongly been deported by foreign countries without providing them due process of law during the last two year; and

(b) the steps taken by the Government to provide relief to the said deportees?

Chaudhry Nisar Ali Khan: (a) Thirty seven (37) deportees were returned to EU Countries who were sent to Pakistan without due process of law i.e. verification of their national status, as required under SOPs for Deportation from Abroad Annex-I.

(b) They shall be dealt in accordance with law.

*Question No. 49. Senator Muhammad Talha Mehmood: (Notice received on 19-10-2016 at 09:10 a.m.)

Will the Minister for Railways be pleased to state:

(a) the number of railway accidents occurred in the country during the tenure of present Government indicating also the reasons of accident and number of persons died and injured in each case;

(b) the name of persons found responsible for the said accidents and action taken against them; and 32 (c) whether any compensation was paid to the bereaved families of those who died or injured in the said accidents, if so, the details thereof?

Khawaja Saad Rafique: (a) During the period from May, 2013 to 31st December, 2016 a total of twenty five (25) fatal/serious accidents occurred in which loss of life or injury were reported mainly due to Railways employees fault. Out of these accidents seventeen (17) accidents occurred due to human error of railway employees. The seven (7) accidents were related to sabotage activities while one (1) accident was due to natural calamity.

The number of dead and injured in seventeen (17) cases of accidents caused due to human error of railway employees comes to 94 dead and 413 injured respectively.

(b) The name of staff held responsible and punishments awarded are given as under:— 33 34

(c) As per policy in vogues, the passengaers & Railways staff onboard a train in comprehensively insured. In case of an accident compensation is paid to the killed & injured persons. The detail for the period from May, 2013 to November, 2016 is given as under:—

The 47 cases of injured and deceased are under process for approval with the Ministry of Railways and Postal Insurance for compensation.

*Question No. 50. Senator Mohammad Azam Khan Swati: (Notice received on 21-10-2016 at 11:10 a.m.)

Will the Minister for States and Frontier Regions be pleased to state:

(a) the amount allocated for Development and Non Development expenditures in FATA during the last two fiscal years with year wise break up indicating also the amount released and spent out of the same; and

(b) the details of development schemes completed in FATA during the said period with sector wise break up? 35 Lt. Gen (Retd.) Abdul Qadir Baloch: The requisite information is being collected from the line departments of FATA, and will be provided on next rota day sitting.

Senator Col (R) Syed Tahir Hussain Mashhadi: (Notice received on 28-11-2016 at 10:30 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state whether it is a fact that a number of water filtration plants installed in Islamabad are in dilapidated condition, if so, the time by which the same will be repaired and properly maintained? Chaudhry Nisar Ali Khan: It is not correct. Thirty seven (37) water Filtration Plants have been installed in Islamabad (Annex-I). The operation and maintenance of Water Filtration Plants has been contracted out, Contract for 2016-17 is under process & maintenance at present is being carried out departmentally under the administrative control of Dy. Director, with a team of supervisory staff. Annex-A 36

*Question No. 52. Senator Col (R) Syed Tahir Hussain Mashhadi: (Notice received on 28-11-2016 at 10:30 a.m.)

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) whether it is a fact that technical allowance is not admissible to the personnel of Bomb Disposable Squard in Islamabad; and

(b) whether there is any proposal under consideration of the Government to grant the said allowance to the personnel of that squard, if so, when?

Chaudhry Nisar Ali Khan: (a) Yes, it is a fact that Technical Allowance is not admissible to the personnel of Bomb Disposal Squad of Islamabad Police.

(b) Finance Division was approached for sanctioning of Technical Allowance for personnel of Bomb Disposal Squad of Islamabad Police but that Division did not agree to the Ministry’s proposal.

*Question No. 53. Senator Muhammad Saleh Shah: (Notice received on 02-12-2016 at 02:36 p.m.)

