Senator Chaudhary Tanvir Khan: (Notice received on 20-09-2016 at 09:00 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state: (a) the major sources of funds being used in on going terrorism in the country; (b) the details of investigations conducted / being conducted to collect information about the said funds; and (c) the steps being taken by the government to eliminate the sources of the said funds? Chaudhry Nisar Ali Khan: (a) It is difficult to pinpoint with 100% accuracy the source of such funds. However, some of the generally perceived sources are:— (a) Bhatta collection. (b) Certain foreign intelligence agencies also fund groups in Pakistan to create instability. —————————————————————————————————— @ Deferred from 11th January,2017. 7 (c) Militants are known to extort funds from drug dealers and producers operating in areas straddling Pak-Afghan border. (b) The following number of relevant cases are under investigation in the Provinces. i. Cases registered under Foreign Exchange Regulation Act (FERA) — 498 ii. Cases registered under Anti Money Laundering (AML) 2016 — 230 iii. Cases registered as Suspicious Transaction Reports (STRs) from Financial Monitoring Unit (FMU) — 116. (c) The steps being taken by the Government to eliminate the sources of said funds are given at annex-A. 8 @*Question No. 50. Senator Mohammad Azam Khan Swati: (Notice received on 21-10-2016 at 11:10 a.m.) Will the Minister for States and Frontier Regions be pleased to state: (a) the amount allocated for Development and Non Development expenditures in FATA during the last two fiscal years with year wise break up indicating also the amount released and spent out of the same; and —————————————————————————————————— @ Deferred from 11th January,2017. 9 (b) the details of development schemes completed in FATA during the said period with sector wise break up? Lt. Gen (Retd.) Abdul Qadir Baloch: (a) Fund for FATA ADP is being reflected as one line budget in the Federal PSDP. The amount allocated for the development projects in FATA during the last two fiscal years is as under: (b) Detail sector/ scheme-wise break-up of the development schemes completed in FATA ADP during 2014-15 and 2015-16 are attached at Annex-III and IV respectively as supplementary material. (Annexures have been placed on the Table of the House as well as Library.) @*Question No. 61. Senator Nuzhat Sadiq: (Notice received on 22-12-2016 at 12:30 p.m.) Will the Minister for States and Frontier Regions be pleased to state the steps being taken by the Government for increasing job opportunities for the youth of FATA? Lt. Gen (Retd.) Abdul Qadir Baloch: FATA Secretariat is striving hard to increase job opportunity for the youth of FATA. For this purpose the following steps have been taken by the FATA Development Authority: 1. Job placement center has been established with the help of UNDP in FATA Development Authority office. The main purpose is to help in job placement of the trained youth of FATA with different organizations. —————————————————————————————————— @ Deferred from 11th January,2017. 10 2. Akhuwat NGO has been given Rs.500 million funds for interest free loans as a micro financing in order to promote self-employment. The prime target of this micro finance is FATA youth. 3. Business development grants project has been initiated with the help of UNDP for promoting self-employment. The grant was awarded to 1610 FATA youth for starting their own business. Besides that all youth passed out from different trainings sponsored by FDA are also provided on job training with reputed service providers/organizations. Most of the time they are absorbed in these organizations. @ *Question No. 64. Senator Ahmed Hassan: (Notice received on 26-12-2016 at 09:45 a.m.) Will the Minister for States and Frontier Regions be pleased to state: (a) whether it is a fact that the Political Administration, Orakzai Agency, has sacked 266 Levies personnel in December, 2016, if so, the details and reasons thereof; (b) whether it is also a fact that the services of the said personnel have been terminated without fulfilling the codal formalities including issuance of show cause notices to them, if so, the reasons thereof; and (c) whether there is any proposal under consideration of the Government to reinstate the services of those personnel, if not, the reasons thereof? Lt. Gen (Retd.) Abdul Qadir Baloch: (a) The 266 Levies personnel have not been sacked or terminated. They have been retired on attaining the age of qualified length of service as per Levies Rule 2013 issued vide Government of Pakistan Ministry of States & Frontier Regions notification No. F.10(5)-LK/2006 dated 05-12-2013 under Rule-17 (1) Schedule IV. (Annex-A). (b) They have not been terminated but they have been retired as per Rules. —————————————————————————————————— @ Deferred from 11th January, 2017. 11 (c) As per Law their cases are under process for issuing pension benefit and 02 cases have been processed and the remaining will follow in due course of time and their pension paper preparation is under way. (Annex- B & C pension payment orders). (Annexures have been placed on the Table of the House as well as Library.) @*Question No. 65. Senator Ahmed Hassan: (Notice received on 26-12-2016 at 09:45 a.m.) Will the Minister for States and Frontier Regions be pleased to state the amount allocated for development projects in FATA during the fiscal year 2016-17 with sector wise and agency wise break up? Lt. Gen (Retd.) Abdul Qadir Baloch: Fund for FATA ADP is being reflected as one line budget in the Federal PSDP. During the fiscal year 2016-17, Rs.20587.00 million (local component) has been allocated to FATA ADP. Out of the allocated funds, Rs.8234.800 million (40%) has so far been released by the Federal Government for the 1st & 2nd quarters. Senator Col(R) Syed Tahir Hussain Mashhadi: (Notice received on 29-06-2016 at 09:10 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state whether it is a fact that China cutting has been made on the land of Rawal Dam, Islamabad, if so, the steps being taken by the Government in this regard? Reply not received: The Ministry of Interior and Narcotics Control has transferred this question to the Capital Administration and Development Division. However, the Capital Administration and Development Division has not accepted the question so far. *Question No. 164. Senator Mohammad Azam Khan Swati: (Notice received on 31-10-2016 at 12:30 p.m.) Will the Minister for Kashmir Affairs and Gilgit Baltistan be pleased to state the amount allocated by the Government under various heads and released to Azad Jammu and Kashmir and Gilgit Baltistan Governments during the financial year 2015-2016? Senator Nuzhat Sadiq : (Notice received on 14-10-2016 at 09:50 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state whether there is any proposal under consideration of the Government to plant indigenous species of trees on the roads being constructed or likely to be constructed in near future in Islamabad, if so, the details thereof? Chaudhry Nisar Ali Khan: There is plan of MCI to plant indigenous species of tree at newly constructed roads, medians and green belts. Presently, trees and shrubs have been Planted on the following newly constructed roads, side slopes and green belts:— 17 (i) Kashmir Highway (ii) Islamabad Highway MCI has proposed to plant trees on the following locations in near future:— (i) Peshawar Mor Interchange (ii) Koral interchange Plants of different indigenous species will be planted on the above locations as detailed at Annex-I.
