Senator Mohammad Azam Khan Swati: (Notice received on 27-06-2016 at 10:53 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state whether there is any proposal under consideration of the Government to direct the owners of commercial plazas, shops, petrol pumps and houses in ICT to install CCTV cameras in front of the said places / businesses and keep printed record of the same for 90 days in order to combat terrorism, if so, the details thereof? Chaudhry Nisar Ali Khan: No. *Question No. 90. Senator Mohammad Azam Khan Swati: (Notice received on 27-07-2016 at 10:00 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state whether there is any proposal under consideration of the Government to construct more entry gates points and equip the same with latest facilities to monitor the cross border movement of people and verify their biodata at the Pak-Afghan border, if so, the details thereof? Reply not received. *Question No. 91. Senator Chaudhary Tanvir Khan: (Notice received on 28-07-2016 at 09:15 a.m.) Will the Minister for Interior and Narcotics Control be pleased to state: 2 (a) the expenditure insurred on the Treatment and Rehabilitation Centers working under the administrative control of the Federal Government in the country during the last three years with year wise and center wise break up; and (b) the number of drug addicts treated in the said Centers during the said period with center wise break up? Chaudhry Nisar Ali Khan: (a) & (b) There are three Model Addiction Treatment & Rehabilitation Centres running under supervision of Anti Narcotics Force (attached department of Narcotics Control Division), one each at Islamabad, Quetta and Karachi. The treatment centre at Karachi is run with the donations of philanthropists. The detail is attached at Annex-A. Annex-A *Question No. 92. Senator Mohammad Azam Khan Swati: (Notice received on 21-10-2016 at 11:10 a.m.) Will the Minister for State and Frontier Regions be pleased to state: (a) the names of financial institutions which offer / provide loans to establish industrial units in FATA; and 3 (b) the steps taken / being taken by the Government to promote industrial sector in FATA? Lt. Gen. (Retd.) Abdul Qadir Baloch: (a) No financial institutions except ZTBL provide loans for establishment of industrial units in FATA. (b) FATA Development Authority is taking the following steps to promote industrial sector in FATA: i. Marble City in Mohmand Agency, with a capacity to accommodate about 290 industrial units, is in advance stages of completion and is being included in the CPEC. ii. Two industrial estates are being established in FR Kohat and North Waziristan Agency. iii. In addition, a specialized organization with the name of FATA Investment Facilitation Authority has been established to facilitate Small and Medium Enterprise Development in FATA. *Question No. 93. Senator Chaudhary Tanvir Khan: (Notice received on 24-10-2016 at 09:00 a.m.) Will the Minister for Information and Broadcasting be pleased to state: (a) the number of cable operators working in the country with province wise break up indicating also the number of those who have been issued licenses and those working without licenses out of the same; (b) the number of illegal cable operators in the country against whom action has been taken during the last six months; and (c) the number of cable operators who have been issued show cause notices on various grounds during the said period indicating also the results thereof? Ms. Marriyum Aurangzeb: (a) (i) PEMRA regulates the distribution service operations in private sector through following regulatory framework:— 4 ¦ PEMRA Ordinance 2002 as amended by PEMRA (Amendment) Act 2007. ¦ PEMRA Rules, 2009. ¦ PEMRA (Distribution Service Operations) Regulations, 2011. ¦ PEMRA (Council of Complaints) Rules, 2010. (ii) Section 19 of PEMRA Ordinance 2002 as amended by PEMRA (Amendment) Act 2007 empowers the Authority to issue licences for the establishment and operation of all broadcast media and distribution services. (iii) The Authority has so far issued 3994 Cable TV licenses in four provinces. Consequently, they were closed and their equipment also seized. (b) Illegal Cable Operators The Authority has taken action against 112 illegal Cable TV Networks during the past 6 months which were operational without licenses across the country. Detail is as under:— —————————————————————————————— Province Punjab Sindh KP Balochistan ICT GB —————————————————————————————— No. of Show 161 5 - 3 5 - cause Notices