Herat Security Dialogue Short Bios of the Presenters and Moderators Abdullah Ahmadzai Abdullah Ahmadzai is The Asia Foundation’s County Representative in Afghanistan. He served as the Deputy Country Representative from 2012 to 2014. He was formerly Chief Electoral Officer for the Independent Election Commission (IEC) of Afghanistan. Prior to his position with the IEC, from June 2006 to October 2009, Ahmadzai worked with the Foundation, serving under the Support to Center of Government project in Afghanistan. Between 2004 and 2006, he held positions with the UN under the Joint Electoral Management Body Secretariat (JEMBS), first as an Area Manager and then as Chief of Operations. From 2003-2004, Ahmadzai was actively involved with the Afghanistan Constitution Commission which was mandated by the 2001 Bonn Agreement to draft a new constitution for the country. Under the Commission, he assisted with the Emergency Loya Jirga and later the drafting of the constitution which was formally adopted in January 2004. He has a Bachelor’s degree in Information Technology from Brains Degree College in Peshawar, Pakistan, in addition to several workshop certificates earned through Harvard and Georgetown Universities, and the International Foundation for Electoral Services. Abdul Ghafoor Liwal Abdul Ghafoor Liwal is the Special Advisor to the President of National Unity Government for Tribal and Border Affairs. Prior to this, he worked as a Deputy Minister of Tribal and Border Affairs. He has a Bachelor’s Degree in Literature from Kabul University and two Masters, one in Journalism from Maryland University (2004-2005), and another in Pashtu from Kabul University in 2008. -

This is primarily carried out by subverting the political system through various means, with the larger aim of ensuring an unchallenged Army rule. In the present times, meddling, muddling and messing in, the domestic affairs of the Pakistani Government falls in their charter of duties, under the rubric of maintenance of national security. Honors Scholar Theses. 608. https://opencommons.uconn.edu/srhonors_theses/608 Decentralization and the Provision of Public Services: A Case Study of Khyber Pakhtunkhwa, Pakistan Abstract: The effective provision of public services is integral to a functioning democracy as it connects the public to the government and grants it legitimacy. Public services are ones that are provided by the federal and local governments and paid for with constituent taxes. Public services provided by the state are education, health, water/sanitation, environmental measures, security, policing, labor and legal guidelines and so on. Whether the structure of the government is centralized or decentralized is an important factor which impacts the provision of services. Decentralized governments are state or local governments which receive monetary and institutional resources from the federal government. Previous research has shown that decentralized services are more effectively delivered than centralized services. My study examines the impact of decentralization on the provision of two services, health and education, in Khyber Pakhtunkhwa from 2008-2018. There are two parts to the study. First, I will use process tracing to portray the historical context of decentralization in conjunction with sociopolitical factors of the region of KP. -

Old Habits, New Consequences Old Habits, New Khalid Homayun Consequences Nadiri Pakistan’s Posture toward Afghanistan since 2001 Since the terrorist at- tacks of September 11, 2001, Pakistan has pursued a seemingly incongruous course of action in Afghanistan. It has participated in the U.S. and interna- tional intervention in Afghanistan both by allying itself with the military cam- paign against the Afghan Taliban and al-Qaida and by serving as the primary transit route for international military forces and matériel into Afghanistan.1 At the same time, the Pakistani security establishment has permitted much of the Afghan Taliban’s political leadership and many of its military command- ers to visit or reside in Pakistani urban centers. Why has Pakistan adopted this posture of Afghan Taliban accommodation despite its nominal participa- tion in the Afghanistan intervention and its public commitment to peace and stability in Afghanistan?2 This incongruence is all the more puzzling in light of the expansion of insurgent violence directed against Islamabad by the Tehrik-e-Taliban Pakistan (TTP), a coalition of militant organizations that are independent of the Afghan Taliban but that nonetheless possess social and po- litical links with Afghan cadres of the Taliban movement. With violence against Pakistan growing increasingly indiscriminate and costly, it remains un- clear why Islamabad has opted to accommodate the Afghan Taliban through- out the post-2001 period. Despite a considerable body of academic and journalistic literature on Pakistan’s relationship with Afghanistan since 2001, the subject of Pakistani accommodation of the Afghan Taliban remains largely unaddressed. Introduction Refugees are generally casualties of human rights violations. What's more, as a general rule, the massive portion of the present refugees are probably going to endure a two-fold violation: the underlying infringement in their state of inception, which will more often than not underlie their flight to another state; and the dissent of a full assurance of their crucial rights and opportunities in the accepting state.
