3.2 Budge and Consortium

3.2.1 Revenue Budget Proposal

The MEDINFO 2017 number of participants is based on a projected 1500 participants including 50 IMIA officials, 200 overseas regular members, 100 overseas students, 500 domestic regular members including scientists, researchers, users, vendors, developers, consultants and suppliers, 400 domestic students, 100 young scientists and 150 accompanying persons.

The actual participants may be higher and may vary in the subsection. In China, we have a very big student population in universities. This kind of participants may be much larger than MEDINFO before. Considering the inflation rate of the world and the continuous decrease of US Dollars, we have a suggested congress registration fees and exhibit booth fees as in the Revenue Budget Table.

In terms of proposal from IMIA and our experience of organizing conference, the revenue derive from congress registration revenue, exhibit booth revenue, sponsorships, grants, etc. Comprehensive consideration to the predict number of participants, the rates and fees standard, the changing global situation of economy and technology development, we provide a preliminary estimation of total revenue at about €1,304,000/$ 1,630,000. Details of all kinds are specified in the Revenue Budget Table.

13

CMIA BIDS FOR MEDINFO 2017 IN BEIJING

Moreover, the industrial exhibits income is reasonable, each exhibitor give only US$7000 for the exhibition, we do think a lot of industrial partners have strong interest in it. The industrial donations will come from the big players in health and biomedical informatics technology. We have communicated with the government such as Chinese Associate of Science and Technology, the Ministry of Information industry, and got the commitment for supporting the MEDINFO 2017.

3.2.2 Expense Budget Proposal

The conference management will be the responsibility of China Medical Informatics Association (CMIA) and Chinese Electronic Exhibition & Information Communication Corp. (CEEIC). CEEIC is a professional organizer contracted with CMIA.

The expense content comprises four parts, the general congress expenses, the congress program expenses, the administrative expenses and the exhibit expenses.

The congress rooms and facilities costs include the meeting rooms’ rental, audiovisual rentals, audiovisual personnel, and rental of computers with Internet access for MEDINFO personnel and for participants, rental of printers and duplicating machines, supplies, security personnel.

The estimates on catering, congress management, badges and IMIA yearbooks printing and carrying, signage, construction and maintenance of registration system and website, proceeding, bursaries, poster session expenses, promotional expense, secretarial and student support, SC and SPC expenses are probably exceeding actual costs, for the world inflation rate become much higher than before.

For every one of keynote and invited speakers the congress will cover all the transportation including round-trip fly tickets, the hotel expenses and food expenses for a period of five days. Also, they will not pay registration fees and will receive free 14

CMIA BIDS FOR MEDINFO 2017 IN BEIJING

admission to the welcome receptions, lunches and banquets. The cost of keynote and invited speakers is about US$ 50,000.

The Social Program is free to all participants, with an estimated attendance of 800 persons at a cost of US$ 100 per person, including welcome dinner, banquet, cocktail and student party. The total estimated expense is about US$ 80,000.

Exhibit will be a main part of the congress expenses, which refers to rental of exhibit space, rental of booths, exhibit management fee, human resources costs, etc. The estimated expense of exhibit is about US$ 59,400.

As to workshops and tutorials, insufficient information is available to budget for them. Besides, it is out of scope for consideration from a financial perspective to tours, sites and visits. Thus, in aim to produce a small profit or break-even, we predict an unexpected expense of US$50,000 depending on certain conditions.

In conclusion, the total estimated expense is about €997,360/$1246,700, the table below reveals the details of expenses.

3.2.3 Surplus

On the basis of the above calculation, a surplus of €306,640/$383,300 is expected. IMIA will receive 10% of the registration fee of US$ 500,000 and 12.5% of the registration fee of US$ 560,000; 10% of Exhibit revenue of US$ 210,000; 10% of Workshops and Tutorials of US$ 50,000, plus US$ 95,000 as fixed funding for expenses incurred by the Scientific Program Committee (SPC) and the Editorial Committee (EC). Thus, the total surplus to IMIA will be €192,800/$241,000.

9. Magnetism of the City

9.1 An Historical City

 The Palace Museum The Palace Museum was commissioned by the third Emperor of the Ming Dynasty, Emperor Yong Le. The palace was built between 1406 and 1420, but was burnt down, rebuilt, sacked and renovated countless times, so most of the architecture you can see today dates from the 1700’s and on wards. The Forbidden City was the seat of Imperial power for 500 years, and is now a major tourist attraction in China. The total area of the complex is 183 acres, so it takes quite a while to walk through, especially if you want to have a close look at everything. All together there are 9,999 1/2 rooms in the Museum, not all of which can be visited.

