In 1919 his family moved to Canada to settle. Cragg gained training as a printer and worked in various towns before being hired by the Kamloops Sentinel in 1944. Cragg worked for the Sentinel until his retirement at age 65, and continued to write a weekly opinion column entitled “By The Way” until shortly before his death. During his time in Kamloops Cragg was active in the Kamloops Museum Association, the International Typographical Union (acting as president on the Kamloops branch for a time), the BPO Elks Lodge Kamloops Branch, and the Rock Club. Cragg was married to Queenie Elizabeth Phillips, with whom he had one daughter (Karen). Richard Balderson Alec Cragg died on January 22, 1981 in Kamloops, B.C. at age 68. Scope and Content: Fonds consists predominantly of photographic materials created by R.B.A. Cragg during his time in Kamloops. Fonds also contains a small amount of textual ephemera collected by Cragg and his wife Queenie, such as ration books and souvenir programs.

    Airport Governance Review (Draft) Prepared for GNWT’s Department of Transportation March, 2014 Airport Governance Review (Draft) 1 Executive Summary Governance models for five airports in two countries were reviewed to determine both similarities and differences. The pervasive similarity across all models was the attempt to provide some level of operational and financial autonomy to the airport, and to isolate airport operational liability with the operating entity. Although this occurred to varying degrees and through various mechanisms across the surveyed airports, each owner substantially achieved this objective at arm’s length from public sector stakeholders. The greatest degrees of differences were observed on financial aspects related to tax policy and ownership remuneration through rent and operating surpluses. The five airports reviewed were: Duluth Airport, Minnesota John C. Munro Hamilton Airport, Ontario Kamloops Airport, British Columbia Kelowna Airport, British Columbia Thunder Bay Airport, Ontario In four of the five airports reviewed (Kelowna being the exception), a separate legal entity has been created to operate the airport on behalf of the owner. In each of these cases, ownership was retained by either a municipal or federal level of government. The operators of those 4 airports vary from private for‐profit companies to not‐for‐profit airport authorities, but the delegation of operational responsibility offers several similarities. In all cases, the operator is wholly liable for all aspects of the airport operation. Airport liability insurance is purchased by the operator and saves the owner harmless from liabilities arising from the airport operation. Government regulations require the designation of a single person as “Accountable Executive” for all aspects of aviation safety regulatory compliance.

The Beginning By May, Forest Service personnel realized there might be trouble. The weather and lightning activity during June and July confirmed it. The 1958 fire season would be the worst in history in terms of damage. By the end of the season over 2 million acres had burned. Up to this point in B.C., aircraft had not been used to deliver suppressants on fires. This would change early in the fire season, as circumstances presented themselves to some aircraft operators: The year before, the Ontario Provincial Air Service had developed a fire bombing system for their Beaver and Otter aircraft. Induced impacts are from the economic activity driven by the spending of people directly or indirectly engaged at the airport.An analogy is that the direct job is the person who loads the bags on to the airplane at the airport. An indirect job is the mechanic at the garage who maintains the baggage loading equipment.     NEWSLETTER “A national organization dedicated to promoting the viability of Regional and Community Airports across Canada” www.rcacc.ca RCAC MEMBER AIRPORT PROFILE: Prince Albert Municipal (Glass Field) Airport (CYPA), SK The Prince Albert (Glass Field) Airport (IATA: YPA, ICAO: CYPA) is located 1.9 km northeast of Prince Albert, Saskatchewan. The airport was originally opened near Prince Albert on 22 July 1940 under the British Commonwealth Air Training Plan as No. 6 Elementary Flying Training School, with a Relief Landing Field located near Hagan. The school closed on 15 November 1944. From March 1941 to 11 November 1942, the station double as No. 6 Air Observer School. The airport was then operated by the Transport Canada until March 1996 when it was transferred to the City of Prince Albert. All that remains of the former No. 6 EFTS are one World War II era hangar (now Transwest) and one parachute packing building. A monument was erected to pay tribute to the 17 airmen and one civilian who died in training accidents at the school. The airport is now named for Floyd Glass who learned to fly in the 1930s and then served as a military flying training instructor during the Second World War. Postwar, he was the first general manager of the provincial Crown corporation Saskatchewan Government Airways. He resigned from this post, flew briefly with British Columbia's Queen Charlotte Airways then returned to Saskatchewan and in 1955 formed his own firm, Athabaska Airways which still exists under the name Transwest Air. Glass died in 2000. The ownership and operation of the Prince Albert (Glass Field) Airport was transferred from Transport Canada to the City of Prince Albert in April of 1995.