Will the Minister for Interior and Narcotics Control be pleased so state: 37 (a) the number of car-lifting incidents occurred in the jurisdiction of Kohsar Police Station, Islamabad, during the last four months;

(b) whether any persons involved in the said incidents has been identified, if so, the action taken ageist him; and

(c) whether it is a fact that action against the car-lifters is being delayed, if so, the reasons thereof indicating also the names of official responsible for the same?

Chaudhry Nisar Ali Khan: (a) One case of car theft was registered vide FIR No. 353, dated 19-09-2016 u/s 381-A PPC at PS Kohsar, Islamabad, during last four months.

(b) No accused has yet been identified.

(c) It is incorrect. ICT Police is putting all out efforts, against all sorts of criminals, including cars lifters.

*Question No. 54. Senator Col (R) Syed Tahir Hussain Mashhadi: (Notice received on 05-12-2016 at 12:00 p.m.)

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) whether the Government has taken notice of adulterations in milk being sold in Islamabad with particular reference to injections being administered to animals for obtaining extra milk, if so, the details thereof and if not, the reasons thereof; and

(b) the steps being taken by the Government to control the said practice?

Chaudhry Nisar Ali Khan: (a) ICT Administration is continuously monitoring the supply and quality of milk. The raiding teams are checking the quality of milk by drawing samples. Detail of action taken is as under:—

(1) No of malik shops inspected: 110 38 (2) No of samples proved substandard: 05

(3) No of challans submitted in the court: 05

The following steps have been taken by the ICT, Administration to control the sale of contaminated/adulterated milk in the Islamabad Capital Territory:—

i. DHO, ICT has been notified as Ex-Officio Food Inspector under West Pakistan Pure Ordinance, 1960.

ii. DHO, ICT, being Food Inspector along-with Sanitary Inspectors of Health Department, conduct regular inspection of Sale outlets of milk to check the standard and quality of milk in Islamabad.

iii. Special teams have been constituted comprising of DHO, ICT, and concerned Assistant Commissioners and Sanitary Inspectors of Health Department, ICT, to start special campaign against adulteration in milk in the Islamabad. The team is supervised by Additional Deputy Commissioner (G), ICT, Islamabad for effective coordination and speedy action.

iv. Pure Food Ordinance 1960 is implemented to check food adulteration in milk in the Islamabad Capital Territory (ICT).

The campaign against the sellers of contaminated/adulterated milk is underway. In order to cope, with the issue related to unhygienic injections being, administered to cows and buffaloes, Livestock & Dairy Development Department, ICT is running awareness campaigns targeting dairy farmers so as to make them aware about the side effects of the Oxytocin whose residual particles remain in milk in small ratio, causing some adverse side- effects to human health.

(b) Weekly free camps and awareness campaigns have been launched in remote areas of ICT Administration. 39 *Question No. 56. Senator Dr. Jehanzeb Jamaldini: (Notice received on 08-12-2016 at 03:20 p.m.)

In PTV, no regular appointment has been made during the last five years. However, to meet the day to day operational requirements in such a media 41 competitive environment, the services of 983 incumbents have been hired/engaged purely on contract/temporary basis during this period, details of which is enclosed at “Annexu re-A”

Pakistan Broadcasting Corporation (PBC):

PBC has appointed 1187 persons against various posts during the last five years. Details may be seen at Annexure-“B”. 42 Annex-A 43

Lt. Gen (Retd.) Abdul Qadir Baloch: (a) Details of salary, Allowances and other fringe benefit admissiable to Levy personnel are at (Annex-A). A summary has already been initiated for the approval of Prime Minister to brought the salary of Federal Levies personnel at par with KPK, Police.

(b) Promotions in Federal Levy Force are being carried out through a duly notified committee (Annex-B) on seniority cum fitness basis as well as on required length of service as specified and Rule-8 of Federal Levy Force (Amended) Service Rules-2013 (Annex-C).

(c) Only a lump sum grant of Rs. 3 million is granted to a bereaved family of Shaheed Levy personnel as per approved Government policy (Annex-D).