issued —————————————————————————————— (i) The above show cause notices were issued on account of non-payment of dues, non-submission of deficient documents, relaying excessive in-house CD channels and proscribed channels etc. (ii) Consequently most of the operators deposited pending dues, change of management cases regularized, fine imposed and warnings issued. (iii) Relevantly, around 135 of the show cause notices have been served since 16th October, 2016, when PEMRA launched a drive against illegal Indian DTH. Cable Operators have been given reasonable time to show cause. Personal hearings have also been scheduled to conclude the legal proceedings. *Question No. 94. Senator Chaudhary Tanvir Khan: (Notice received on 19-12-2016 at 02:30 p.m.) Will the Minister for Information and Broadcasting be pleased to state: (a) the number of sanction posts in the Ministry of Information and Broadcasting, its attached departments, corporations, 6 authorities, subordinate offices and autonomous & semi autonomous bodies indicating also the number of persons working against the same on permanent and contract basis with grade wise break up; and (b) the number of surplus employees in the said Ministry, departments, offices, corporations, authorities and bodies with grade wise break up? Ms. Marriyum Aurangzeb: (a) There are 16 separate organizations in the Informatiol and Broadcasting Division. Each Organization has its own separate sanctioned and working strength. Grade-wise sanctioned and working strength of these organization may be seen at Annex A to S Main Ministry The requisite information is placed at Annex-A Press Information Department (PIO) The requisite information is placed at Annex-B. Directorate of Electronic Media and Publications (DEMP) The requisite information is placed at Annex-C. Information Service Academy (ISA) Grade-wise break up of employees presently working in Information Service Academy is placed at Annex-D. It is further stated that there is no employee on contract basis in Information Service Academy. Pakistan Television Corporation (PTVC) Total number of sanctioned posts in PTVC is 6749 and grade-wise detail of total number of employees who are working in PTVC on permanent and contract basis is given at Annex-E. Pakistan Broadcasting Corporation (PBC) The number of sanctioned posts in Pakistan Broadcasting Corporation indicating the number of persons working on permanent and contract basis with grade-wise break up may please be seen at Annex-F. 7 Associated Press of Pakistan Corporation (APPC) The requisite information is placed at Annex-G. Shalimar Recording & Broadcasting Company Limited (SRBC) SRBC has its internal pay scales system (Group 1 to Group 9). The detail of employees working in SRBC on permanent/ deputation and contract basis with group wise break up is placed at Annex-H. Pakistan Electronic Media Regulatory Authority (PEMRA) The list of requisite detail/information of PEMRA is placed at Annex-I. Press Council of Pakistan (PCP) Details of the number of sanctioned posts persons working against the same on permanent and contract basis with grade-wise break up and number of surplus employees in PCP is placed at Annex-J. Institute of Regional Studies (IRS) Requisite Information in respect of Institute of Regional Studies (IRS) is placed at Annex-K. Pakistan National Council of the Arts (PNCA) Pakistan National Council of the Arts has 243 sanctioned posts including 190 regular sanctioned posts and 53 sanctioned contractual posts of Dancer Teachers, dancers, puppeteers and musicians. Total 169 employees are working in Pakistan National Council of the Arts against 243 sanctioned posts. 131 employees are working on permanent basis, 38 employees are working on contract basis against 243 sanctioned posts, details alongwith grade-wise break up is placed at Annex-L. 47 employees are working in the PNCA beyond the sanctioned strength. Out of which 40 employees are working on permanent basis, 1 is working on contract basis and 6 are working on daily wages as per details at Annex-M. 8 Total 216 employees are working as regular, contractual and daily wagers as per details at Annex-N. National Institute of Folk & Traditional Heritage (Lok Virsa) List of persons working in BS 1 to 22 in the Lok Virsa against regular and contract basis is placed at Annex-O. Central Board of Film Censor (CBFC) The CBFC is an attached department of I & B Division and having a total sanctioned strength of 32 posts. As present, 28 employees are working in CBFC.
