As the fortunes of war shifted, so did borders, populations and national allegiances. In a period of acute and almost constant political crisis, the German government faced issues concerning citizenship, minority rights, religious identity, nationhood and statehood. My dissertation analyses these issues through the prism of the so-called 'Jewish Question'.

    Conservative Parties and the Birth of Democracy How do democracies form and what makes them die? Daniel Ziblatt revisits this timely and classic question in a wide-ranging historical narrative that traces the evolution of modern political democracy in Europe from its modest beginnings in 1830s Britain to Adolf Hitler’s 1933 seizure of power in Weimar Germany. Based on rich historical and quantitative evidence, the book offers a major reinterpretation of European history and the question of how stable political democracy is achieved. The barriers to inclusive political rule, Ziblatt finds, were not inevitably overcome by unstoppable tides of socioeconomic change, a simple triumph of a growing middle class, or even by working class collective action. Instead, political democracy’s fate surprisingly hinged on how conservative political parties – the historical defenders of power, wealth, and privilege – recast themselves and coped with the rise of their own radical right. With striking modern parallels, the book has vital implications for today’s new and old democracies under siege. Daniel Ziblatt is Professor of Government at Harvard University where he is also a resident fellow of the Minda de Gunzburg Center for European Studies. He is also currently Fernand Braudel Senior Fellow at the European University Institute. His first book, Structuring the State: The Formation of Italy and Germany and the Puzzle of Federalism (2006) received several prizes from the American Political Science Association. He has written extensively on the emergence of democracy in European political history, publishing in journals such as American Political Science Review, Journal of Economic History, and World Politics.

(Hanco) Jürgens Abstract Every year the Rathenau Stiftung awards the Walther Rathenau-Preis to international politicians to spread Rathenau’s ideas of ‘democratic values, international understanding and tolerance’. This incorrect perception of Rathenau as a democrat and a liberal is likely to have originated from the historiography. Many historians have described Rathenau as ‘contradictory’, claiming that there was a clear and problematic distinction between Rathenau’s intellectual theories and ideas and his political and business career. Upon closer inspection, however, this interpretation of Rathenau’s persona seems to be fundamentally incorrect. This thesis reassesses Walther Rathenau’s legacy profoundly by defending the central argument: Walther Rathenau’s life and motivations can first and foremost be explained by his cultural pessimism and Prussian nationalism. The first part of the thesis discusses Rathenau’s intellectual ideas through an in-depth analysis of his intellectual work and the historiography on his work. Motivated by racial theory, Rathenau dreamed of a technocratic utopian German empire led by a carefully selected Prussian elite. He did not believe in the ‘power of a common Europe’, but in the power of a common German Europe. The second part of the thesis explicates how Rathenau’s career is not contradictory to, but actually very consistent with, his cultural pessimism and Prussian nationalism. Firstly, Rathenau saw the First World War as a chance to transform the economy and to make his Volksstaat a reality.

    A Place in the Sun: Rethinking the Political Economy of German Overseas Expansion and Navalism Before the Great War Erik Grimmer-Solem It has long been tempting to see the political economy of German imperialism as little more than a handmaiden to disaster. Tis perspec- tive is supported by the fact that many of the economists active in this prewar Weltpolitik were later also involved in wartime administration, wartime strategy, and defning German war aims. Indeed, it is striking just how many of the younger students of prominent economists of the period would play signifcant roles in German imperialist politics and in the war. Among those worth mentioning is Karl Helferich, a student of Georg Friedrich Knapp and director of the Deutsche Bank, who over- saw the prewar construction of the Berlin-Bagdad Railway, was named State Secretary of the Reich Treasury in 1915 and in that capacity Tis is a revised version of a paper frst given at the conference “New Perspectives on the History of Political Economy” held at Harvard Business School, November 1–2, 2013. Sein Optimismus und seine Verantwortungsbereitschaft ließen ihn auch vor den schwierigsten Aufgaben nicht zurück- schrecken. E. schadete jedoch seinem Ruf durch seine ungewöhnliche Wendigkeit, seine rücksichtslose Kampfweise sowie seine naive Unbekümmertheit in Geldsachen, so daß an seiner persönlichen Ehrenhaftigkeit Zweifel – obwohl unberechtigt – aufkommen konnten.“1 Erzberger wurde am 20.9.1875 in Buttenhausen* (Württemberg) geboren, seine Ermordung am 26.8.1921 in Bad Griesbach markiert einen Wendepunkt der Weimarer Republik.
