Ports play an important role in China's economic development. Therefore, improving the competitiveness of coastal ports is an urgent problem facing the society at present. This paper selects 12 relevant indexes to establish a relatively comprehensive evaluation index system, and uses factor analysis and cluster analysis to evaluate and rank the competitiveness of China's 30 major coastal ports. 1. Introduction Port is the gathering point and hub of water and land transportation, the distribution center of import and export of industrial and agricultural products and foreign trade products, and the important node of logistics. With the continuous innovation of transportation mode and the rapid development of science and technology, ports play an increasingly important role in driving the economy, with increasingly rich functions and more important status and role. Meanwhile, the competition among ports is also increasingly fierce. In recent years, with the rapid development of China's economy and the promotion of "the Belt and Road Initiative", China's coastal ports have also been greatly developed. China has more than 18,000 kilometers of coastline, with superior natural conditions. With the introduction of the policy of reformation and opening, the human conditions are also excellent. -

This research is an attempt to unfold the current situation of women’s development within such context by studying the case of Guangdong -- the province as forerunner of China’s economic reform and opening-up -- drawing on current primary resources. First, this study reveals mixed results for women’s development in Guangdong: achievements have been made in education, employment and political participation in terms of “rates” and “numbers,” and small “breakthroughs” have taken place in legislation and women’s awareness of their equal rights and interests; however, limitations and challenges, like disparities between different women groups in addition to gender disparity, continue to exist. -

T5/101 MEPC.3/Circ.4 18 November 2003 FACILITIES IN PORTS FOR THE RECEPTION OF OILY WASTES FROM SHIPS 1 It will be recalled that the Government of a Party to MARPOL 73/78 undertakes to ensure the provision of adequate reception facilities in its ports for the reception of oily wastes from oil tankers and other ships using its ports in accordance with regulation 12 of Annex I of the Convention. Furthermore, all Parties to the Convention are required to communicate to the Organization a list of reception facilities in their ports in accordance with article 11(1)(d) of the Convention, and all IMO Member States which are not yet Party to the Convention are also invited to provide such information. 2 With the aim of promoting the effective implementation of the Convention, the Organization, since 1983, has been collecting and disseminating information on the availability of reception facilities through MEPC circulars. 3 The list of oily waste reception facilities is also available on the Internet and can be accessed as follows: http:/www.imo.org (select 'Quick links/Circulars/Reception Facilities). 4 The attached is a complete list of information on oily waste reception facilities submitted by Governments up to October 2003 and supersedes all other circulars on this matter. State and Smuggling in Modern China: The Case of Guangzhouwan/Zhanjiang Steven Pieragastini, Boston College Abstract The Leizhou Peninsula in western Guangdong (concurrent with the present-day municipality of Zhanjiang) has at several points in history been an important site of exchange, both licit and illicit in the eyes of central authorities. The French gained control of the area from the weakened Qing government in 1898–1899 and established their “leased territory” of Guangzhouwan. Administered as part of French Indochina, Guangzhouwan became a fiefdom of smugglers, pimps, and pirates, never developing into the rival to Hong Kong that the French hoped it would become. After a brief Japanese occupation, the French returned the leased territory to the government of Chiang Kai-shek (Jiang Jieshi) after World War II, but their colonial presence left a legacy of trafficking, violence, and anti-imperialism that emboldened Communist guerrillas in the area. Once the Communists came into power in 1949, they subjected Zhanjiang and other liminal spaces along the Chinese coast to vigorous anti-smuggling and anti-drug campaigns. But a return to smuggling in the Reform Era (1978–present) suggests that the successful repression of smuggling in the Mao era may have been a temporary exception to the historical rule in this region. Hu said that China-US ties have got off to a good start since Obama took office: "I have been keeping close relations with Obama and the foreign ministers of both countries have exchanged visits in a short time." Hu invited Obama to visit China in the second half of this year, which Obama accepted. The two leaders decided to establish the "China-US Strategic and Economic Dialogue", and agreed that the first round would be held in Washington DC this summer. US Secretary of State Hillary Clinton and Chinese State Councillor Dai Bingguo will chair the 'Strategic Track' and US Secretary of the Treasury Timothy Geithner and Chinese Vice Premier Wang Qishan will chair the 'Economic Track' of the dialogue, each as special representatives of their respective presidents.
