MR J.E. McGRATH (South Perth) [12.27 pm]: I believe I still have some time on the clock, Mr Speaker, because you closed me down in full flight when I was on my feet last in this place. The SPEAKER: Do you think the clock is now a more accurate reflection of the time that you have available, member for South Perth? Mr J.E. McGrath: That sounds very good. I would like a bit more time. At the time I spoke last on this question, I was talking about the Manning Road on-ramp, which is an issue very dear to my heart and the hearts of my constituents. Ever since I was elected member for South Perth, I have been fighting very hard to get a government of any persuasion to put an on-ramp onto the freeway heading south at Manning Road, which to most sensible people would seem a pretty logical thing to do. I have had talks with the Minister for Transport and the Premier, and I live in hope that one day we will get this very important piece of infrastructure in the southern part of my electorate. The other issue that has arisen since I last spoke in this place relates to the Perth Waterfront development. I am glad the Minister for Planning is here today, because a little bit of concern has arisen in the electorate of South Perth about the transport implications of the development and its impacts on my electorate. -

Extract from Hansard [COUNCIL - Wednesday, 1 August 2001] p1825b-1829a Hon Derrick Tomlinson ADDRESS-IN-REPLY Amendment to Motion Resumed from 31 July after the following amendment had been moved by Hon George Cash - That the following words be added to the motion - but regret to inform Your Excellency that the Government has failed to adequately address a number of serious issues affecting Western Australia. HON DERRICK TOMLINSON (East Metropolitan) [5.43 pm]: In speaking to the amendment last evening, I drew attention to the fact that the Kenwick to Kwinana freeway link to the Perth to Mandurah railway line required the construction of three tunnels: one at Kenwick, the second at Glen Iris and the third at Thomas Road, where the railway line will leave the Kwinana Freeway, cross under it and connect to the Anketell railway station. Each of those tunnels is substantially complete. I was discussing the enormous engineering enterprise necessary for the construction of the Kenwick tunnel. I was about to explain that an even more substantial engineering exercise had been necessary for the construction of the Glen Iris tunnel and the attendant freeway works to allow the collocation of the railway line and the Kwinana Freeway. The stretch of the Perth to Mandurah railway line between Glen Iris and Anketell proceeds down the centre of the freeway in the same way that the northern suburbs railway line proceeds down the centre, or between the two carriageways, of the Mitchell Freeway. The freeway completed by the previous Government and opened in 1993 was inadequate for the purpose of collocating a railway line. -

The METRONET program is integral to managing this growth and meeting the city’s future needs. The first stage will add trains to approximately 72km of passenger rail and up to 18 new stations with extensions to service it. Yanchep, Byford and Bellevue and new lines to Forrestfield, Ellenbrook and linking Thornlie and Cockburn. Delivering the passenger rail extensions before major urban growth provides an important framework around which bus, cycle and pedestrian links can be developed. The new stations will provide residents with high-quality public transport access to other parts of the city, while creating the focus for progressive mixed-use development that will provide amenity, services and employment for growing local communities. A growing public transport network requires more trains to service it. The $1.6 billion Railcar Program (including supporting infrastructure) will deliver 102 new railcars (17 six-car sets) needed for METRONET projects and 144 railcars (24 six-car sets) to replace the ageing A-series trains, which were the first electric trains on the Transperth network.