 The The Temple of Heaven was initially built in the eighteenth year of the Ming Dynasty (in 1420). Situated in the southern part of the city, it covers an area of 273 hectares. It is a place where Emperors from both the Ming and Qing Dynasties' traveled to worship and to pray for good harvest. The northern part of the Temple is round in contrast to the southern part, which is square, implying that "the sky is round and the earth is square" to symbolize both heaven and earth. There are a lot of prominent places in this park such as the Circular Mound Altar, the Imperial Vault of Heaven, the Long Corridor, the Echo Wall, the Seven-Star Stone and many other areas of historic interest and panoramic beauty. In 1998, it was included in the "List of World Heritages" by the United Nation's Educational, Scientific and Cultural Organization.

37

CMIA BIDS FOR MEDINFO 2017 IN BEIJING

 The Great Wall The Great Wall at Badaling is located in Yanqing County, which is about 60 kilometers northwest of Beijing. It is widely known as the most representative section of the “Great Wall” from the Ming Dynasty. Well laid out with huge uniform bricks, the wall was built on the ridges of the mountains. Various beacon towers were erected at strategic points along the wall. Badaling is a place of strategic importance and its wall is both tall and sturdy. With its many beacon towers, the wall looks magnificent and best epitomizes the magnificence of traditional Chinese architecture.

 The Summer Palace The history of Summer Palace extends as far back as 800 years. In 115 B.C, when the Jin Dynasty made Beijing--then called Yanjing-- its capital, it built an imperial palace that was then referred to as the Golden Hill Palace. The structure still remains on the present site of what residents and tourists both recognize as the Summer Palace of Beijing.

9.2 An Cultural City

 Dragon Boat Festival Customs The Dragon Boat Festival once had many interesting customs that are no longer commonly observed, although they are still practiced in rural areas. The most popular activity of the Dragon Boat Festival is racing dragon boats. The locals who paddled out on boats to scare the fish away and retrieve Qu Yuan’s body marked the origin of dragon boat racing. The races are a symbol of the attempts to rescue and recover the body of Qu Yuan.

 Beijing Opera Suo Lin Purse Suo Lin Purse is a masterpiece of the Cheng School of Beijing Opera. In 1940, the playwright Weng Ougong wrote Suo Lin Purse as invited by Cheng Yanqiu, the great master of Beijing Opera; in May of the same year, Mr. Cheng Yanqiu stared the debut of this opera at Shanghai Gold Theatre. This opera became a hit after the debut and has been sung by the descendants till now for its styles of tragicomedy and arias integrating the essences of the Cheng School. Shi Yihong of Mei school, starring Xue Xiangling, will add extra dazzles for this version.

9.3 An Modern City

 The National Theatre The newly finished egg-shaped theatre is designed by the French architect Paul Andreu, the designer of the terminal of the Charles de Gaulle Airport in Paris. The National Grand Theatre, situated west of the Beijing's central Tian'anmen Square, has a huge glass and titanium dome-shaped structure surrounded by water.

The new National Theater is composed of the three halls nestled inside the egg. The 2.68-billion-yuan (US$328 million) theatre will hold 6,000 people. It is regarded as the Egg due to its smooth, translucent exterior and ovoid shape. With its modernity, it is in the strong contrast to the Stalinist-style building of the Great Hall of the People and the golden eaves of the Forbidden City. Over 16,000 cubic metres of water enough to fill 42 Olympic swimming pools is poured into the lake on which the Egg will "float".

 The Financial Street The Beijing Financial Street is located on the east side of the second ring road, the area between Fuchengmen and Fuxingmen. The financial street is 1700m long from north to south and 600 wide from east to west. More than 10 skyscrapers have been erected on the street. A lot of financial institutions like Head office of China Construction Bank, Bank of China, Commercial and Industrial Bank of China, Communication Bank of China, China Securities Regulatory Commission, CITIC Industrial Bank and other big banks in China have already entered the financial street. Several deluxe hotels are nestled in this area like Ritz Carlton Hotel, Continental. Over 200 big enterprises have moved into the financial street. The financial street will 39

CMIA BIDS FOR MEDINFO 2017 IN BEIJING

become financial center of financial institutions and business buildings in Beijing. At same time it will be equipped with all kinds of service facilities like telecommunication, business, catering and cultural and entertainment etc.

 The Central Business District (CBD)

The Beijing CBD or Beijing Central Business District is a projected part of Beijing city. It is located in the eastern urban area between the 3rd Ring Road and the 4th Ring Road with a total area of 4 square kilometers. This area has the unique district advantages in terms of its infrastructure facilities, rich land resources and busy business atmosphere. It has about 3000 companies, among which are 500 multinational corporations, 570 foreign representative offices, 160 foreign-funded banks, insurance companies and agencies as well as over 200 intermediary services. There are over three million square meters of the existing business infrastructure facilities, covering China World Trade Center, Motorola Plaza, the Kerry Center, Hewlett Packard Plaza etc. where house scores of famous multinational companies and financial agencies, such as Hewlett Packard, Ford, Motorola Samsung, BNP, of the 160 of the world's Top 500 enterprises with their offices in Beijing, over 120 have established their offices in the CBD and its nearby areas.
